Village of Channahon Committee of the Whole met March 4.

Here are the minutes provided by the committee:

Student Council President Crombie called the meeting to order at 6:01 p.m. with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney David Silverman and Village Clerk Kristin Hall.

Student Council Members present: Morales, DeBartolo, Elise Petrick, Contreras, Evan Petrick, Johnson, Crombie and Sirek.

-VP-Moorman-Schumacher-informed everyone-present-that-anyone-who-speaks-at-the- meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

VILLAGE PRESIDENT

Discussion - A Resolution to Recognize and Support Job Shadowing Day at the Village of Channahon

VP Moorman Schumacher stated that today we had the Channahon Junior High Students here and we realized that this was our ninth annual job shadow day. One of the students pointed out that the first group had now graduated from college. We've come a long way in the last nine year and we had a wonderful group of students here today with four eighth graders and six seventh graders. She further explained how the day was structured. Student Council President Crombie and Secretary Sirek came up with the Resolution which will be read into the official record at the Board meeting. The Resolution will be voted on by both the Village Board and the Student Council Members and they will become a part of Channahon's history for evermore. She asked each student to tell the board about what they learned today.

Vice President McKenna Sirek stated that she was with Durkin and she learned that everyone has to work together and that something someone does, effects another person.

Student Council Member Alex Contreras stated that she was with Dolezal and she learned about sewers and how roads were made. She also learned that we will be getting our water from Lake Michigan because our current water source is depleting.

Student Council Member Ethan DeBartolo stated that he was with Petrick and he learned where the sewers on in the street. He also learned what is coming to Channahon.

Student Council Member Elise Petrick stated that she was with Thompson and she learned about how to get the information of everything happening here out to the public by designing a web page. She got to go around and take pictures today.

Student Council Member Angela Morales stated that she was with Denton in Human Resources and she learned about giving people jobs and keeping everything organized.

Student Council President Ella Crombie stated that she was with VP Moorman Schumacher and she learned what it actually means to be Mayor. She learned that it is not just the Mayor that makes the decisions.

Student Council Member Zoe Johnson stated that she was with Chief Bogart. Everyone knows what police officers do but she learned that they aren't as intimidating as they look. They are actually really nice and funny. She loved seeing all the stuff they had to show her. She got to meet the only female Channahon Police Officer, Officer Price.

Student Council Member Evan Petrick stated that he was with Fricke and he got to learn how roads were made and how the sewage plants work.

Discussion - Assistant Village Administrator Position

VP Moorman Schumacher stated that Durkin and Petrick have been working closely on this. She stated that they are going-to-meet-with-Trustee-Slocum.

Durkin stated that is pretty much the update at this point. He has met with Petrick a couple times regarding the Assistant Village Administrator position and we discussed what is the best way to re-establish this position and amending the job descriptions of the Village Administrator, Assistant Village Administrator and the Director of Community Development. We are in the process of that and we should have an draft forthcoming here shortly. We will be discussing and working with Trustee Slocum to finalize that and bring it back forward to the Board at a later date.

Discussion - Lake Michigan Water Update

VP Moorman Schumacher stated that the next water meeting is on Thursday at 4 p.m. in Shorewood.

Dolezal stated that on Thursday everyone involved and went through the financials. He stated that it was explained again for everyone.

Durkin stated that the final drafts of the IGA, Water Supply Agreement and the Professional management agreement are still forthcoming. We will be finalizing those and bring them forward for the Board, hopefully in April but no later than June.

ADMINISTRATION DEPARTMENT

Discussion - An Ordinance Amending the Channahon Code of Ordinances to Create a Channahon Arts and Culture Commission - 2nd Read

Durkin stated this was on the agenda at the last meeting for first read. It was asked to be continued to this meeting for second read. He gave a brief summary of the Ordinance for the members of the audience.

COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS

Petrick stated he had no formal items for discussion.

FINANCE DEPARTMENT

Discussion - Moody's Annual Issuers Comment Report

Student Council Member Morales read the attached of the Moody's Investors Service's Published Annual Issuers Comment. This report was published on Moodys.com on Wednesday, February 21, 2024. She also stated Moody's Annual Issuer Comment Report (AICR) is a research publication that provides a single reference source for the most recent credit information on Moody's-rated local government issuers who access the markets infrequently. Since new bonds have not been issued since 2016, this report applies to the Village of Channahon. This report is informational only and represents the financial stability and fiscal health of the Village.

POLICE DEPARTMENT

Discussion - Donation of a Polaris UTV from Aux Sable Liquid Products Student Council Member Johnson stated in 2012, Aux Sable Liquid Products provided the Channahon Police Department with a Polaris UTV. Given Channahon's unique landscape and large park district, having the ability to quickly access more remote areas of our jurisdiction has been a great benefit and service to the community. Since its addition to the fleet, officers have logged over 5,000 miles of patrols, countless hours in support of community event such as the Three Rivers-Fest, Fourth of July-celebrations-and-the-Pink-Heals Mother's Day Walk. In the-14— - .-. years of service, the UTV has increasingly required additional maintenance and care. Additionally, some of the safety features on the 2012 are out of date. Pembina (previously Aux Sable Liquid Products) has once again stepped forward to provide the community with an extremely useful tool, giving our officers the advantage over the local terrain and providing the police department quick access to area not accessible by squad cars. Staff requests the Board approval to purchase a new 2024 Polaris Ranger 1000 Premium UTV at a cost not to exceed $26,700, the total of which will be reimbursed by Pembina. This purchase is currently a budgeted expense in FY24 and would be within budget (and the subsequent revenue from the reimbursement of the purchase will also be credited to the same fund).

Trustee Slocum asked if we would be keeping the old UTV.

Bogart stated we will be and it will be utilized by EMA.

Discussion - Announcement of Occupant Protection Detail, IDOT Grant Student Council Member Johnson stated the Channahon Police Department will be joining the Illinois State Police and other local law enforcement agencies to ensure travelers are buckled up and driving sober with a "Click It or Ticket" and "Drive Sober or Get Pulled Over" enforcement campaign. This traffic enforcement detail runs March 08, 2024 through March 18, 2024. She also stated the goal of this detail is to conduct a high-visibility effort to reduce motor vehicle crashes, injuries and fatalities. Proper seat-belt use is the most effective way to protect vehicle occupants. This Occupant Protection enforcement is made possible by federal traffic safety funds administered by the Illinois Department of Transportation.

PUBLIC WORKS DEPARTMENT

Discussion - SEECO Proposal and Contract for Geotechnical Services on Channahon's Lake Michigan Secondary Delivery Site

Student Council Member DeBartolo stated the Village selected a site at the northeast corner of US 6 and McDonald Drive (Lots 1, 50, and 51 in Park Place Unit 3) for its secondary Lake Michigan Water Delivery Site. The Village currently has the property under contract and has asked SEECO to provide a proposal and contract to perform geotechnical engineering and subsurface exploration prior to closing on the property. This work will determine if the site is suitable for the receiving station and water storage facility. It will also provide data for the foundation design of the proposed structures.

Student Council Member Contreras stated that she would request a motion to approve the SEECO Proposal and Contract dated February 9, 2024 in an amount not to exceed $25,000.

COMMUNICATIONS

Circular Letter regarding Solar Eclipse on April 8, 2024

Durkin stated the included communication includes some interesting information provided by IDOT regarding the upcoming Solar Eclipse.
