APPROVAL OF MINUTES

Public Service Minutes 12/18/2023

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Larry E. Hug, to approve the December 18, 2023 Public Service Minutes. The motion carried by the following vote:

Aye: Councilman Hug and Councilman Guerrero

Absent: Councilman Mudron

Public Service Minutes 01/02/2024

Move the approval of the 01/02/2024 minutes to the 02/05/2024 meeting, due to no quorum to vote on the minutes.

Award of Contract for the 2024 Sewer Cleaning and Inspection Program to National Power Rodding Corp. in the amount of $770,057.25

Anthony Anczer, Deputy Director Engineering, discussed the Award of Contract for the 2024 Sewer Cleaning and Inspection Program, in the amount of $770,057.25, to National Power Rodding Corp.

Award of Contract for the 2024 - 2025 Tree Trimming and Removal Contract to Arbor Tek Landscape Services Inc. in the amount of $154,433.48

Greg Ruddy, Public Works Director, discussed the 2024-2025 Tree Trimming and Removal Contract, in the amount of $154,433.48, to Arbor Tek Landscape Services Inc.

Payment in Full for the City of Joliet’s Share of the Timberline Drive Resurfacing to Troy Township Road District in the amount of $45,179.12

Greg Ruddy discussed the resurfacing project for the City of Joliet's share on Timberline Drive, in the amount of $45,179.12, to Troy Township Road District. A motion was made by Councilman Cesar Guerrero, seconded by Councilman Larry E. Hug, to recommend TMP-6915, 6916, and 6917 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug and Councilman Guerrero

Absent: Councilman Mudron

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS

Change Order No. 1 for the 2023 Sidewalk / Curb Replacement Project - Contract D to Austin Tyler Construction Inc. Reducing the amount of ($450.00)

Sean Mikos, Deputy Director Engineering, discussed Change Order No. 1 for the Sidewalk / Curb Replacement Project - Contract D, in the amount of ($450.00), to Austin Tyler Construction Inc.

Change Order No. 2 for the 2023 Sidewalk / Curb Replacement Project - Contract C to J & J Newell Concrete Contractors Reducing the amount of ($4,053.50) and Payment Estimate No. 4 and Final in the amount of $5,729.25

Sean Mikos discussed Change Order No. 2 for the 2023 Sidewalk / Curb Replacement Project - Contract C, in the amount of ($4,053.50), to J & J Newell Concrete Contractors.

Amendment No. 1 for the IDOT - I80 Reconstruction Coordination: Joliet Water and Sewer Relocation Feasibility Study Professional Services Agreement to V3 Companies in the amount of $189,000.00

Anthony Anczer discussed Amendment No. 1 for the IDOT - I80 Reconstruction Coordination, in the amount of $189,000.00, to V3 Companies.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Larry E. Hug, to recommend TMP-6918, 6919, and 6932 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug and Councilman Guerrero

ORDINANCES AND RESOLUTIONS

Resolution Approving a Letter of Understanding (JN-124-006) with the Illinois Department of Transportation (IDOT) for the Routine Maintenance of the Residential Side of Traffic Noise Abatement Walls at the Richards Street & I-80 Interchange along with the Maintenance, Control, and Administration of the New Sidewalk along Richard Street from Oscar Avenue to 5th Avenue

Sean Mikos discussed the Letter of Understanding with IDOT for the Noise Abatement Walls at Richards Street and I-80 and the sidewalk along Richards Street from Oscar Avenue to 5th Avenue.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Larry E. Hug, to recommend TMP-6920 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug and Councilman Guerrero

Absent: Councilman Mudron

Rethink Water Conservation Incentive Q4 2023 Update

The 4th Quarter for 2023 was the kickoff of the Rethink Conservation Incentive Program. Anthony & Jill Parker are the Quarter 4 2023 Winner!

The 1st Quarter incentive is to install a WaterSense water - efficient fixture. Rain Barrel Subsidy Update

Alllison Swisher discussed the increase in subsidy from $30 to $35 to maintain the 50/50 split with residents.

PUBLIC COMMENT

Councilman Guerrero asked about water pipes due to weather.
