Village of Frankfort Board of Trustees met Feb. 3.

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, February 3, 2025, at 7:00 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

C. Plan Commission Report Summary

1. All Purpose Storage Frankfort LLC: 145 Industry Avenue

a. Special Use Permit for Self-Service Storage Facility and Extended Hours of Operation - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3487) GRANTING SPECIAL USE PERMITS FOR A SELF-SERVICE STORAGE FACILITY AND EXTENDED HOURS OF OPERATION (5:00 A.M. TO 11:00 P.M.) TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (ALL PURPOSE STORAGE FRANKFORT, LLC INDUSTRY AVENUE), to permit the operation of All Purpose Storage Frankfort, LLC, in accordance with the reviewed plans, public testimony, Findings of Fact, and conditioned on final engineering approval.

b. Zoning Variances Pursuant to Loading Berth and Building Materials - Ordinance

(Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3488) GRANTING TWO ZONING VARIATIONS FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (ALL PURPOSE STORAGE FRANKFORT, LLC – 145 INDUSTRY AVENUE), to waive the required loading berth(s) and to permit the use of stone veneer for the property located at 145 Industry Avenue, in accordance with the reviewed plans, public testimony, Findings of Fact, and conditioned on final engineering approval.

c. Preliminary and Final Plat of Subdivision - Approval

Accept the Plan Commission recommendation and approve the Preliminary and Final Plat of Subdivision for 145 Industry Frankfort Storage, prepared by M Gingerich Gereaux & Associates, revision dated 12.16.2024, in accordance with the reviewed plans, and subject to any necessary technical revisions, final engineering approval, dedication of any necessary right-of-way, and payment of the cash-in-lieu fee for the sidewalk along Center Road in the amount of $29,160.

2. Linden Grove Subdivision: 215 Linden Drive

a. Final Plat of Subdivision - Approval

Accept the Plan Commission recommendation and approve the Final Plat of Resubdivision for the Linden Grove Subdivision, prepared by M Gingerich Gereaux & Associates, revision dated 01.13.2025, in accordance with the reviewed plans, subject to any necessary technical revisions prior to recording, and conditioned upon Final Engineering approval.

b. Final Development Plan - Approval

Accept the Plan Commission recommendation and approve the Final Development Plan for Linden Grove Subdivision in accordance with the reviewed plans, subject to any necessary technical revisions prior to recording, Final Engineering approval, and additionally subject to the following conditions:

1.) The developer shall record the Conditions, Covenants, & Restrictions (CCRs) concurrent with the recording of the Final Plat of Subdivision.

2.) Any sections of public sidewalk damaged during construction must be replaced.

3.) A public bench shall be installed within the common outlot as illustrated on the approved Preliminary Plat of Resubdivision and Preliminary Engineering Plans.

4.) All residential lots shall be developed to reflect the architectural elements of one of the six architectural styles listed on pages B-5 through B-7 of the Downtown Frankfort Residential Design Guidelines, Appendix B of the 2019 Comprehensive Plan and that each home shall incorporate a masonry element, such as a chimney or porch kneewall.

5.) There shall be at least one house on each street with a side load garage.

6.) The developer shall make a one-time cash payment to the Village of $1,000 for 10 caliper inches of preservation trees removed and not mitigated on-site.

3. Kalata Residence Multiple Zoning Variances: 890 Glenbarr Lane - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3489) GRANTING MULTIPLE ZONING VARIANCES FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (KALATA RESIDENCE – 890 GLENBARR LANE), for the construction of a single-family home: a gross floor area variance from 5,000 sq. ft. to 4,135 sq. ft., a lot width variance from 150 feet to 121.15 feet, a lot depth variance from 267 feet to 146.125 feet, and a lot area variance from 40,000 square feet to 20,819.30 square feet, in accordance with the reviewed plans, public testimony, findings of fact, and conditioned upon Final Engineering Approval.

