Village of Channahon Board of Trustees met Sept. 5.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 7:02 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Slocum, Perinar, Host, McMillin and Scaggs present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney Jim Murphy and Deputy Village Clerk Leti Anselme. Village Clerk Kristin Hall and Village Attorney David Silverman were not present.

A. Consider Approval - Minutes - Committee - August 21, 2023

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Host.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

VP Moorman Schumacher stated that Toki Sushi & Hibachi will be opening on Wednesday, September 6, 2023. Channahon Lanes celebrated their 25th anniversary on Saturday, September 2, 2023 and she participated in a ceremonial bowl, along with four of their patrons who have been league bowling for more than 20 years. They also got to autograph the ceremonial bowling pin. It was a lot of fun.

She also mentioned the Route 66 sign, that is not hard to miss in our lobby. It is only temporary, but residents have had fun taking pictures with it.

She also reminded everyone of Pioneer Path's 100th birthday celebration on Thursday, September 14 from 5 to 7 p.m.

B. VILLAGE ADMINISTRATOR

Consider Approval – A Resolution Creating an Interested Parties Registry Concerning the NIGAS Redevelopment Project Area in the Village of Channahon (“NIGAS TIF”) Trustee Host made a motion to approve the A Resolution Creating an Interested Parties Registry Concerning the NIGAS Redevelopment Project Area in the Village of Channahon ("NIGAS TIF"). Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Slocum, Perinar, Host, McMillin and Scaggs.

NAYS: NONE

Consider Approval – An Ordinance Authorizing Execution of the Illinois Public Works Mutual Aid Network Agreement – 1st Read

Trustee Host made a motion to approve An Ordinance Authorizing Execution of the Illinois Public Works Mutual Aid Network Agreement and waive second read. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Slocum, Perinar, Host, McMillin and Scaggs.

NAYS: NONE

Consider Approval - A Resolution Designating Meeting Dates and Times in 2024 for the Corporate Authorities and Commission of the Village of Channahon, Will and Grundy Counties, Illinois

Consider Approval – Holiday Schedule 2024

Trustee Perinar made a motion to approve A Resolution Designating Meeting Dates and Times in 2024 for the Corporate Authorities and Commission of the Village of Channahon, Will and Grundy Counties, Illinois and approval of the Holiday Schedule. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, Slocum, Perinar, Host, McMillin and Scaggs.

NAYS: NONE

Consider Approval - Hiring Public Works Office Assistant

VP Moorman Schumacher stated that the position will be offered to Alexis Gasienica, contingent on fingerprint/background results and completion of physical with drug and alcohol screening.

Trustee Slocum made a motion to approve the Hiring Public Works Office Assistant contingent on fingerprint/background results and completion of physical with drug and alcohol screening. Seconded by Trustee Greco.

NAYS: NONE

C. COMMUNITY DEVELOPMENT & INFORMATION

Petrick stated that there is a Planning and Zoning Commission Regular Meeting, Monday, September 11, 2023 at the Channahon Municipal Building at 6:00 p.m.

D. FINANCE DEPARTMENT

Consider Approval – Channahon Police Pension Fund Annual Tax Levy Demand Letter Consider Approval – Annual Municipal Compliance Report from the Police Pension Fund Trustee Slocum made a motion to approve Channahon Police Pension Fund Annual Tax Levy Demand Letter and Annual Municipal Compliance Report from the Police Pension Fund. Seconded by Trustee McMillin.

ROLL CALL AYES: Greco, Slocum, Perinar, Host, McMillin and Scaggs.

NAYS: NONE

E. POLICE DEPARTMENT

Police Chief Casey informed the Board that the Wednesday, September 6, the Citizen's Police Academy class will commence with Patrol Officer Adam Nelli teaching the class.

F. PUBLIC WORKS DEPARTMENT

Consider Approval – Release of Brieser Construction Improvement Completion Bond Trustee Scaggs made a motion to approve the Release of Brieser Construction Improvement Completion Bond. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Slocum, Perinar, Host and Scaggs.

NAYS: NONE

ABSTAIN: McMillin

Consider Approval – Beehive Industries Service Agreement

Trustee Host made a motion to approve the Beehive Industries Service Agreement in a contract amount of $25,900.00 with annual subscriptions of $15,960.00. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Slocum, Perinar, Host, McMillin and Scaggs.

NAYS: NONE

G. VILLAGE ATTORNEY

Village Attorney Jim Murphy stated that he was delighted to be present and had no report.

COMMITTEE REPORTS

Trustees Greco and Perinar – Finance - No Report.

Trustees McMillin and Slocum - Community Development

Trustee Slocum stated that Petrick sent out a letter last week for the Rushing property project. If you haven't read it, you should because it was very informational. If you have any questions, please see Petrick and he'll be able to clarify any questions or concerns you may have.

Trustees Host and Scaggs - Public Works and Facility – No Report.

Trustees Greco and Scaggs - Community & Legislative Affairs

Trustee Greco stated that OSLAD Grant Program is accepting applications for open space acquisition and development programs. A total of $65 million is available. IDNR will also provide funding to cover 100% of eligible projects.

The IML Conference is set for September 21 to 23. The last day to register is September 18 at 4 p.m.

Trustee Slocum asked when the Forgotten Warrior Memorial event would be taking place. He was informed that it is scheduled for Sunday, September 17, 2023 at 1 p.m. He then asked if the Village was responsible for the maintenance and cleaning of that property. VP Moorman Schumacher stated that sponsors have a contracted landscaper because last year when we were there cleaning the park, it was looking overgrown.

Trustees Host and Perinar - Public Safety/Emergency Support - No Report

Trustees McMillin and Slocum - Natural Resources and Open Spaces - No Report

OLD BUSINESS

Durkin asked if the Board has noticed I-55 lately. IDOT has started clearing vegetation in front of the signs and what stood out to him was the lack of garbage in the median that is there. He took the opportunity to thank IDOT and hopefully they will keep it up.

VP Moorman Schumacher also mentioned that Durkin talked to them about the Bluff Road interchange and if there were opportunities for the Village to do something to keep it looking nice. Durkin has asked for meeting to show them the issues that we encounter.

Trustee Perinar asked what was going on with Potato Fest. VP Moorman Schumacher stated that the same band will be coming, the event will be held at the same time and a car show will be part of the festivities. We'll be bringing the easel from Art in the Park and bring it to the Channaholidays event too.
