APPROVAL OF AGENDA:

Councilman Guerrero requested Council Memo #507-22: Resolution Supporting Continued Efforts to Resolve Public Safety Concerns with the Safe-T Act be removed from the Agenda.

A brief discussion was held on the removal request of Council Memo #507-22 from the Agenda.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Terry Morris, to approve the Agenda as written with the following change: Remove Council Memo #507-22: Resolution Supporting Continued Efforts to Resolve Public Safety Concerns with the Safe-T Act from the Agenda.

The motion failed by the following vote:

Aye: Councilwoman Bettye Gavin, Councilman Cesar Guerrero and Councilman Terry Morris

Nay: Councilman Joe Clement, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon

Public Safety

Councilwoman Quillman gave an overview and explanation of the items discussed at the Tuesday, October 4, 2022 Public Safety Committee Meeting. Fire Chief Carey discussed a possible grant for community outreach as part of the Fire Department's Community Risk Reduction Program. He also discussed training the department will provide to businesses that have or are willing to invest in AEDs to save more lives.

The motion carried by the following vote:

NEW BUSINESS (Not for Final Action or Recommendation): No comments were made.

PUBLIC COMMENTS:

Patricia Meade, Emily Anderson, and Beth Hannah, nursing staff at Ascension Hospital, addressed the Council concerning the elimination of beds, services, patient care, and staff education at the City's only hospital.

Jim Lanham thanked the Council for their vote on Council Memo #507-22. Scott Greene thanked the Mayor and Council for taking a stand against the Safe-T Act. Robin Anderson addressed the Council concerning Fentanyl overdoses. Amber Norris spoke concerning crime at Riverwalk Homes formerly Evergreen Terrace.

Karl Ferrell spoke regarding the Safet-T Act, leadership of the Council, and actions of the Joliet Police Department.

Doug Kasper, Maria Rosas, and members of the Non-Violent City Project shared their mission and vision statements.

Jerry Hervey spoke on political campaigns.

Elizabeth Ruiz spoke regarding performers coming to the Forge venue.

Andrew Chemers thanked the Council for voting in favor of Council Memo #507-22.

MAYOR AND COUNCIL COMMENTS:

Councilman Clement highlighted the Joliet Park District Inwood Hole #2 Project. Councilwoman Gavin thanked all the food pantries for making food available. She also discussed a program to connect with the homeless being utilized by the Nashville, Tennessee Police Department.

Councilman Guerrero briefly discussed the Council's debate this evening.

Councilman Mudron highlighted the Library's Grand Re-Opening and the Exchange Club of Joliet luncheon honoring the 2022 Firefighter(s) of the Year.

Councilwoman Quillman also highlighted the Exchange Club of Joliet luncheon. She asked everyone continue to pray for Fire Chaplin Brother Ed Arambasich. She thanked her colleagues for their support on the single family rental agenda item. Councilwoman Quillman concurred with Councilman Guerrero that Council will not always agree.

Councilwoman Reardon expressed her thoughts and prayers to those affected by Florida hurricane Ian.

Mayor O'Dekirk highlighted a Police Department Press Conference on their PPP Loan Investigation, Walk to End Alzheimer's, Grand Re-Opening of the Library, Tunes and Brews Festival, swearing in of 2 new firefighter, Brats Bourbon and Brews, invitation to JJC class by Professor JB Divietro, Panic at the Plaza, St. John's Church support for boxer Jojo Awinongya, Slovenian Grape Harvest Fest, tour of 1314 Elizabeth and the healthy debate during this evening's meeting.
