2. APPROVAL OF MINUTES 

A motion was made by Councilman Morris, seconded by Councilman Clement, that the September 14, 2021 meeting minutes be approved. The motion carried by the following vote: 

Aye: Councilman Morris and Councilman Clement 

Absent: Councilman Hug 

3. CITIZENS TO BE HEARD ON AGENDA ITEMS  

None.

4. NEW OR OLD BUSINESS, FOR FINAL ACTION OR RECOMMENDATION    

= Award of Contract to McGuire Igleski & Associates for Phase Three of the Downtown Joliet National Register Historic District Project 

Downtown Joliet National Register Historic District - Positive  Opinion Letter 

Jayne Bernhard, City Planner provides an update on the National Register 

Historic District for downtown Joliet. The purpose of the meeting is to provide said update on progress thus far and seeking approval from the Economic Development Commission for Phase 3 of the project in order to move to the full Council. 

Erica Rujero from McGuire, Igelski is also present to answer questions. 

The purpose of the National Register Historic District for downtown Joliet is the preservation of historic buildings, promotion of the assets in downtown, and to provide historic tax credits to those who redevelop buildings. 

Ms. Rujero reviews the boundaries of the district which focuses on the historic core of downtown. Key buildings are reviewed briefly including their uses. 

Ms. Bernhard states the timeline of for approval is the current meeting, then full Council approval in November, and then on to the Historic Preservation Commission in January before going to the state level in early spring. 

Councilman Morris questions what is included in Phase 3. Bernhard clarifies Phase 3 includes writing the nomination of completed project within outlined boundaries. Bernhard also clarifies boundary determination process with state and reviews history of existing districts in city; process of amendment or expansion of boundary and process for doing so. 

A motion was made by Councilman Joe Clement, seconded by Councilman Terry Morris, to approve COUNCIL MEMO #TMP-4571: Award of Contract to McGuire Igleski & Associates for Phase Three of the Downtown Joliet National Register Historic District Project. The motion carried by the following vote: 

Aye: Councilman Morris and Councilman Clement 

Absent: Councilman Hug

None.