4. Currie Subdivision Preliminary and Final Plat Approval: 9423 W. Lincoln Highway Approval

Accept the Plan Commission recommendation and approve the Preliminary and Final Plat of Subdivision for Currie Subdivision, a Planned Unit Development, prepared by Joseph A. Schudt & Associates, dated 12.18.24, in accordance with the reviewed plans, subject to any necessary technical revisions prior to recording, and conditioned upon Final Engineering approval.

5. Abbey Woods North Final Plat of Subdivision Approval: PIN 19-09-15-300-019-0000

Accept the Plan Commission recommendation and approve the Final Plat of Subdivision for Abbey Woods North, prepared by M Gingerich Gereaux & Associates, revision dated 12.23.24, in accordance with the reviewed plans, subject to any necessary technical revisions prior to recording, conditioned upon Final Engineering and Final Landscape Plan approval, and the developer shall record the approved Conditions, Covenants & Restrictions concurrent with the recording of the Final Plat of Subdivision.

Trustee Petrow moved, seconded by Trustee Borrelli, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle praised the strong turnout at the 4th Annual Fire and Ice Winter Social on Saturday, February 1. He also announced the winners of the "Chili Cook-Off": 1st Place - Dancing Marlin, 2nd Place - Trail's Edge, and 3rd Place - Fat Rosie's. Additionally, he expressed his gratitude to Trustee Rigoni for assisting with the event.

• Mayor Ogle announced that Frankfort Restaurant Week is in full swing, now in its third year and sponsored by the Frankfort Restaurant Association. The event aims to raise awareness and support for local dining. Running from January 30 to February 9, he encouraged residents to take advantage of the opportunity to explore and enjoy Frankfort's vibrant restaurant scene.

• Mayor Ogle reported the Village is currently accepting vendor applications for the 2025 Frankfort Country Market season. The 2025 season kicks off on Sunday, April 27 and continues through October 26.

• Mayor Ogle noted in observance of the President's Day holiday on Monday, February 17, Village of Frankfort offices will be closed. The regularly scheduled board meeting will be held on Tuesday, February 18, at 7:00 P.M.

• Mayor Ogle invited the public to join the Frankfort Police Department for the next "Coffee with a Cop" event on Thursday, February 20, from 8:30 A.M. to 10:00 A.M. at Grounded Coffee Bar, 19 Ash Street.

• Mayor Ogle reported applications are now being accepted for the Lincoln-Way Area Citizen's Police Academy scheduled to begin on Thursday, March 20, at 7:00 P.M., at the Will County Sheriff's Building, 16911 W. Laraway Road, Joliet. This free 10-week program is designed to provide members of the community with an inside look at law enforcement operations and procedures.

BOARD COMMENTS

Village Clerk Schubert announced that the next Committee of the Whole meeting will take place on Wednesday, February 12, at 5:30 P.M. at Village Hall. She also reminded residents that, in observance of the holiday on Monday, February 17, the next regularly scheduled board meeting will be held on Tuesday, February 18, at 7:00 P.M. Additionally, Clerk Schubert shared that the Village of Frankfort will host Early Voting for the April 1, 2025, Consolidated Election beginning Monday, March 17.

Members thanked staff for their efforts on the 4th Annual Fire and Ice Winter Social and expressed appreciation to participating restaurants.

Residents were encouraged to support Restaurant Week.

Six new business licenses were issued in January.

Appreciation was given to staff for their hard work on Plan Commission items, acknowledging the significant behind-the-scenes efforts involved.

Reminder for the 9 PM routine: lock car doors and keep valuables out of sight.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

Nick Spano, Trustee on the Frankfort Fire Protection District Board, approached the podium to introduce himself. He encouraged the board and residents to reach out to him, other Trustees, or Chief Fierce with any questions regarding the Fire District.

ADJOURNMENT

Hearing no further business, Trustee Borrelli moved, seconded by Trustee Rossi, to adjourn the regular board meeting of Monday, February 3, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:23 P.M.
