CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, December 2, 2024, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. Tax Levy Ordinance
(Waive 1st and 2nd Readings)
Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3479) PROVIDING FOR THE ANNUAL LEVY OF TAXES IN THE AMOUNT OF $3,892,232.00 FOR THE FISCAL YEAR BEGINNING MAY 1, 2024 AND ENDING APRIL 30, 2025, in the Village of Frankfort, Will and Cook Counties, Illinois.
2. Directions to Will County Clerk in Possible Tax Cap Levy Reduction - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 24-31) REGARDING DIRECTIONS TO WILL COUNTY CLERK IN POSSIBLE TAX CAP LEVY REDUCTION FOR THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, directing the Will County Clerk on possible tax levy reductions for the 2024 Tax Levy.
D. Plan Commission Report Summary
1. The Well Yoga Studio, LLC Special Use Permit for Indoor Recreation: 11 S. White Street, Unit 201 (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3480) GRANTING A SPECIAL USE PERMIT FOR INDOOR RECREATION TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (THE WELL YOGA STUDIO, LLC - 11 S. WHITE STREET, UNIT 201), to accommodate the operation of The Well Yoga Studio, LLC, in accordance with the reviewed plans, public testimony, and Findings of Fact, and subject to a minimum 15-minute break in between classes to accommodate parking space turnover.
2. Cebula Residence Multiple Zoning Variances: 995 Ironwood Drive (Waive pt and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3481) GRANTING MULTIPLE ZONING VARIANCES TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (CEBULA RESIDENCE - 995 IRONWOOD DRIVE), a building materials variance from the first-floor masonry requirement to permit the use of non-masonry materials, a variance to permit less than an 8/12 roof pitch, and a variance to allow less than 150 feet of lot width at the minimum required 40-foot front yard setback line, for the construction of a new single-family residence, in accordance with the reviewed plans, public testimony, and Findings of Fact.
Trustee Savaria moved, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Leddin, Petrow, and Rigoni presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.
MAYOR'S REPORT
• Mayor Ogle invited the public to attend the Village's annual "Lighting of the Green" on Thursday, December 5, at 6:30 P.M. on Breidert Green in downtown Frankfort.
• Mayor Ogle reported the Frankfort Area Historical Society will host its annual Candlelight House Walk on Friday, December 6, between the hours of 5:00 P.M. and 10:00 P.M.
• Mayor Ogle announced the Frankfort Chamber of Commerce will host its annual Midnight Madness event on Friday, December 13, from 6:00 P.M. to Midnight.
• Mayor Ogle encouraged residents to attend "Christkindl Weekend" on Saturday, December 14 and Sunday, December 15, from Noon to 6:00 P.M. in downtown Frankfort.
• Mayor Ogle commented on the Thanksgiving holiday weekend and shopping small, supporting local businesses.
• Mayor Ogle reported December 7th will mark the 83rd commemoration of Pearl Harbor Remembrance Day.
BOARD COMMENTS
Clerk Schubert reported the next Committee of the Whole meeting is scheduled for Wednesday, December 11, at 5:30 P.M. and the upcoming Village Board meeting will take place on Monday, December 16, at 7:00 P.M.
Board members encouraged the community to participate in the numerous upcoming events in downtown Frankfort, including the annual Lighting of the Green, FAHS Candlelight House Walk, and Christkindl weekend. They expressed enthusiasm for these festivities and urged residents to shop locally during the holiday season and throughout the year.
The Board welcomed four new businesses to Frankfort, including The Well Yoga Studio, LLC, and commented on the approved plans for the new Cebula residence. Members also commented on the upcoming opening of The Loft Frankfort, formerly Frankfort Bowl, in downtown Frankfort.
Finance Director Jenni Booth was commended for her contributions to the annual tax levy process.
Exciting updates on local projects were shared, with the Prairie Park playground nearing completion and Planet Fitness installing its signage.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
Charles Cebula expressed his gratitude to the Board for their consideration and approving the variations for their new home.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Rossi, to adjourn the regular board meeting of Monday, December 2, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:16 P.M.
