Allison Swisher, Director of Public Utilities; Greg Ruddy, Director of Public Works; Anthony Anczer, Deputy Director Engineering; Russ Lubash, Traffic Engineer; and Bob O'Kon, Herald News 

APPROVAL OF MINUTES  

November 1, 2022 Public Service Minutes TMP-4784 Attachments: Nov 1 2022 Public Service Minutes.pdf 

Unable to vote to approve the minutes of the November 1, 2022 meeting due to Councilman Morris absence. Move to next Public Service Meeting for approval.

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS    

Change Order No. 1 for the Westside Wastewater Treatment Plant Influent Lift Station Improvements Phase III to Williams Brothers Construction Inc. in the amount of $65,306.75   

Allison Swisher, Public Utilities Director, discussed Change Order No. 1, in the amount of $65,306.75, to Williams Brothers Construction Inc.  

Change Order No. 5 for the 2021 Sanitary Sewer Rehabilitation Program to Performance Pipelining Inc. in the amount of ($37,570.11)     

Anthony Anczer, Deputy Director Engineering, discussed Change Order No. 5, in the amount of ($37,570.11) to Performance Pipelining Inc. This also extends the contract to Sept. 2023.  

Amendment No. 2 for the 2021 Sanitary Sewer Rehabilitation Program Professional Services Agreement to RJN Group Inc. in the amount of $50,000.00  

Anthony Anczer discussed Amendment No. 2 for additional professional services, in the amount of $50,000.00, to RJN Group Inc.  

Amendment No. 2 for the 2022 Sanitary Sewer Investigation and Rehabilitation Program Professional Services Agreement to RJN Group Inc. in the amount of $31,500.00  

Anthony Anczer discussed Amendment No. 2, in the amount of $31,500.00, to RJN Group Inc.  

Amendment No. 1 to the Professional Services Agreement for the Compass Business Park and surrounding area water and sanitary sewer infrastructure needs investigation to Strand Assoc. Inc in the amount of $67,600.00  

Anthony Anczer discussed Amendment No. 1 for the Compass Business Park, in the amount of $67,600.00, to Strand Assoc. Inc. 

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Larry E. Hug, to recommend TMP-4750, TMP-4751, TMP-4752, TMP-4753, and TMP-4754 for approval by full Council. The motion carried by the following vote: 

Aye: Councilman Hug and Councilwoman Gavin 

ORDINANCES AND RESOLUTIONS    

Resolution Approving an Intergovernmental Agreement with the County of Will for the Placement of License Plate Reading Cameras Located on County Highways  

Greg Ruddy, Public Works Director, discussed this IGA with Will County. 

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Larry E. Hug, to recommend TMP-4755 for approval by the Full Council. The motion carried by the following vote: 

Aye: Councilman Hug and Councilwoman Gavin

2022 Roadway Resurfacing Program Update 

Greg Ruddy discussed the Resurfacing Program Update. 

2022 Sidewalk Program Update

Greg Ruddy discussed the Sidewalk Program Update. 

Discussion Regarding On-Street Bike Lanes 

Greg Ruddy and Councilman Hug discussed On-Street Bike Lanes. Russ Lubash, Traffic Engineer, discussed the Drauden Road bike lane which was done in 2020. Theodore will have off street improvements. 

Alternative Water Source Program Update 

Allison Swisher discussed a brief update of the project.
