City of Joliet Finance Committee met May 21.

Kevin Sing - Director of Finance, Armando De Avila - Risk Management, Michael Nolan and Steve Jamnik - of Busey Bank, and Zach Johnston and Luis Ayala of Tri-County Auto Theft.

APPROVAL OF MINUTES:

A motion was made by Councilman Larry E. Hug, seconded by Councilman Pat Mudron, to approve the Minutes for April 16, 2024.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Reardon

CITIZENS TO BE HEARD ON AGENDA ITEMS:

AGENDA ITEMS:

Ordinance Adopting an Elected and Appointed Officials and Employees Travel Expense Policy

Kevin Sing, Director of Finance - presented TMP-7290 regarding the Ordinance Adopting an Elected and Appointed Officials and Employee Travel Expense Policy. A brief discussion was held.

Ordinance of the City of Joliet, Illinois, Providing for the Redemption of a Portion of the City’s General Obligation Bonds, Series 2020B and the Abatement of a Portion of the Taxes Levied for the Payment thereof

Mr. Sing - presented TMP-7341, regarding the Ordinance of the City of Joliet, providing for the Redemption of a portion for the City's General Obligation Bonds Series 2020B, and the Abatement of a portion of the Taxes Levied for the payment thereof. A brief discussion was held.

Resolution Declaring Property of the City of Joliet as Surplus

Mr. Sing - presented TMP-7347, Resolution Declaring Property of the City of Joliet as Surplus. A brief discussion was held.

Mr. Sing, presented TMP-7342 regarding Electronic Lockbox for payments for bill pay, with hopes to eliminate credit card and current lockbox payments. A brief discussion was held.

Mr. Sing, presented TMP-7349, regarding Position Vacancies throughout the City of Joliet, with comments from Armando De Avila, Risk Management. A brief discussion was held.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to approve TMP-7290, TMP-7341, TMP-7347, TMP-7342 and TMP-7349.

The motion was carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Reardon

REPORTS:

2024-04 Exceptions

Mr. Sing gave a brief overview on TMP-7226 for the Monthly Financial Report, April 2024 Invoice Exceptions and the Quarterly Report for the Railto Square Theatre. A brief discussion was held.

Mr. Sing gave a brief overview on TMP-7227 for the April 2024 Travel Expense Report. A brief discussion was held.

Armando De Avila, Risk Management - gave an overview on TMP-7228 regarding the May 2024 Personnel Summary Report regarding positions currently open within the City of Joliet and the Local 440 Union. A Brief discussion was held.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to approve TMP-7226, TMP-7227, TMP-7228.

The motion was carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Reardon
