REGULAR MEETING of the Plan and Zoning Commission of the City of Lockport, Illinois was held on Tuesday, June 13, 2023, at 7:00 pm in the 3rd Floor Board Room, Central Square, 222 E. Ninth Street, Lockport, Illinois.

MOTION TO APPROVE THE PLAN AND ZONING COMMISSION MEETING MINUTES FROM APRIL 11, 2023 AS PRESENTED. MOTION MADE BY PETERS, SECONDED BY LIKINS. MOTION CARRIED BY VOICE VOTE. QUINN ABSTAINED.

PUBLIC HEARING

PZC 2023 - 007 Rezoning from I2 Ltd. Industrial (Unincorporated Will County) to M1 Ltd. Manufacturing (City of Lockport) for the purpose of establishing a Zoning District upon annexation for the property located at 2601-2701 Canal Street (Talano)

MOTION TO OPEN THE PUBLIC HEARING. MOTION MADE BY WHEELER, SECONDED BY LIKINS. MOTION CARRIED BY THE VOICE VOTE.

Staff is seeking a continuation of this item for consideration at the next available Plan and Zoning Commission Meeting, July 11th, to allow the property owner additional time to perform certain requirements of the annexation agreement.

City Planner, Kimberly Phillips presented the Staff Report. Parcel 1 is open space that will be maintained by the City of Lockport.

PZC 2023 - 006 Rezoning from R2 Residential (Unincorporated Will County) to C3 Highway Commercial (City of Lockport); Special Use Permit for a Gas Station; Preliminary/Final Development Plan Review “In-One-Step”; and Final Re-Subdivision Plat for Consolidation of two Lots; at the Southwest corner of 143rd & Gougar Rd. (Gas N Wash)

City Planner, Kimberly Phillips presented the Staff Report. The City has received a submittal this morning that covers calculations and technical details on retaining walls. The Engineering Staff was reviewing the submittal today. All comments in the packet for today’s meeting were addressed by the submittal.

Applicant, Leonard McEnery, owner of Gas N Wash, and his design team, were present. PUBLIC COMMENTS: None

MOTION TO ADOPT STAFF’S FINDINGS OF FACTS AND RECOMMEND APPROVAL FOR THE REZONING FROM R2 RESIDENTIAL (UNINCORPORATED WILL COUNTY) TO C3 HIGHWAY COMMERCIAL ZONING DISTRICT; AND FOR A SPECIAL USE PERMIT FOR A GAS STATION SUBJECT TO THE FOLLOWING CONDITIONS:

1. THE ATTACHED SIGN EXHIBIT SHALL BE A CONDITION OF THE SPECIAL USE PERMIT. A SEPARATE SIGN PERMIT APPLICATION IS NEEDED AT THE TIME OF BUILDING PERMIT.

STAFF REPORT

Lance Thies thanked the Commissioners for attending the Council meeting last week. The analysis that was presented does confirm the demographic research that had been done. The City is fortunate to have a wide span of housing options available. The affordable housing issue is a concern across the country.
