Village of Romeoville Village Board met Sept. 6.

Here are the minutes provided by the board:

1. CALL TO ORDER-Roll Call

Present 7 - Trustee Jose Chavez, Trustee Dave Richards, Trustee Brian A. Clancy Sr., Mayor John Noak, Trustee Ken Griffin, Trustee Linda Palmiter, and Trustee Lourdes Aguirre

23-3192 Swearing in Officer Lorielle Little and Officer Porfirio Jimenez Sponsors: Brant Hromadka

Chief Hromadka briefly introduced Officer Lorielle Little and Clerk Holloway swore her in as our newest police officer. Officer Little thanked the Village of Romeoville for having faith in her and thanked her family.

Chief Hromadka briefly introduced our eighth lateral transfer, Officer Porfirio Jimenez, and Clerk Holloway swore him in as our newest police officer. Officer Jimenez thanked the board for the opportunity.

Mayor Noak congratulated both the officers and welcomed them to the Village of Romeoville.

23-3201 A Presentation on the Grand Prairie Water Commission

Village Manager, Dawn Caldwell, thanked all the individuals who have worked so hard on the Lake Michigan water project. Chris Ulm from Strand Associates gave a brief presentation on the Grand Prairie Water

Commission, cost updates, and the direction we are heading from here.

Mrs. Caldwell explained that the Village of Romeoville is 11.3% of the total project alongside 5 other communities. Chris Drey, Director of Public Works, gave an additional presentation on the future outlook and an overview on the 5 year tentative plan.

Mayor Noak thanked them for the presentation and explained that a lot goes into ensuring we have a safe and adequate drinking water supply. We are unique because we are close enough to an abundant fresh water supply but will also be able to have a back up in our wells should we need them.

RES23-3642 A Resolution Approving a Professional Service Task Order for Robinson Engineering for the 2023 Basin 3 Manhole Inspections and Smoke Testing

Mr. Drey explained that this is a more comprehensive inspection as related to sanitary sewer evaluation services including smoke testing, manhole inspections and program management. This will be done in business parks only at this time including Marquette, Lower Industrial, and Crossroads.

RES23-3655 A Resolution to Waive the Bidding Requirements and Accept the Proposal from Indicom Electric Co. for the installation of Power Pedestals for Landscape Lighting

Mr. Drey explained that they are looking for approval to accept the proposal from Indicom Electric for the installation of eleven additional power pedestals for landscape lighting.

The Mayor commented that we have added multiple different infrastructures to the site and it allows for more flexibility of our space and will enhance our events such as the Holiday Lights Festival.

RES23-3664 A Resolution to Waive the Bidding Process and Accept the Proposal from Stewart Spreading for cleaning of the Village's Aerobic Digester at the North Treatment Plant in Fiscal Year 24/25

Mr. Drey explained that we currently work with Stewart Spreading for the hauling and land applying of our wastewater treatment biosolids on nearby farms. They are the only local biosolid residual company that can prepare a field in October of 2023 for disposal of the digesters biosolids guaranteeing the Village a summer of 2024 cleanout.

RES23-3663 A Resolution Amending the Agreement Providing for Redevelopment and Financing of Certain Improvements Dated the 19th Day of October, 2022 (The “Redevelopment Agreement”) Between the Village of Romeoville and 765 Independence, LLC

Village Attorney, Rich Vogel, explained that this amends the redevelopment agreement between the Village and 765 Independence LLC increasing the amount of TIF incentive they are eligible to receive.

The Mayor commented that this is an ongoing project.

ORD23-1861 An Ordinance Amending Chapter 72 of the Village Code of Ordinances—Traffic Rules (Engine Braking Regulation)

Sponsors: Rich Vogel

Mr. Vogel explained that this ordinance enables the Village to prohibit the use of engine braking in designated areas of the Village, including in residential areas, near schools, and hospitals.

4. ADJOURNMENT

A motion was made by Trustee Griffin, seconded by Trustee Clancy, that this Meeting be Adjourned at 6:46 PM. The motion carried by a unanimous vote.
