City of Lockport Committee of the Whole met June 4.

Here are the minutes provided by the committee:

REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, June 4, 2025 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:17 pm.

M-1. Appointment of John Arizzi as the Successor Chief of Police Upon the Retirement of Richard Harang as the Police Chief of the Police Department of the City of Lockport as Recommended by the Mayor

Mayor Streit presented to Council.

DIRECTION: Add as an Action Item to the Agenda for the June 18, 2025 City Council Meeting

FN-1. Presentation of 2024 Audited Financial Statements

Finance Director, Lisa Heglund, introduced Dave Jelonek. Dave Jelonek from GW & Associates presented the 2024 audited financial statements.

Discussion among the Council ensued. Thanks to the City staff for their work to prepare for the audit.

FN-2. 2026 Budget Calendar

Finance Director, Lisa Heglund, presented the Staff Report. The Budget will be distributed to Department Heads in August, for internal conversations in September/October, to be presented to Council in November.

CA-1. Approve Task Order with V3 for an Environmental Cleanup with Preliminary Remediation Estimates for 1728 S. State Street

City Administrator, Ben Benson, presented the Staff Report. Summary of the history of the property and the risks on the property. The property was last used in 1975.

Discussion among the Council ensued.

DIRECTION: Add to Consent Agenda for the June 18, 2025 City Council Meeting

CD-1. Special Use Permit for a Planned (Residential) Development; Rezoning From C2 Community Commercial to R2 Single Family Residential; Preliminary and Final Development Plan (in-one-step); and Final Plat of Subdivision for the property generally located north of Division Street and East of Cedar Road (known as Flagstone Villas)/ PZC Case #2025-005

Director of Community & Economic Development, Lance Thies, presented the Staff Report. The subject property is a 4.4 acre parcel. Kris Cozzo of Yukon Development, LLC has provided a concept plan for Flagstone Villas, a 23 townhome development.

MOTION BYBARTENSEN, SECONDED BY MCDONALD TO ADJOURN THE CITY COUNCIL MEETING AT 8:09 PM. VOICE VOTE ON THE MOTION.
