A motion was made by Councilman Guerrero, seconded by Councilman Clement, to approve all said Consent Agenda items.

PUBLIC HEARINGS:

Public Hearing for and Request for approval of an Ordinance Establishing the 2023 Joliet Special Service Area No. 1 - Broadway Street (W. Jefferson Street - W. Marion Street)

The Deputy City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

Josh Tipner, owner of 34 N. Broadway Street, spoke concerning the assessing of $1,500 for the Special Service Area No. 1 - Broadway Street (W. Jefferson Street - W. Marion Street).

A brief discussion was held concerning the work being completed as part of the Special Service Area No. 1 and also concerning deferred work to repair the roadway on Oneida Street near Mr. Tipner's property.

In response to Broadway resident Dan McGarrigle, Public Works Director Greg Ruddy discussed the approximate time of project completion, access residents will have during the project, and when the project should start.

No additional public comments were made, therefore, the Deputy City Clerk closed the Public Hearing.

A motion was made by Councilman Joe Clement, seconded by Councilman Pat Mudron, to adopt COUNCIL MEMO #61-23: Public Hearing for and Request for approval of an Ordinance Establishing the 2023 Joliet Special Service Area No. 1 - Broadway Street (W. Jefferson Street - W. Marion Street). (ORDINANCE NO. 18462)

The motion carried by the following vote:

Councilman Hug briefly explained the development agreement aligns with the TIF.

Mike Petry expressed his gratitude for the passage of the development agreement.

The City Manager, Councilman Hug, and Public Utilities Director Allison Swisher gave a brief explanation of this Council Memo.

A motion was made by Councilman Larry E. Hug, seconded by Councilman Cesar Guerrero, to adopt COUNCIL MEMO #69-23: Resolution Authorizing use of the Construction-Manager-at-Risk Contract Delivery Method for Design and Construction of Chicago Water Connection Facilities for the Alternative Water Source Program and Waiving the Bidding and Contracting Requirements of Joliet Code of Ordinances. CITY MANAGER:

No comments were made.

NEW BUSINESS (Not for Final Action or Recommendation):

In response to Councilman Clement's question, the City Manager stated Malmar's Tap is in litigation.

Discussion was held over Councilman Clement's request to review the City's Ordinance governing the grace period allotted residents to pay their water bills.

At Mayor O'Dekirk's request, Fire Chief Carey discussed the department's attack of the fire at the Patrick Haley Mansion. A brief discussion was held regarding the fire.

PUBLIC COMMENTS:

Artimeo Reyes, property owner of the Supermercado at 365 Ruby Street, spoke regarding parking issues.

A brief discussion was held regarding parking concerns at this location.

MAYOR AND COUNCIL COMMENTS:

Councilman Clement expressed his gratitude to the Fire Department for their work on the Patrick Haley Mansion fire.

Councilwoman Gavin also thanked the Fire Department and those involved in getting the City gateway sign installed.

Councilman Hug concurred with Councilman Clement regarding the Fire Department. He highlighted MoneyGeek rating Joliet as the 8th safest community in the country with a population over 100,000.

Councilman Morris thanked NorthPoint for their support of the Warren Sharpe Community Center.

Councilman Mudron congratulation Joliet Township High School on their State of the District report.

Councilwoman Quillman highlighted February as "Heart Month". She thanked the Fire and Police Departments for their work.

Councilwoman Reardon also thanked the Fire Department for their work on the fire that saved the Patrick Haley Mansion.

Mayor O'Dekirk highlighted his speaking engagement at Joliet West High School freshman career day, Rialto tour with Representatives Natalie Manley and Larry Walsh, Jr., guitar lighting at the downtown Rock n Roll Hall of Fame, Old Timer's banquet, Judge Kennedy's luncheon, NorthPoint's support of the Warren Sharpe Center, speaking engagement at the Chamber of Commerce Leadership School at Will County Workforce Center, upcoming community open house meeting to discuss the new downtown City Center on February 23rd, and the upcoming State of the City on February 15th. He also thanked the Fire and Police Departments for their work.
