Village of Romeoville Village Board met Feb. 19.

Here are the minutes provided by the board:

1. CALL TO ORDER

Roll Call

4. PRESENTATIONS

25-3424 A Presentation from the Lockport Township Supervisor

Lockport Township Supervisor, Alex Zapien, gave a brief update on the township and what they offer to the senior community.

Mayor Noak thanked Alex and commented that its been a pleasure to work with him and his team. Romeoville has three different townships that are a part of our town.

25-3414 National Pollutant Discharge Elimination System (NPDES)

Stormwater Program Presentation

Chris Drey, Director of Public Works, introduced Dana West. Ms. West presented on the annual National Pollutant Discharge Elimination System Stormwater Program.

Mayor Noak thanked Dana West for her presentation.

ORD25-1966 An Ordinance Authorizing a Loan Agreement for the Public Water Supply Loan Program for the Five-Year Water Main Replacement Program.

Mr. Drey explained that this is a 5 year program that was submitted to the IEPA for approval. The Village needs an ordinance passed to allow for a loan agreement for the first year, which is currently out to bid. If bids come in lower, the Village will only take what is needed to fund the construction and construction engineering. The next 5 years is listed on our website, but the next area is Gordan and McKool. It is not a guarantee that we will get all five years as the Village needs to apply every year.

Mayor Noak explained that this is a part of our on going efforts to update and get ready for lake water and update our existing system.

Trustee Chavez asked if there has been any changes to the pipes that make them more pliable or adjustable with earth movement. Mr. Drey responded that there has been a lot of improvements with ductile iron and how long the pipe life is. Pipes are being upsized to allow for the additional amount of water transmitted through the pipes.

Trustee Richards commented that as the Village grows the pipes need to grow to meet the growing need. This is no different than updates to your home. We are making updates to our system so that you can get the water to you. You have to do the constant maintenance and replacements.

ORD25-1967 An Ordinance Authorizing a Loan Agreement (Water Pollution Control Loan Program- Village of Romeoville)

Mr. Drey explained that this is a proactive approach for our Waste Water Treatment Plant. This is to ensure that we have everything lined up that we can to ensure we're ready to go if were eligible.

Mayor Noak commented that the competition for these more favorable loans is getting much more difficult because more and more communities need to catch up. Mr. Drey commented that this is a good improvement for us.

Mayor Noak asked if there were any requests for removal for any items on the Consent Agenda. Hearing none, a motion was made by Trustee Palmiter, seconded by Trustee Aguirre, to approve the Consent Agenda. The motion carried by the following vote:

Absent: 1 - Trustee Griffin

Non-voting: 1 - Mayor Noak

6. MAYOR'S REPORT

Mayor Noak shared that the Five Below is open and their official grand opening is Friday at 10 AM. Activities will be held on Friday and Saturday.

Go check them out. A guest came by from Planfield East as the Village is supporting their Black History Fair that will be hosted on Saturday. Mayor Noak will also talk to a 3rd Grade class about government in March.

7. CLERK'S REPORT

Clerk Holloway reminded everyone that the VVEEF dinner will be hosted on March 7th.

8. VILLAGE MANAGER'S REPORT

Village Manager, Dawn Caldwell, thanked those who came out to the Rec Master Plan meeting last night. We have a new website and she thanked the Community Development Permitting Department and the Clerk's Office for their work on rolling out the online permitting and licensing. Thank you to the Marketing team for their work on the new website. There is storm sewer work being done on Murphy Drive.

Mayor Noak asked if we have any update from the County on their projects and Mrs. Caldwell said there will be an update at the next board meeting.

10. BOARD COMMENTS (including Commission, Committee, Liaison Reports)

Trustee Chavez- Thank you to the Lockport Township Supervisor for stopping by today and thanks to Dana West for making the important discharge presentation too. I am proud to be a part of a team who are so proactive which will have results years down the road that will payoff dividends. The A&E will be hosting the Workforce Division of Will County Pathways to Professions on March 11.

Trustee Palmiter- The next Special Events Commission meeting is April 18th. With the temperatures please keep an eye out for your pets and neighbors.

Trustee Clancy- The dive in movie is February 21st. The new equipment was installed at the Fit 4 Life fitness center.

Trustee Richards- Thank you to Alex for coming out and giving an update on the Township. The Knights of Columbus will hold a St. Patrick's Dinner at the Ovation Center on March 15th. A majority of the money goes back to the community.

Mayor Noak commented that it's a great organization.

Trustee Aguirre- The next meeting of the Fire and Police Commission is March 11th at 6:30 PM. The final Police Eligibility list is posted. The next Conservation and Sustainability Committee meeting is February 24th.

Thank you to Alex and Dana for their presentations. White Oak Library Romeoville Branch had a great event a few weeks ago. It is a treasure to have that in town.

TO ENTER INTO EXECUTIVE SESSION

A motion was made by Trustee Clancy, seconded by Trustee Richards, that the Executive Session Meeting be Opened at 6:45 PM. The motion carried by a unanimous vote.

11. EXECUTIVE SESSION: Personnel- 5 ILCS 120/2(c)(1); Land Acquisition- 5 ILCS 120/2(c)(5)

TO CLOSE EXECUTIVE SESSION

A motion was made by Trustee Chavez, seconded by Trustee Aguirre, that the Executive Session Meeting be Closed at 7:02 PM. The motion carried by a unanimous vote.

12. ADJOURNMENT

A motion was made by Trustee Chavez, seconded by Trustee Clancy, that the be Meeting be Adjourned at 7:03 PM. The motion carried by a unanimous vote.
