Village of Frankfort Board of Trustees met May 20.

Here are the minutes provided by the board:

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, May 20, 2024, at 7:02 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Administrator Rob Piscia called the roll. In attendance were Mayor Keith Ogle, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis. Village Clerk Katie Schubert was absent.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

SWEARING-IN CEREMONY

Mayor Ogle administered the oath of office to Kevin Lanz as Deputy Chief, and to Police Officers Kevin Jaycox and Thomas Smith, who recently completed their initial field training. Additionally, Mayor Ogle announced Joe Sroka was promoted to Sergeant and took the oath earlier today with his family.

Deputy Chief Lanz and Officers Jaycox and Smith expressed their gratitude to Mayor Ogle and the trustees as well as their families, friends, and colleagues for their support.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

Trustee Rigoni stated that she will be abstaining from line-item D.2 Professional Engineering Services Agreement.

C. Plan Commission Report Summary

I. Crepology Special Use Permit for Carry-Out Restaurant: 19977 S. LaGrange Road - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3454) GRANTING A SPECIAL USE PERMIT FOR A CARRY-OUT RESTAURANT TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (CREPOLOGY - 19977 S. LAGRANGE ROAD), to permit the operation of Crepology, a crepe and waffle cafe, in accordance with the reviewed plans, public testimony, and Findings of Fact.

D. 2024 ROADWAY MAINTENANCE PROGRAM

1. Contract Award - Resolution

Adopt A RESOLUTION (NO. 24-13) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND AUSTIN TYLER CONSTRUCTION, INC. FOR THE 2024 ROADWAY MAINTENANCE PROGRAM, in the amount of $8,217,822.87, with the understanding that the actual construction cost will be increased by approximately $1,000,000 by working with staff to include additional street segments.

2. Professional Engineering Services Agreement - Resolution

Adopt A RESOLUTION (NO. 24-14) AUTHORIZING THE EXECUTION OF A PROFESSIONAL ENGINEERING SERVICES AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND ROBINSON ENGINEERING, LTD. for the 2024 Roadway Maintenance Program.

Trustee Petrow moved, seconded by Trustee Borrelli, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Borrelli, Leddin, and Rossi presented a brief overview of the consent agenda docket items under consideration for approval.

Administrator Piscia called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Abstain: Trustee Rigoni (Item D.2 only). The motion carried.

MAYOR'S REPORT

• Mayor Ogle announced National Public Works Week is May 19-25, 2024. He expressed his gratitude to the Village's Public Works and Utilities Departments for their dedication and efforts in maintaining and improving the community's infrastructure and delivering exceptional services.

• Mayor Ogle reported the section of Kansas Street between Ash Street and Oak Street will once again be temporarily closed to vehicular traffic starting Thursday, May 23. The reintroduction of the Kansas Street closure will provide local establishments with the opportunity to expand their outdoor dining options, creating a space for patrons to enjoy their meals al fresco in beautiful downtown Frankfort.

• Mayor Ogle invited the public to attend the Memorial Day Ceremony scheduled for Monday, May 27, at 10:00 A.M. at Breidert Green to remember and honor our fallen military heroes.

• Mayor Ogle reported the Village's Kickoff to Summer Celebration event is scheduled for Sunday, June 2. This all-day celebration with kick off with the opening of the summer Country Market and the annual Community Showcase. The event will feature family-friendly games, Flippenout Extreme Trampoline shows, entertainment by DJ Don Gray, Bubble Artist Jason, Magical Balloon Dude Dale, live music by Wild Daisy, and much more.

• Mayor Ogle announced the 2024 Cruisin' Frankfort season kicks off on June 3 and continues every Monday through September 23, from 5:00 P.M. to 8:00 P.M. in downtown Frankfort.

• Mayor Ogle congratulated Attorney Hannah Lamore who was named the 2023-2024 Illinois State Bar Association Young Lawyer of the Year (outside of Cook County). Hannah was selected based on her achievements in the practice of law, her contributions to the advancement of the Bar of Illinois, and her service to the community.

• Mayor Ogle thanked the Frankfort Police Department and the community for taking part in the Cop on a Rooftop fundraising event held on Friday, May 17, benefiting athletes of Illinois Special Olympics.

• Mayor Ogle commented on the Crisis Center for South Suburbia charity golf outing held earlier today, Monday, May 20, which benefits victims of domestic violence in the south suburbs.

• Mayor Ogle congratulated Hickory Creek Middle School student Kolby Ross, who broke the IESA 8th grade state track & field record in the 200-meter dash with a time of 25.20 seconds.

• Mayor Ogle wished Harry a happy 88th birthday.

BOARD COMMENTS

The Village Board welcomed Officers Jaycox and Smith to the Village, and congratulated Kevin Lanz on his appointment as Deputy Chief and Joe Sroka on his promotion to Sergeant.

The Frankfort Police Department was commended for participating in the Cop on a Rooftop fundraising event on Friday, May 17, benefiting the Illinois Special Olympics.

Members congratulated Attorney Lamore for being named Young Lawyer of the Year.

The Board extended their congratulations to the Hickory Creek Middle School 8th grade girls' track & field team for winning first place at the IESA State Meet, and to the 8th grade boys' track & field team for securing fourth place.

The community was encouraged to attend the Memorial Day ceremony on Monday, May 27, at 10:00 A.M., at Breidert Green.

Members expressed their excitement about the closure of Kansas Street for outdoor dining starting Friday, May 24, and the Kickoff to Summer event on Sunday, June 2.

New business Crepology was welcomed to Frankfort.

Residents were invited to view the map of streets scheduled for resurfacing this summer on the Village website. The 2024 Roadway Maintenance Program is the most extensive road maintenance initiative in the Village's history, with a $10 million budget set to improve over 14 miles of village roads.

Congratulations were extended to Trustee Rossi's granddaughter Kylie and the graduates of Lincoln-Way East Class of 2024.

D OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT

Hearing no further business, Trustee Savaria moved, seconded by Trustee Borrelli, to adjourn the regular board meeting of Monday, May 20, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:33 P.M.
