Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk honoring the 70th year of The Associated Clubs of Will County.

Tony Arellano briefly explained the formation of The Associated Clubs of Will County and thanked the Mayor and Council for their recognition. Members of The Associated Clubs of Will County introduced themselves and their associated club.

Councilwoman Gavin thanked The Associated Club for their community support and their heart of service.

APPROVAL OF AGENDA:

A motion was made by Councilman Hug, seconded by Councilwoman Quillman, to approve the Agenda as written with the following changes: Remove the Minutes for the June 21, 2022 Minutes and Council Memo #374-22: Award of Contract for the Emergency Removal and Replacement of Existing HVAC Rooftop and Supply Air Systems at Joliet Police Department Headquarters at 150 W Washington Street to Anchor Mechanical Inc. in the amount of $613,961.50 from Consent Agenda and vote on them separately.

The motion carried by the following vote:

CITIZENS TO BE HEARD ON AGENDA ITEMS:

Suzanna Ibarra spoke in opposition of Council Memo #380-22: Ordinance Amending Chapter 31 of the Code of Ordinances in Regards to Water & Sewer Rates - 2022.

Felix Ortiz spoke in opposition of Council Memo #380-22.

Stevie Guzman-Alipio spoke in opposition of Council Memo #380-22.

APPOINTMENTS:

A motion was made by Councilwoman Quillman, seconded by Councilman Clement, to reappoint Kathy Spieler and Glenda McCullum to the Joliet Housing Authority Board.

The motion carried by the following vote:

A motion was made by Councilman Guerrero, seconded by Councilman Clement, to appoint Karen Ward to the Joliet Housing Authority Board replacing Yvonne White.

Councilman Mudron gave an overview and explanation of the items discussed at the Tuesday, July 19, 2022 Finance Committee Meeting.

Rich Stokluska with Arthur Gallagher & Co. briefly explained the premium rate increases.

Public Service

Councilman Hug gave an overview and explanation of the items discussed at the Monday, July 18, 2022 Public Service Committee Meeting.

Stadium

Councilman Mudron gave an overview and explanation of the items discussed at the Thursday, July 14, 2022 Stadium Committee Meeting.

Brent Fraser briefly discussed the work being done at the baseball stadium. A brief discussion was held concerning the original stadium specs.

A brief discussion was held regarding current supply issues.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Quillman, to table COUNCIL MEMO #374-22: Award of Contract for the Emergency Removal and Replacement of Existing HVAC Rooftop and Supply Air Systems at Joliet Police Department Headquarters at 150 W Washington Street to Anchor Mechanical Inc. in the amount of $613,961.50.

Mayor O'Dekirk thanked staff for working to get more roadway repair projects completed this year.

Ordinance Amending Chapter 31 of the Code of Ordinances in Regards to Water & Sewer Rates - 2022

Allison Swisher, Director of Public Utilities, addressed water and sewer rate affordability issues, debut repayment responsibility, and the city's rate structure.

A brief discussion was held concerning when the city will not be able to meet the maximum demand for water working with surrounding communities to meet the water demand, water conservation and the city's new water customer portal.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to adopt COUNCIL MEMO #380-22: Ordinance Amending Chapter 31 of the Code of Ordinances in Regards to Water & Sewer Rates - 2022. (ORDINANCE NO. 18381)

The motion carried by the following vote:

RESOLUTIONS:

Resolution Approving the CDBG FY 2022 Annual Action Plan to the 2020-2024 Consolidated Plan

Kristi McNicol explained CDBG (Community Development Block Grant).

A brief discussion was held to consider the possibility of utilizing CDBG funds for infrastructure. Additional discussion was held regarding funding for Flock cameras and the Snow removal program.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Joe Clement, to adopt COUNCIL MEMO #382-22: Resolution Approving the CDBG FY 2022 Annual Action Plan to the 2020-2024 Consolidated Plan. (RESOLUTION NO. 7785)

A brief discussion was held regarding the Route 66 monuments.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Pat Mudron, to adopt COUNCIL MEMO #383-22: Resolution Approving a Memorandum of Understanding between Heritage Corridor

Convention and Visitors Bureau and City of Joliet for Two Route 66 Shield Interactive Monuments. (RESOLUTION NO. 7786)

CITY MANAGER:

No comments were made.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Guerrero briefly discussed a social media post concerning a bobcat in the area and he advised residents to refrain from sharing the post due to the same picture appearing in other locations.

Mayor O'Dekirk discussed the need for a new source for water. He called for a moratorium on the additional gas tax in next year's budget.

He also discussed the property on Cora Street housing sex offenders. A brief discussion was held concerning a resolution to this problem.

PUBLIC COMMENTS:

Robert Webb spoke regarding civil rights and breach of public office.

Trista Brown, as part of the organization Speak Up, spoke concerning fentanyl poisoning and the need for an open door policy with the police department.

Commander Hawk with Royal Black Panther Party spoke regarding actions of the Mayor and Council.

John Sheridan spoke regarding actions of the Mayor and Council and was thankful for action being taken to address the sex offenders located on Cora Street.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin thanked the IT Department for their assistance and the Joliet Police Department for their involvement in the community with Police and Community Together (PACT) Camp.

Councilman Hug thanked Saul and Jenny Garcia for their work with JCTV.

Councilwoman Quillman concurred with Councilman Hug and also thanked Val Devine for her work at the Rialto Square Theatre and for moving to Joliet and becoming a part of the community.

Mayor O'Dekirk highlighted a ribbon cutting at El Vallartazo restaurant and the Thriveworks grand opening. He thanked Judge Kennedy for his work at the Courthouse.

CLOSED SESSION:

A motion was made by Councilman Guerrero, seconded by Councilman Clement, to enter into closed session to discuss personnel after which the meeting will be adjourned
