City of Joliet Finance Committee met Feb. 20.

Here are the minutes provided by the committee:

ROLL CALL:

Present Councilman Pat Mudron, Councilman Larry E. Hug and Councilwoman Jan Hallums Quillman

ALSO PRESENT: Kevin Sing - Director of Finance, Armando De Avila - Risk Management and Jim Lanham - Illinois State Representative District 86

APPROVAL OF MINUTES:

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Larry E. Hug to approve the Minutes for January 16, 2024.

The motion carried by the following vote:

Aye: Councilman Hug and Councilwoman Hallums Quillman Abstain: Councilman Mudron

CITIZENS TO BE HEARD ON AGENDA ITEMS:

None.

AGENDA ITEMS:

Ordinance Amending Section 31-75 and Section 31-76 of Chapter 31 of the City of Joliet Code of Ordinances (Utility Billing Payment Plans and Leak Credits)

Kevin Sing - Director of Finance, presented TMP-7040 on the Ordinance Amending Section 31-75 and Section 31-76 of Chapter 31 of the City of Joliet Code of Ordinances. A brief discussion was held.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to recommend for approval to full council TMP-7040: Ordinance Amending Section 31-75 and Section 31-76 of Chapter 31 of the City of Joliet Code of Ordinances (Utility Billing Payment Plans and Leak Credits).

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

REPORTS:

Mr. Sing, presented TMP-7013 for the January 2024 Monthly Financial Report, Invoice Exceptions and the Quarterly Report for the Joliet Public Library. No further discussion was held.

Armando De Avila - Risk Management, presented TMP-7015, February Personnel Summary Report regarding employment positions currently opened within the City of Joliet and the Local 440 Union. A brief discussion was held.

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION:

None.

PUBLIC COMMENTS:

Jim Lanham - Illinois State Representative, District 86, gave comment on the Personnel Summary Report topic, regarding 911 location settings for cellular devices, to connect with local 911 operators when needed. No further discussion was held.

ADJOURNMENT:

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to adjourn.
