Village of Frankfort Board of Trustees met Dec. 18.

Here are the minutes provided by the board:

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, December 18, 2023, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (December 4, 2023)

B. Approval of Bills - $2,894,505.66

C. Committee of the Whole Report

1. Tax Levy Ordinance

(Waive 1st and 2nd Readings)

Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3426) PROVIDING FOR THE ANNUAL LEVY OF TAXES IN THE AMOUNT OF $3,709,698 FOR THE FISCAL YEAR BEGINNING MAY 1, 2023 AND ENDING APRIL 30, 2024, in the Village of Frankfort, Will and Cook Counties, Illinois.

2. Directions to Will County Clerk in Possible Tax Cap Levy Reduction - Resolution 

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-41) REGARDING DIRECTIONS TO WILL COUNTY CLERK IN POSSIBLE TAX CAP LEVY REDUCTION FOR THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, directing the Will County Clerk on possible tax levy reductions for the 2023 Tax Levy.

3. Video Switcher and Control Panel Purchase Approval - Resolution

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-42) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH KEY CODE MEDIA, INC. FOR THE PURCHASE, TRAINING, AND INSTALLATION OF A NEWTEK TRI CASTER TC410 PLUS VIDEO SWITCHER, NEWTEK SMALL CONTROL PANEL, AND A BIDIRECTIONAL CONVERTER, for the production and streaming of Village Board meetings, in the amount of $19,385.00.

Trustee Savaria moved, seconded by Trustee Rossi, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Petrow, Rigoni, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle encouraged Frankfort utility customers to sign up for AutoPay and paperless billing by visiting the Village website. He reported over 4,000 utility customers have signed up for paperless billing.

• Mayor Ogle announced the 2024 Calendar of Events is available on the Village website.

• Mayor Ogle reported in observance of the Martin Luther King Day holiday on Monday, January 15, Village of Frankfort offices will be closed. The next regularly scheduled board meeting will be held on Tuesday, January 16, at 7:00 P.M.

• Mayor Ogle invited residents to attend the 3rd Annual Fire and Ice Winter Social on Saturday, February 3, 2024, from Noon to 3:00 P.M. on Breidert Green. He encouraged Lincoln-Way area restaurants to participate in the chili cook-off for the event.

• Mayor Ogle extended his heartfelt condolences to the Nice family on the loss of Larry Nice, Sr. Larry dedicated over 47 years to the Frankfort Fire Protection District, serving the community in many positions including firefighter, fire chief, and trustee.

• Mayor Ogle wished everyone a merry Christmas, happy holidays, and a happy and safe new year.

BOARD COMMENTS

Clerk Schubert reported the next Committee of the Whole meeting is scheduled for Wednesday, January 10, at 5:30 P.M.

The Village Board wished each other, staff, and residents a merry Christmas, happy holidays, and happy new year. Condolences were extended to the family of Larry Nice, Sr.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT

Hearing no further business, Trustee Borrelli moved, seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, December 18, 2023. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:14 P.M.
