MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.
ROLL CALL
After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Ryan Knight, Leslie Allred, Jonathan Mietzner, Alderperson Todd Holmes, and Thomas Smith. The number present constitutes a quorum.
Also present: Attorney Bryan Wellner, City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Police Chief Adam Zink and Deputy City Clerk Joie Ziller.

CONSENT AGENDA
1. Approve the Regular Meeting Minutes from January 7, 2025
2. Approve the Accounts Payable Report
3. Approve the Heritage Corridor Destinations Annual Investment Request in the amount of $12,000
4. Approve the proposal from Safety Management Group (SMG) to provide on-site OSHA 30 training for Public Works employees, at a cost of $7,125, plus travel expenses
5. Approve the payment of $9,029.78 to Airy’s Inc. for water main repairs made on North First Street on November 26, 2024
6. Approve the Proposal from Concentric Integration to Create and Install a Scada System for our Water Treatment Plant and Distribution System not to exceed $90,250 moved to Order of Business
7. Approve the Flock Safety Flock Camera Invoice Number INV-54460 not to exceed $12,000
Alderperson Kirwin made a motion and Alderperson Vice seconded to approve the Consent Agenda for the January 21, 2025, City Council meeting with the exception of moving #6 to the Order of Business
Upon roll call, the vote was:

ORDER OF BUSINESS
Alderperson Jeffries made a motion and Alderperson Allred seconded to approve Ordinance 25-01-21-01 Adopting the City of Wilmington 2025 Comprehensive City Plan and Master Parks Plan
Upon roll call, the vote was:
AYES: 8 Jeffries, Allred, Knight, Kirwin, Mietzner, Vice, Smith, Holmes
NAYS: 0
The motion carried.
Alderperson Kirwin made a motion and Alderperson Jeffries seconded to approve the Proposal from Concentric Integration to Create and Install a Scada System for our Water Treatment Plant and Distribution System waiving competitive bidding and not to exceed $90,250

City Attorney – Bryan Wellner – No Report
City Administrator – Jeannine Smith – Concerns have been raised regarding the lease agreement with D’Orazio Ford for the use of the City Hall parking lot. The lessee has not provided the required administrative car and has outstanding rent payments for the years 2022, 2023, and 2024. As a result, the City will need to explore options for leasing or purchasing a vehicle, an expense that was not accounted for in the current budget.
