Village of Channahon Committee of the Whole met July 1.

Here are the minutes provided by the commiittee:

VP Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, Perinar, Scaggs and Slocum present.

Also present were Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Assistant Director of Public Works Kevin Fricke, Chief of Police Adam Bogart, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

VILLAGE PRESIDENT

VP Moorman Schumacher stated that she has one surprise add on and she is going to let that happen first. Darcie Gabrisko has been with Strand Associates for 36 years and she announced her retirement on Sunday.

Darcie Gabrisko stated that she just wanted to stop in and say thank to the board and the Village. She has worked with many of the board members for so many years. In 1993, she started working with Strand and Marian Gibson was the Village Administrator at that time. She just wanted to say thank you as the board, staff and the public. All have been so great to her. She considers us all friends and also thanks everyone for so many fun times.

VP Moorman Schumacher stated that on the behalf of the Village of Channahon, Darcie has been an instrumental part of everything that goes on here and we thank her for everything she has done and more. But more importantly, she thanked her for being a friend.

Discussion - Approval for an Appointment to the Arts and Culture Commission VP Moorman Schumacher stated that Hayden Minor, our previous summer intern, has a very strong art background. Hayden put together our Art in the Park event last year. He is a resident of Channahon and you all met him last year when he was interning for us over the summer. Unless anyone has any questions, we will take up the appointment of Hayden Minor to the Arts and Culture Commission at the Board Meeting. Their first meeting, which is an open meeting, is July 10th at 4:00 p.m. at the Channahon Municipal Building. They will be working on the bylaws and plan their upcoming meetings for the next year, which we will approve at our next Board Meeting. Once the school year starts, we do have one youth representative position on the commission that we will look to fill.

Discussion - Resolution Supporting Dresden Clean Energy Center License Renewal VP Moorman Schumacher stated they have asked us for a Resolution to support the Clean Energy Center. Dresden has been a very big employer and economic driver in this area for many, many years.

ADMINISTRATION DEPARTMENT

Petrick stated that there were no formal items for discussion.

COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS

Discussion - Village Welcome Signs

Petrick stated initial discussion of the possible replacement Village welcome signs was held at the May 10, 2024 Board Meeting. Discussion led to the option ofmaldng the base of the sign look like large stone instead of stacked stone. Utilizing the foam panel that is approved for usage in IDOT right-of-way, a mock-up of the example stone was made by Midwest Signworks. The "boulders" are hand crafted and painted to resemble cut stone blocks. There exist options to malce the stone look like multiple boulders ( either symmetrical or not) or a single large piece of stone.

Ray Grossi, from Midwest Signworks, stated that the material is a high-density foam. It has been around for 30-35 years and he uses a lot of it. You can glue it, screw it, you can use a dremel tool and chisels. He took some pictures of the sign at the comer of Rt. 6 and Navajo

Drive to see ifhe could mimic the stone. The coloring is going to be important. We don't want it too gray or too yellow, so i1 would be up to us to pick the coloring. People aren't going to be right on top of it so it 'doesn't need a lot of detail but we do want to rough up the corners and make it look rounded. He did give some options. One of them is looks like three uniform blocks, one is staggered like the one out front and one is one solid block. He thinks the cap on top will • give it some nice carving to it to malce it look like it is heavy and made of stone. Staff has come and looked at some signs that have been up 25+ years in Morris, utilizing that same material. As far as upkeep and holding up to the weather, it is wonderful stuff.

Petrick stated that to achieve the large boulder look that we want and still meet the crash requirements that IDOT has for their right-of-ways. We can't use actual hard masonry or stone products. Ifwe want it to look like stone, it is going to have to be something that mimics it or go in a completely different direction. The other thing that has changed is the lower profile caps.

Trustee Slocum stated thanked Mr. Grossi for doing the mock ups. We wanted to make them look similar to the Welcome Sign that we already have. He does like the lower caps and he likes the one with the three uniform blocks.

FINANCE DEPARTMENT

Wagonblott stated that she had no formal items for discussion.

POLICE DEPARTMENT

Bogart stated he had no fotmal items for discussion.

PUBLIC WORKS DEPARTMENT

Discussion - 2024 MFT Road Maintenance Project Change Order 1

Fricke stated D Construction was previously awarded the 2024 MFT Road Maintenance Project for $958,057.08 which is below the estimate of probable cost of$1,244,825.52. He stated that D Construction has agreed to add quantities for the addition of Francis Way and Francis Ct to be included in the 2024 program. The addition of these two streets is estimated at $138,492.64 keeping the MFT program within budget and remaining below the estimate of probable cost.

COMMUNICATIONS

Trustee Slocum asked about the IDOT $43 billion dollar 2025-2030 plan. He hasn't had a chance to take a close look at it but is questioning if anything for Channahon is included in the plan.

VP Moorman Schumacher stated there's not. Route 6 west of here is definitely not in it.

Petrick stated that the nearest would be the bridge over Aux Sable Creek. Also, resurfacing on Route 6 west of here is in there, as well as significant work in Morris, along Route 6 and Route 47. There is nothing in Channahon in the next five-year plan.

VP Moorman Schumacher stated that the Aux Sable Creek bridge was in there but now they are going to hold off on that, because itis only two lanes. It is going to become a critical choke point if things progress out west as we anticipate they will.

Peh'ick stated that IDOT did a preemptive thought of putting the replacement on pause and redesigning to do a wider bridge, which will be necessary.

PUBLIC COMMENT

EXECUTIVE SESSION

Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon.

VP Moorman Schumacher stated that we do have Executive Session, but there is no action coming out of it, so we will do that at the end of the Board Meeting.

The Committee of the Whole was adjourned at 6:15 p.m.
