Commissioner Moustis inquired about the funding for this project. Executive Director Schultz responded the funding for these projects is mostly funded through the C&D budget with license fees, partnership, and bond funding picking up the remainder.

Executive Director Schultz gave a brief overview explaining the transition plan was prepared based on a comprehensive accessibility assessment conducted by the National Center on Accessibility (NCA) in 2008 in which NCA reviewed 33 forest preserves, 16 buildings, and the Forest Preserve's programs, services, activities, and administrative operations. The Plan outlined the removal of 1,086 deficiencies. At the time of adoption, the Forest Preserve was well underway with removal of many of these deficiencies due to ongoing planning and construction projects contained in the Capital Improvement Program (CIP) and a separate agreement with the U.S. Department of Justice related to the Sugar Creek Administration Center.
