CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on August 08, 2023, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE:

Mayor Mary S. Alexander-Basta requested Lucy Wilcox, to lead the pledge to the Flag.

ROLL CALL:

Village Clerk, Martha M. Barton, called the roll:

Present were: Mayor Mary S. Alexander-Basta, Trustees Maria A. Zarate, Michael T. Lawler, Michael J. Carpanzano, Jose Quintero, Troy J. Doris, and Jean M. Kelly.

Absent: None

Also present were:

Village Clerk, Martha M. Barton; Village Attorney, Ross Secler; Co-Administrators, Ken Teppel and Lucas Rickelman; Finance Director, Rosa Cojulun; Director of Public Works, Andres Orrego; Police Chief, Michael Rompa; Chief Information Officer, James Farrell; and Fire Chief, Jeff LaJoie

Absent: Director of Community Development, Matt Eastman.

JOURNAL OF PROCEEDINGS:

Motion Lawler, second Zarate to approve the minutes of the regular meeting of July 25, 2023, as submitted by the Village Clerk.

Voice vote. Motion carried.

APPROVAL OF AGENDA/ADDITIONS:

Village Attorney Odelson indicated that there were no additions or corrections to the Agenda.

Motion Quintero, second Doris to approve the Agenda as presented.

Voice vote. Motion carried.

APPROVAL OF APPOINTMENTS - BOARDS AND COMMISSIONS: Bhavini Patel appointment to Plan Commission.

Motion Kelly, second Carpanzano to approve the appointment. Voice vote. Motion carried.

Mayor Alexander-Basta conducted Patel's swearing-in.

RESOLUTIONS

APPROVING BOLINGBROOK CLOW INTERNATIONAL AIRPORT APRON REHABILITATION, PHASE 3 & 4

Motion Lawler, second Kelly to adopt a resolution approving Bolingbrook Clow International Airport Apron rehabilitation, Phase 3 & 4.

This resolution approves completion of phases 3 and 4 to rehabilitate Clow International airport's aircraft parking apron. Phases 1&2 were completed in 2022. K-5 was awarded contract worth $2,124,233.50 to complete the project. Our share is 5% at $106,211.18. Also, it approves an agreement with Kimley-Horn to provide Professional engineering services for the airport including this project for $283,640.10.95% is reimbursed by the State Department of Aviation.

AUTHORIZING PURCHASE OF OF REPLACEMENT DEPARTMENT PERSONNEL FROM FIRE SERVICE, INC BUNKER GEAR FOR FIRE

Motion Carpanzano, second Doris to adopt a resolution authorizing purchase of replacement Bunker Gear for Fire Department Personnel from Fire Service, Inc.

This resolution approves the replacement of the Bunker Gear which is on a 5-year rotation. Buying all ten sets saves time and money for village. The total cost is: $33,196.19.

ACCEPTING PROPOSAL BY HIGH-QUALITY FLOORING FOR THE REPLACEMENT OF FLOORING

Motion Quintero, second Kelly to adopt a resolution accepting proposal by high-quality flooring for the replacement of flooring.

This resolution approves the replacement of flooring at Fire Station #4. Current flooring ceramic tiles are 20 years old presenting hazardous conditions. Three quotes were received, and high-quality flooring is the lowest bidder. Cost is $39,500 and is under budget by $30,500.

ORDINANCES

APPROVING NEGOTIATED AGREEMENT BETWEEN THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 150 AFL-CIO AND THE VILLAGE OF BOLINGBROOK (MAY 1, 2022 – APRIL 30, 2026) – (SUBJECT TO ATTORNEY APPROVAL

Motion Carpanzano, second Lawler to pass an ordinance approving negotiated agreement between the International Union of operating engineers, local 150 AFL-CIO and the Village of Bolingbrook (May 1, 2022 - April 30, 2026) - (Subject to Attorney Approval)

This ordinance approves the bargaining agreement with Local 150. It is retroactive since the last agreement expired in April 2022. The agreement is essentially unchanged but for adjustments in items related holiday pay, telephone stipend, residency radiance, health insurance coverage, reasonable wage increases, and snow incentive.

Administrator Rickelman commented that the purpose of these changes is to make this agreement congruent with the other union contracts that currently exist.

PUBLIC COMMENTS/QUESTIONS FROM THE AUDIENCE/PRESS:

COMMENTS AND REPORTS:

TRUSTEE LAWLER:

Commended village public safety personnel for the most successful Night Out event, and that he was pleased to see all of the departments participating and the resident engagement. He was particularly excited to see a Chicago Police Department helicopter flyover during the event.

Announced that Captain Frank and the Groove Train are the band for Wednesday's Concert on the Hill, and encouraged attendees to wear bell-bottoms and other appropriate attire.

TRUSTEE ZARATE:

Announced the Village Jubilee coming up the weekend of August 18-20 behind Village Hall.

TRUSTEE CARPANZANO:

Announced that the Christian Clergy Association is bringing Joyfest back, to be celebrated on Saturday, September 2nd behind Village Hall. Details coming soon. Mentioned the Car Show during the Jubilee on August 19th, as well as the unveiling of the Route 66 Monument that morning on the grounds of Village Hall.

TRUSTEE DORIS:

Announced the Rotary Mini-golf and Fundraiser on August 31st at Wilderness Falls.

TRUSTEE KELLY:

Welcomed Bhavini Patel to the Plan Commission.

Announced the ribbon cutting events for Woodview and Jamie McGee Elementary Schools' new playgrounds on August 15th.

TRUSTEE QUINTERO:

Congratulated Bhavini Patel on her appointment to the Plan Commission.

Announced the Taste of Bolingbrook, hosted by the Bolingbrook Chamber of Commerce to be held at the Promenade on August 12th.

Wished all students good luck in the new school year, and thanked all educators for their passion to teach.

ADMINISTRATOR TEPPEL:

Mentioned that with the threat of severe weather the following evening, village officials will be monitoring the weather and a decision will be made by 4:30 p.m. in the afternoon whether the concert will proceed.

MAYOR BASTA:

Reminded residents that school in starting, asking that they all keep safety in mind, to watch for kids, and drive slowly. Also expressed her appreciation for the School Resource Officers in the schools.

Motion Zarate, second Quintero to adjourn the meeting.
