City of Lockport Heritage and Architecture Commission met Dec. 19.

STAFF PRESENT: KIMBERLY PHILLIPS, CITY PLANNER LANCE THIES, DIR OF COMMUNITY AND ECON DEV.
1) CALL TO ORDER: The Meeting was called to order by Chairman T. Pinn at 6:00 P.M.
2) PREVIOUS MINUTES: October 17, 2023 minutes were approved 6-0.
3) CONTINUED CASES: NONE
4) NEW CASES:
CASE NO. 2023-H005 CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION OF TWO STRUCTURES. The Commission members heard a request to allow the demolition of two small buildings located at 701 S. State Street. The purpose of the demolition is due to the buildings being in disrepair. One of the buildings is a CMU block garage and the other is a 1950s style fast food style building. The buildings have both been vacant for six years. The Commission members recognized that the garage was in serious disrepair and required demolition. However, some members were hesitant to demolish the 1950s style fast food style building as it still has the original and unique architecture from 1950. One member stated that the building has historic value. “There is only one other building like this one still in existence and this one is in pristine historic condition.” The Commission member asked if someone could be interested in having it relocated. Lance Thies, Director of CED responded that “the owner has asked if the City would be interested in assisting with the demolition. Relocating the building would be more costly than the cost of the demolition that ultimately the City would be paying for and there is not currently an interested party.” A member of the Commission made the following motion: A MOTION TO DENY THE REQUEST TO DEMOLISH THE 1950’S STYLE BUILDING BY D. STILWELL, AND A SECOND WAS

MADE BY R. LIF. THE MOTION DID NOT PASS WITH A VOTE OF 2:4; A NEW MOTION WAS MADE TO APPROVE THE DEMOLITION(S) AS PRESENTED BY STAFF, BY B. MORRIS; AND A SECOND BY N. ARRIAGA; THE MOTION PASSED 4:2.
5) CHAIRMAN’S REPORT: NONE
6) STAFF REPORT:
Staff presented inquiry to the Commission seeking direction for the review of residential properties that are located within the secondary historic district boundary (7th Street and Hamilton Street). The Commission determined that these residential buildings (with the exception of the historic homes that are located on 8th Street) did not have historic architectural value and should not be under the purview of the Commission. It was suggested to redraw the existing boundary to exclude these properties.
