Village of Manhattan Board of Trustees met Dec. 3.

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, December 3, 2024.

CALL TO ORDER:

Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.

Adamski Motion to Approve the Electronic Attendance of Board Member, Justin Young. Dilling Second. Roll Call: Neighbors aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle Absent. (4 ayes, 0 nays, 1 absent). Motion Carried.

ROLL CALL:

Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle absent, Adrieansen aye (6 ayes, 0 nays, 1 absent). Also present are Lewis, Wold, Nelson, Braddy, Tyk, Pintar, and Attorney Taylor.

PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:

Mayor Adrieansen Presents a Certificate of Achievement to Kathy Kirby of Kirby’s Korner Bakery for 35 Years in Business. Kirby has retired and closed the bakery as of November 30, 2024.

CONSENT AGENDA:

Dilling Motion to Approve the Consent Agenda which consists of the November 19, 2024, Village Board Meeting Minutes; October 15, 2024; and Approval of December 3, 2024, Bills List. Neighbors Second. Roll Call: Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski abstain, Doyle absent (4 ayes, 0 nays, 1 absent, 1 abstain) Motion Carried.

NEW BUSINESS:

Mayor Adrieansen informs the Board of Trustees that the first item on the agenda is an Ordinance for the Levy and Assessment of Taxes for the Village of Manhattan, Will County, Illinois for the Fiscal Year Beginning May 1, 2024, and Ending April 30, 2025. Typically, this requires a public hearing, but since the levy increase is less than 5%, no public hearing is required. The Village will be levying $3,608,033, which is a 4.7% increase. Our tax rate is estimated to be 0.8840, which is a reduction from the 2023 tax levy rate of 0.9890. The tax rate reduction is partially due to an increase in the Village’s Equalized Assessed Value.

Adamski Motion to Approve an Ordinance for the Levy and Assessment of Taxes for the Village of Manhattan, Will County, Illinois for the Fiscal Year Beginning May 1, 2024, and Ending April 30, 2025. Dilling Second. Roll Call: Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle absent, Neighbors aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Abating a Portion of the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $7,500,000.00 Special Service Area No. 2004-1 Bonds, Series 2015 of the Village of Manhattan, Will County, Illinois. This and the next item are to abate a portion of the two SSA bonds because the costs were less than expected. The first item is an abatement of $176,966.26 for Brookstone Springs.

Beemsterboer Motion to Approve an Ordinance Abating a Portion of the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $7,500,000.00 Special Service Area No. 2004-1 Bonds, Series 2015 of the Village of Manhattan, Will County, Illinois. Neighbors Second. Roll Call: Dilling aye, Beemsterboer aye, Adamski aye, Doyle absent, Neighbors aye, Young aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Abating a Portion of the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $21,235,000.00 Special Service Area No. 2007-6 Bonds, of the Village of Manhattan, Will County, Illinois. This is an abatement of $169,607.53 for Groebe Farm.

Beemsterboer Motion to Approve an Ordinance Abating a Portion of the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $21,235,000.00 Special Service Area No. 2007-6 Bonds, of the Village of Manhattan, Will County, Illinois. Neighbors Second. Roll Call: Beemsterboer aye, Adamski aye, Doyle absent, Neighbors aye, Young aye, Dilling aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving a Site Plan for Manhattan Junior High School Building Additions (Manhattan Grade School District 114). This is the site plan for the new gymnasium and administrative office addition.

Neighbors Motion to Approve a Resolution Approving a Site Plan for Manhattan Junior High School Building Additions (Manhattan Grade School District 114). Adamski Second. Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Objecting to a Special Use Permit for Certain Property Located in Unincorporated Will County and Within One and One-Half Miles of the Corporate Boundaries of the Village of Manhattan (South Side of Smith Road, East of Cedar Road; PIN: 14-12-15-100-003-0000). This is for a solar farm near Smith and Cedar roads. We would object because our current comp plan identifies this area as a future residential development.

Beemsterboer Motion to Approve a Resolution Objecting to a Special Use Permit for Certain Property Located in Unincorporated Will County and Within One and One-Half Miles of the Corporate Boundaries of the Village of Manhattan (South Side of Smith Road, East of Cedar Road; PIN: 14-12-15-100-003- 0000). Dilling Second. Roll Call: Doyle absent, Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving the Installation of ADA Automatic Operator Doors at Village Hall, Meeting Room, and Police Department. This would bring the Village into compliance with the American with Disabilities Act. These doors would meet the codes and standards of the American Association of Automatic Door Manufacturers. The total cost is $23,400.00.

Dilling Motion to Approve a Resolution Approving the Installation of ADA Automatic Operator Doors at Village Hall, Meeting Room, and Police Department by S&J Doors, Inc. for a total cost of $23,400.00. Neighbors Second. Roll Call: Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle absent, Neighbors aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Authorizing the Purchase of Four (4) Mobile Radios for the Village of Manhattan Emergency Management Agency. EMA has two vehicles without mobile radios and two vehicles with non-working mobile radios. It is important for each EMA vehicle to have a mobile radio because they are more powerful and provide a stronger signal than the portable body worn radios. The total cost is $7,901.76.

Beemsterboer Motion to Approve a Resolution Authorizing the Purchase of Four (4) Mobile Radios for the Village of Manhattan Emergency Management Agency from Advanced/PLM for a total cost of $7,901.76. Dilling Second. Roll Call: Dilling aye, Beemsterboer aye, Adamski aye, Doyle absent, Neighbors aye, Young aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.

FROM VILLAGE OFFICIALS

Mayor Adrieansen informs the Village Board and Staff that Agave Azul Mexican Restaurant is planning to reopen in about 1 month. Mayor Adrieansen announces that the Christmas on State parade and tree lighting will take place on Saturday, December 7th. There are activities in the parking lot prior to the parade. The parade will begin at 6:00 P.M. and tree lighting will follow.

The entire Village Board would like to congratulate Kathy Kirby on her retirement and 35 years in business.

Village Clerk Lewis Announcements:

➢ Manhattan Resident Luncheon is scheduled for Wednesday, December 11th at 11:00 A.M. at the Park District Hansen Community Center.

➢ The Village Employee Christmas Party is scheduled for Friday, December 13th at Gallagher’s Pub at 3:00 P.M. Village Hall will close at 2:30 P.M. that day to allow employees to attend.

Trustee Doyle arrives at 6:21 P.M.

REPORTS FROM VILLAGE STAFF

Village Administrator Wold would like to remind the Village Board that the Strategic Planning Workshop is scheduled for Saturday, January 25th from 8:00 A.M. – 1:00 P.M. at Lincoln Way West in the Warriors Lodge. Village Administrator Wold announces that the Village Board meeting on January 7th will be rescheduled for 5:00 P.M. instead of 6:00 P.M.

Community Development Director Nelson informs the Village Board of a design guidelines workshop will take place after the regular board meeting on January 7th.

Public Works Superintendent Tyk updates the Village Board on Baker Rd. stating that the sidewalks will be done tomorrow and with a weather warm up the road will be paved soon. Lighting to be completed next week, and seed & blanket will take place in the spring of 2025. Public Works Superintendent Tyk also informs the Village Board that the sidewalks and parking lot on Park Road are complete. Decorative bollards and planters have been installed.

The entire Village Staff would like to congratulate Kathy Kirby on her retirement. EXECUTIVE SESSION
