Village of Romeoville Village Board met March 19.

1. CALL TO ORDER

25-3435 Presentation- Northern Will County Special Recreation Association (NWCSRA)

PROJ25-072 7 A Concept Plan for an Industrial Building at Lot 2 of the Paragon Business Park

Mayor Noak welcomed Josh Potter, Director of Community Development. Mr. Potter explained that Superior Design Build has submitted a concept plan for an industrial building on lot 2 of the Paragon Business Park. The proposal is for a 41,000 square foot industrial building for a single or multiple tenants. The proposed site access is from a right in right out from Taylor Road and a full access from Belmont Dr.

Mayor Noak asked how large the building is planned for and Mr. Potter responded a little over 40,000 square feet.

Mayor Noak commented that this building has been planned on this site for many years. It is a relatively small building which encourages the smaller, family owned businesses.

Trustee Richards commented that Planning and Zoning had a few basic questions but this the type of building designed to go there.

The applicant, Dave Kives, went into a little detail about the proposal and shared that many small businesses have expressed interest in the site.

Mayor Noak explained that we have see a large interest in this area and it is nice to see investment in this size of building.

25-3436 Presentation- Public Safety Academy

Mike O'Connor from RPD, Bill Sterling from RFD, and Mike Littrell from REMA gave a brief presentation on the upcoming Romeoville Public Safety Academy which encompasses all three departments. A video was shown reviewing the types of information that will be covered during the academy.

Mayor Noak commented that this is fantastic and he looks forward to hearing how it turns out.

RES25-3981 A Resolution to Waive the Bidding Process and Approve the Proposal from McCahill Painting to Paint the Training Tower located at 1321 Enterprise Drive

Fire Chief, Kent Adams, explained that this proposal is to paint the original burn tower. If it is painted, the department can get more useful life out of it.

Three bids were solicited and the lowest bid was from a company in town.

RES25-3984 A Resolution Rejecting All Bids and Authorizing Readvertising and Rebidding of the Romeoville IEPA SRF Year 1 Watermain Project

Village Attorney, Rich Vogel, explained that the Village held a bid opening for the Romeoville IEPA SRF Year 1 Watermain Project and four bids were received. The two lowest of the bids could not be accepted as it was deemed nonresponsive by IEPA due to the bidders noncompliance with particular regulations. In view of this and given that the remaining bids exceeded the engineering cost estimate for the project, the Village is proposing, subject to board approval, to reject all bids and to readvertise and rebid the project.

RES25-3985 A Resolution Approving a Development Agreement Between the Village of Romeoville and Normantown Hotel, LLC

Mr. Vogel explained that the proposal is to approved an agreement to construct a Tru branded hotel. The proposal would be to use a combination of TIF funds and hotel-motel tax generated on the site. No other funds will be used. The Village anticipates that this hotel will also attract other preferred users to that intersection.

RES25-3982 A Resolution Acknowledging the Receipt of Illinois Department of Transportation (IDOT) Reports Pertaining to Audits of Motor Fuel Tax (MFT) Expenditures

Chris Drey, Director of Public Works, explained that every 5-8 years IDOT goes through paperwork and this process encompassed years 2006-2023.

The Village provides documents such as authorized use of MFT Funds which IDOT reviews. Village uses MFT funds for salt, traffic signals, street light maintenance, and pays some of the cost shares for the WCGL projects.

RES25-3983 A Resolution Authorizing an Intergovernmental Agreement for Participation in the Illinois Public Works Mutual Aid Network (IPWMAN)

Mr. Drey explained the Public Works Municipal Aid Networks has done some clean up on the intergovernmental agreement. Romeoville has responded to many incidences and this is a mutual benefit to us and allows us to call in for aid if needed.

Mayor Noak removed ORD25-1972 from consideration. After hearing no other requests for removal, a motion was made by Trustee Richards, seconded by

Trustee Clancy, to approve the Consent Agenda. The motion carried by the following vote:

RES25-3986 A Resolution Authorizing the Village to Execute a Release of All Claims (Clarke Overspray Claim)

6. MAYOR'S REPORT

Mayor Noak explained that many of the board attended the VVEEF Dinner.

They did an excellent job and it was well attended. The PD participated in the Polar Plunge. Police Chief Hromadka expressed how well the department did in donations. Pathways to Professions was another successful event in town. The State of the County was also held in Romeoville at Mistwood. The Romeoville State of the Village will be hosted tomorrow. Thank you to all the staff for all their work on this event. RHS has their Best Buddies event this weekend. Condolences to DuPage Township Supervisor Gary Marschke's family on his passing.

25-3430 A Proclamation Declaring Arbor Day in the Village of Romeoville

A motion was made by Trustee Griffin, seconded by Trustee Clancy, that the Proclamation be Accepted. The motion carried by a unanimous vote.

7. CLERK'S REPORT

Deputy Clerk Olivia Blomberg shared the early voting dates and times for the Consolidated Election.

Mayor Noak shared other early voting locations that are also available.

8. VILLAGE MANAGER'S REPORT

Village Manager, Dawn Caldwell, explained some upcoming projects such as the Village Hall parking lot expansion and Budler Road path gap timelines. There will be a Building Open House on April 8th and the Shred Event is April 26th at Public Works.

Mayor Noak thanked the building department for putting that event together.

10. BOARD COMMENTS (including Commission, Committee, Liaison Reports)

Trustee Chavez- It is great that our three departments are coming together for the Public Safety Academy. Congratulations to our Mayor for being reappointed to National League of Cities.

Trustee Griffin- The Romeoville Veterans Commission is hosting two scholarships. Applications can be found on the Village website.

Trustee Clancy- The Public Safety course is going to be tremendous. The Springtide Craft show will be March 29th at the Rec Center. An additional Dive in Movie has been added for March 21. The Athletic and Event Center is hosting a Midwest Toy Show.

Trustee Richards- The VVEEF Dinner was well attended and it was a fun night. The RHS Athletic Booster trivia fundraiser was a good time and raised a lot of money. The next Planning and Zoning meeting is canceled.

Trustee Aguirre- The next Police and Fire Committee meeting is April 8th.

The next Conservation and Sustainability Committee is April 9th. Rain barrels can be purchased with $25 off and can be picked up at the Public Works Open House. On April 22 you can pick up a pair of gloves and seeds at Farm & Fleet. Thank you for the Public Safety Academy presentation.

A motion was made by Trustee Griffin, seconded by Trustee Clancy, that the Meeting be Adjourned at 6:41 PM. The motion carried by a unanimous vote.
