Village of Manhattan Board of Trustees met Nov. 4.

Here are the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Monday, November 4, 2024.

CALL TO ORDER:

Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.

ROLL CALL:

Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye, Adrieansen aye (7 ayes, 0 nays, 0 absent). Also present are Lewis, Wold, Braddy, Gulli, Doyle, Tyk, Pintar, and Attorney Taylor.

PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:

Mayor Adrieansen Presents a $250 VISA Gift Card to the Grund Family for taking first place in the Scarecrows on Parade Contest.

Mayor Adrieansen Presents a $150 VISA Gift Card to Fitness Premier for taking second place in the Scarecrows on Parade Contest.

Mayor Adrieansen Presents STAR Awards to the Manhattan Junior High School Girl’s Softball Team for their successful season and journey to the Class 3A State Tournament.

PUBLIC COMMENT:

John Kieken from the STOP Northpoint organization reads a statement to the Village Board addressing concerns of the development, provides a background of the lawsuit, and thanks the Village Board for the consideration of joining the STOP Northpoint lawsuit.

Resident Erica Aultz thanks the Village Board for considering action to join the STOP Northpoint lawsuit. Aultz asks the Village Board why now and wants to know if this is showboating being so close to an election.

CONSENT AGENDA:

Dilling Motion to Approve the Consent Agenda which consists of the October 15, 2024, Village Board Meeting Minutes; October 15, 2024, Executive Session Meeting Minutes (Not for Release); and Approval of November 4, 2024, Bills List. Dilling Second. Roll Call: Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

NEW BUSINESS:

Mayor Adrieansen informs the Board of Trustees that the first item on the agenda is an Ordinance Increasing the Number of Class “B” Liquor Licenses, Granting a Class “B” Liquor License to Manhattan Liquor Inc, and Amending Title 2 (Business Regulations), Chapter 3 (Liquor Control Regulations), Section 2-3-10 (Number of Licenses Issued and Automatic License Reduction) of the Manhattan Village Code of Ordinances (Manhattan Liquor, Inc). This is the liquor license for the new owners of CD Liquors, Keyur S. Tailor, and Palak G. Patel. They will be changing the business name to Manhattan Liquor Inc.

Doyle Motion to Approve an Ordinance Increasing the Number of Class “B” Liquor Licenses, Granting a Class “B” Liquor License to Manhattan Liquor Inc, and Amending Title 2 (Business Regulations), Chapter 3 (Liquor Control Regulations), Section 2-3-10 (Number of Licenses Issued and Automatic License Reduction) of the Manhattan Village Code of Ordinances (Manhattan Liquor, Inc). Dilling Second. Roll Call: Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye, Neighbors aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Amending Title 9 Police Regulations, Chapter 1 Emergency Management, Section 8 Proclamation Notice of the Manhattan Village Code of Ordinances. This amendment updates our ordinance to allow electronic distribution of emergency proclamations. Also, it specifies the locations where the emergency proclamation should be posted.

Beemsterboer Motion to Approve an Ordinance Amending Title 9 Police Regulations, Chapter 1 Emergency Management, Section 8 Proclamation Notice of the Manhattan Village Code of Ordinances. Doyle Second. Roll Call: Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye, Neighbors aye, Young aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Authorizing the Village of Manhattan to Join Legal Action Against the Northpoint Development, LLC, and Other Named Defendants in Case No. 2020 Ch. 739. This resolution allows the Village of Manhattan to join the STOP Northpoint lawsuit which is pending against Northpoint Development and other named defendants reinforcing Manhattan’s commitment to protecting local interests and preserving the integrity within the boundaries of the Village.

Beemsterboer Motion to Approve a Resolution Authorizing the Village of Manhattan to Join Legal Action Against the Northpoint Development, LLC, and Other Named Defendants in Case No. 2020 Ch. 739. Dilling Second. Roll Call: Beemsterboer aye, Adamski abstain, Doyle aye, Neighbors aye, Young aye, Dilling aye (5 ayes, 0 nays, 0 absent, 1 abstain) Motion Carried.

FROM VILLAGE OFFICIALS

Young would like to thank Village Clerk Lewis for overseeing Early Voting. Young would like to congratulate the MJHS Softball Team on a great season.

Beemsterboer would like to address Erica Aultz’s question from Public Comment. Beemsterboer informs Aultz that is unethical and illegal to answer the question at a board meeting as it could be seen as campaigning. Beemsterboer states that he is more than happy to speak to her off-site to address her question.

Adamski would like to remind everyone about the American Legion’s Veteran’s Day Dinner at the Township building on November 11th from 4:00 P.M. – 8:00 P.M. The dinner is open to all veteran’s and family. Adamski thanks Shelly Lewis for speaking at the New Lenox Safe Communities event.

Doyle would like to congratulate the scarecrow contest winners. Congratulations to the MJHS Softball team.

Village Clerk Lewis Announcement:

➢ Early Voting for the General Election ended on Friday, November 1st. There were a total of 2,562 early voters. Election Day is Tuesday, November 5th. Polling places are open from 6:00 A.M. – 7:00 P.M.

➢ Pictures with Sanat will be held in the meeting room on Sunday, November 24th from 10:00 A.M. – 12:00 P.M.

➢ The Manhattan Resident Holiday Luncheon is scheduled for Wednesday, December 11th at 11:00 A.M. at the Park District, Hansen Community Center. The MJHS Madrigals will perform Christmas Carols and Healthcare Plus Joliet will have BINGO and a short presentation on their services.

REPORTS FROM VILLAGE STAFF

Village Administrator Wold informs the Village Board that on Saturday, November 9th from 11:00 A.M. – 2:00 P.M., Will County will host a workshop, Our Way Forward 2050: Will County’s Long-Range Transportation Plan the to be held at the Manhattan Fire Department.

Village Administrator Wold would like the board members to look at their calendars and see what their availability is for a Saturday in January for the annual Strategic Planning Workshop. Wold will reach out to the board members to discuss dates.

Assistant Finance Director Braddy informs the Village Board that the Tax Lexy Ordinance will be on the next meeting agenda.

Public Works Superintendent Ty updates the Village Board on the Well 7 bids, Park Street bid, and the culverts on Eastern Avenue South.

Village Engineer Pintar updates the Village Board on the Baker Rd. project.

EMA Director Doyle congratulated the MJHS Girl’s Softball team on a great season. Doyle wishes everyone a Happy Thanksgiving!
