REGULAR MEETING of the City Council of the City of Lockport, Illinois was held on Wednesday, May 21, 2025 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor, Steve Streit called the Meeting to order at 7:00 p.m.

d. First Fridays in the Park – June 13 at Lincoln Landing

4. Deskin

a. Read a statement from a General from 200 years ago regarding the purpose of Memorial Day, great sentiment in honor of our country’s heroes

5. Pugh - Police Liaison Report

a. Recently the Police Department secured a $25,000 grant offered through the Illinois Law Enforcement Training and Standards Board, which has allowed the Investigations Unit to obtain equipment used to conduct ballistics testing.

b. Last Friday the Police Department participated in the Special Olympics of Illinois Cop on the Rooftop event. This was once again a very successful fundraiser thanks to community members who donated in total $6,946.03.

c. Congratulations to Officer Debbie Henning for having been selected as the Illinois representative for the USA Special Olympics Games being held in Minnesota in June of 2026. Since the start of the USA games there have only been 8 representatives from Illinois ever to be chosen and she is one of those eight … great job, Debbie!

6. Gillogly – Public Works

a. Recognition of Public Works Week and all the great work

b. Wastewater Treatment Plant work completed, to meet on-site water demand. 1st quarter results show a savings of $1.6M.

c. 2024 Water Quality Report – available on the City of Lockport website – Lockport’s drinking water met all state and federal drinking standards

Director of Community & Economic Director, Lance Thies, presented the Staff Report. Based on the request from the City, Applicant made architecture and design changes

MOTION TO APPROVE ORDINANCE NO. 25-004 AN AMENDMENT TO A SPECIAL USE FOR A WENDY'S RESTAURANT WITH DRIVE-THRU FOR PROPERTY AT THE NE CORNER OF ADELMANN & 159TH ST., LOT 2 OF SPRINGS AT LOCKPORT. MOTION BY GILLOGLY, SECONDED BY KING. ROLL CALL VOTE ON THE MOTION:
