City of Wilmington City Council met Dec. 3.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Ryan Knight, Jonathan Mietzner, Todd Holmes, and Thomas Smith. Alderperson Allred was absent. The number present constitutes a quorum.

Also present: Attorney Bryan Wellner, City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Police Chief Adam Zink and Deputy City Clerk Joie Ziller.

PUBLIC HEARING

Alderperson Jeffries made a motion and Alderperson Smith seconded to open the public hearing at 7:01 PM

Upon roll call, the vote was:

AYES: 7 Jeffries, Smith, Kirwin, Vice, Holmes, Knight, Mietzner

NAYS: 0

ABSENT: 1 Allred

The motion carried.

Kelsey representing PGAV discussed the revisions to the boundaries of the Redevelopment Project Area for the Elion Logistics Park 55 (TIF District No. 2) (the “TIF District”), by adding the property legally described in Exhibit 1 to the Redevelopment Project Area for the TIF District (the “Redevelopment Project Area Amendment”) The following documents were in the agenda packet.

• TIF Eligibility Study (draft attached)

• Ordinance Designating the Amended Redevelopment Project Area (draft attached)

• Ordinance Approving the Amended Redevelopment Plan and Project (draft attached)

• Ordinance Adopting TIF Financing (draft attached)

No comments were made.

Alderperson Jeffries made a motion and Alderperson Smith seconded to close the public hearing at 7:03 PM

Upon roll call, the vote was:

AYES: 7 Jeffries, Smith, Kirwin, Vice, Holmes, Knight, Mietzner

NAYS: 0

ABSENT: 1 Allred

The motion carried.

CITIZENS COMMENT

No comments were made.

ILEAP AWARD PRESENTATION FOR POLICE DEPARTMENT ACCREDITATION Chief Fred Hayes and Chief Phil Arnold present the department with their plaque.

MAYOR’S REPORT

Mayor Dietz informed us of the eventful Thanksgiving Holiday weekend and thanked all the departments and staff.

CONSENT AGENDA

1. Approve the Regular Meeting Minutes from November 19, 2024

2. Approve the Accounts Payable Report

Alderperson Kirwin made a motion and Alderperson Jeffries seconded to approve the Consent Agenda for the December 3, 2024, City Council meeting as presented

Upon roll call, the vote was:

AYES: 7 Kirwin, Jeffries, Vice, Smith, Holmes, Knight, Mietzner

NAYS: 0

ABSENT: 1 Allred

The motion carried.

ORDER OF BUSINESS

Alderperson Jeffires made a motion and Alderperson Knight seconded to approve the Third Amendment to Amended and Restated Redevelopment Agreement By and Among the City of Wilmington, ADAR Ridgeport Industrial Partners, LLC ADAR RPLL, LLC, and Amazon.com Services LLC (I-55 and Lorenzo Road)

Upon roll call, the vote was:

AYES: 7 Jeffries, Knight, Smith, Kirwin, Vice, Holmes, Mietzner

NAYS: 0

ABSENT: 1 Allred

The motion carried.

Discussion and Consideration to Send a Resolution to Will County Opposing the Proposed Florence Renewables, LLC Solar Project. The City Council favored this and the resolution will be placed on the December 17, 2025 City Council Consent Agenda.

Alderperson Smith made a motion and Alderperson Knight seconded to approve Payment #2 and #3 to Hoerr Construction for the Kankakee Street Sanitary Sewer Lining Project in the Amount of $466,449.65

Upon roll call, the vote was:

AYES: 7 Smith, Knight, Jeffries, Kirwin, Vice, Holmes, Mietzner

NAYS: 0

ABSENT: 1 Allred

The motion carried.
