CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, July 1, 2024, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Police Chief Leanne Chelepis, and Village Administrator Rob Piscia. Trustees Adam Borrelli, Michael Leddin, and Jessica Petrow were absent. Finance Director Jenni Booth and Treasurer Jeffrey Slovak were in the audience.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass THE ANNUAL APPROPRIATION ORDINANCE (NO. 3458) PROVIDING AN APPROPRIATION FOR CORPORATE PURPOSES FOR THE FISCAL YEAR BEGINNING MAY 1, 2024, AND ENDING APRIL 30, 2025, IN THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS.

a. Major Change to the Hickory Creek Market Place PUD - Ordinance
(Waive 1 st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3459) APPROVING A MAJOR CHANGE TO THE HICKORY CREEK MARKET PLACE PLANNED UNIT DEVELOPMENT (PUD), WILL AND COOK COUNTIES, ILLINOIS (CHICK-FIL-A: 20091 S. LAGRANGE ROAD), for the redevelopment of Outlot 2B for a proposed Chick-fil
A restaurant, in accordance with the reviewed plans, public testimony, and Findings of Fact, and conditioned on final engineering approval, using standard dimensional brick instead of thin brick, bollards to be a neutral color that matches the building, building materials to match those of the adjacent outlot developments, and payment of the tree preservation cash in lieu fee in the amount of $3,850.00.
b. Special Use Permits for Carry-Out Restaurant, Drive-Up Service Windows, Outdoor Seating, and Extended Hours of Operation - Ordinance

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3460) GRANTING FOUR SPECIAL USE PERMITS FOR A CARRY-OUT RESTAURANT, DRIVE-UP SERVICE WINDOWS, OUTDOOR SEATING, AND EXTENDED HOURS OF OPERATION (OPENING AT 6:00 A.M.) TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (CHICK-FIL-A: 20091 S. LAGRANGE ROAD), to permit the operation of a Chick-fil-A restaurant, in accordance with the reviewed plans, public testimony, and Findings of Fact, and conditioned on final engineering approval, and the menu board illumination not exceeding 30-foot candles when measured from 4-feet away.
2. Tropical Smoothie Cafe Special Use Permit for Carry-Out Restaurant: 20245 S. LaGrange Road, Suite IA-Ordinance
(Waive 1 st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3461) GRANTING A SPECIAL USE PERMIT FOR A CARRY-OUT RESTAURANT TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (TROPICAL SMOOTHIE CAFE - 20245 S. LAGRANGE ROAD, UNIT IA), to permit the operation of Tropical Smoothie Cafe, in accordance with the reviewed plans, public testimony, and Findings of Fact, and conditioned upon final approval from the Building Department.
Trustee Savaria moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Rigoni, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Attorney Lamore noted that Mayor Ogle will cast a vote since there are only three trustees present.
Clerk Schubert called the roll. Ayes: Mayor Ogle; Trustees Rigoni, Rossi and Savaria. Nays: None. Absent: Trustees Borrelli, Leddin, and Petrow. The motion carried.
MAYOR'S REPORT
• Mayor Ogle announced the winners of the Village's annual "Get Hooked on Frankfort" fishing derby held on Saturday, June 22.
• Mayor Ogle announced the following schedule of upcoming events: July 4th Fireworks Show (Thursday, July 4, at Main Park); Concerts on the Green featuring "Frankfort Brass Band" (Sunday, July 7, 6:30 PM to 8:00 PM); Movies on the Green, featuring "Encanto" (Tuesday, July 9); Fridays on the Green, featuring "9-Hole Mini Golf Course" with the Teen Advisory Board (Friday, July 12, 10:00 AM to 11:00 AM); Frankfort Bluegrass Festival (Saturday, July 13 and Sunday, July 14); Cruisin' Frankfort (Mondays, 5:00 PM to 8:00 PM); and Frankfort Country Market (Sundays, 9:00 AM to 1 :00 PM).
• Recipients of the summer beautification awards for outstanding landscaping have been finalized. Mayor Ogle congratulated the residential, business, and homeowner group winners on their community beautification efforts.
• Mayor Ogle acknowledged the passing of fonner Frankfort Mayor and retired Will County Circuit Court judge Raymond E. Rossi. Ray served as Mayor of Frankfort from 1993 to 2005. Mayor Ogle voiced his admiration and gratitude for Ray's leadership and dedication to the community. He extended his deepest condolences to the family of Ray Rossi on behalf of the entire Frankfort community. Mayor Ogle expressed his pride in the Village staff for their show of support and tribute, noting Village employees stood along the street at the Village Hall as the funeral procession traveled from St. Anthony's Church to Pleasant Hill Cemetery, which was accompanied by a police escort and Village trucks.
BOARD COMMENTS
Clerk Schubert announced the Village Hall will be closed in observance of Independence Day on Thursday, July 4. She reported the next Committee of the Whole meeting is Wednesday, July 10, at 5:30 P.M., and next Village Board meeting will be Monday, July 15, 2024, at 7:00 P.M. at the Village Hall.
Members extended their condolences to the Ray Rossi family.
Members wished everyone a happy and safe July 4th holiday, and residents were reminded that fireworks are dangerous and to leave fireworks to the professionals.
Chick-fil-A and Tropical Smoothie Cafe were welcomed to Frankfort.
Public Works crews were applauded for their work constructing a new wall for the bridge on Wolf Road over Jackson Creek and appreciation was expressed to the summer workers for their efforts painting street signs in the community.
Residents were reminded to make the #9PM routine a daily habit, making sure vehicles are securely locked and overhead garage doors are closed.
Members commented on the upcoming Frankfort Bluegrass Festival and acknowledged Down Home Guitars as one of the pinnacle players in hosting the event and is celebrating its 16-year anniversary.
Members announced that the Frankfort Police Department will host two Police Testing Prep Classes for individuals interested in law enforcement on Saturday, July 20 and Saturday, July 27, from 10:00 A.M. to 12:00 P.M. at the Frankfort Village Hall.
Happy birthday wishes were extended to Trustee Rigoni.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
No public comments were addressed to the Village Board.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Savaria moved, seconded by Trustee Rossi, to adjourn the regular board meeting of Monday, July 1, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:19 P.M.
