REGULAR MEETING of the Plan and Zoning Commission of the City of Lockport, Illinois was held on Tuesday, March 11, 2025, at 7:00 pm in the 3rd Floor Board Room, Central Square, 222 E. Ninth Street, Lockport, Illinois.

Discussion among the Council regarding 2 scrivener’s errors on the minutes. Minutes will be corrected as mentioned.

MOTION TO APPROVE THE PLAN AND ZONING COMMISSION MEETING MINUTES FROM FEBRUARY 11, 2025 AS PRESENTED. MOTION MADE BY WHEELER, SECONDED BY GARLAND. MOTION CARRIED BY VOICE VOTE.

NEW BUSINESS

PZC Case #2025-001 Special Use Permit for an Auto Repair Shop for the Property Located at 1603 S. State Street

MOTION TO OPEN PUBLIC HEARING. MOTION MADE BY GARLAND, SECONDED BY CALDERON. MOTION CARRIED BY VOICE VOTE.

City Planner, Kimberly Phillips, presented the Staff Report. The applicant, Krzystof Gronski, is seeking approval of a Special Use Permit to allow an auto repair shop (with internet sales) for the property located at 1603 S. State Street. Applicant was present to answer questions.

Discussion among the Commission ensued.

Public Comments

1. Larry Brogan, owner of Tattoo City, 1601 South State Street – stated that Krzystof Gronski has been a good neighbor and has significantly improved the property.

MOTION TO CLOSE PUBLIC HEARING. MOTION MADE BY PETERS, SECONDED BY GARLAND. MOTION CARRIED BY VOICE VOTE.

MOTION TO APPROVE A SPECIAL USE PERMIT TO ALLOW AN AUTOMOBILE REPAIR BUSINESS (INCLUDING INTERNET AUTO SALES) WITHIN THE C2 DISTRICT WITH THE FOLLOWING CONDITIONS: 1. INTERNET AUTO SALES SHALL BE PERMITTED BY APPOINTMENT ONLY, HOWEVER, THE OPERATION SHALL BE LIMITED TO INDOORS ONLY, HAVING NO OUTDOOR DISPLAY.

2. OUTDOOR STORAGE SHALL BE PROHIBITED.

3. NEW SIGNAGE WILL NEED TO ADHERE TO THE CITY’S SIGN CODE. A SEPARATE SIGN PERMIT APPLICATION SHALL BE SUBMITTED AND APPROVED FOR ALL SIGNAGE.

4. ANY PROPOSED OUTDOOR LIGHTING WILL REQUIRE PLANNING AND ENGINEERING REVIEW AND MAY BE SUBJECT TO PHOTOMETRIC PLAN.

5. SCREENING IS NEEDED ALONG THE WEST/REAR PROPERTY BOUNDARY. IF THE EXISTING CHAIN-LINK FENCE IS IN GOOD REPAIR SLATS CAN BE ADDED FOR PRIVACY. HOWEVER IF THE FENCE NEEDS TO BE REPLACED, A SOLID PRIVACY FENCE THAT IS COMPRISED OF WOOD, VINYL, OR COMPOSITE IS NEEDED. AS AN ALTERNATIVE, LANDSCAPING IS ENCOURAGED AS AN ACCEPTABLE METHOD OF SCREENING. LANDSCAPING REQUIRES STAFF REVIEW. 6. THE REAR NON-CONFORMING PARKING AREA SHALL BE MAINTAINED IN GOOD CONDITION AND SHALL BE REVIWEWED BY STAFF WITHIN TWO YEARS OF APPROVAL OF THE SPECIAL USE PERMIT TO DETERMINE IF THE EXISTING GRAVEL SURFACE CAN REMAIN.

NEW BUSINESS

PZC Case #2024-014 Final Development Plan Review for a Coffee Kiosk Drive-Thru (Only) Facility for Lockport Square Lot 9B (7 Brew Coffee)

City Planner, Kimberly Phillips, presented the Staff Report. The applicant Chris George, on behalf of Who Brew IL III, LLC, has submitted Final Development plans for a proposed 784 square foot stand-alone commercial building with a drive thru on Lot 9B in Lockport Square at 16355 W. 159th Street. The Applicant was present to answer questions and deliver a presentation to the Commission.

Discussion among the Commission ensued. Questions and comments regarding the brick paver walkway, construction timeline, façade.

This item will be presented to Committee of the Whole on April 2.

MOTION TO APPROVE FINAL DEVELOPMENT PLANS FOR A 7 BREW DRIVE THRU FACILITY ON LOT 9B IN LOCKPORT SQUARE WITH THE FOLLOWING CONDITIONS:

1. ALL TENANT DELIVERIES NEED TO TAKE PLACE ON-SITE AND NOT ON THE INTERNAL ACCESS ROADS LOCATED ON THE WEST AND SOUTH SIDES OF THE PROPERTY.

2. A SIGN PERMIT APPLICATION(S) FOR ALL PROPOSED EXTERIOR WALL SIGNAGE (INCLUDING ANY MENU BOARDS FOR THE RESTAURANT TENANT SPACES) IS SUBJECT TO REVIEW AND APPROVAL. MOTION MADE BY CALDERON, SECONDED BY GARLAND. MOTION CARRIED BY THE FOLLOWING VOTE:

1. Director of Community & Economic Development, Lance Thies, informed the Commission of updates on 2 projects:

a. Proposal submittals with the RTA are in-progress

b. RFQ with Arcadis, kicking off the project this week with the RFQ available in the next 30-60 days.

c. May Commission meeting will have several agenda topics
