A motion was made by Councilwoman Sherri Reardon, seconded by Councilwoman Jan Hallums Quillman, to adopt COUNCIL MEMO #587-21: Ordinance Approving the 2022 Annual Budget for the City of Joliet.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri Reardon, to adopt COUNCIL MEMO #588-21: Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2021, and Ending December 31, 2021:
a) in and for the 1996 Joliet Special Service Area Number Fourteen (Joliet City Center) (ORDINANCE NO. 18296), and
b) the 2009 Joliet Special Service Area Number Seven (Park Hill Subdivision). (ORDINANCE NO. 18297)

A brief discussion was held regarding the levy for the Library.
Councilwoman Quillman presented concerns regarding architectural discrepancies in the renovation plans for the Library.
A motion was made by Councilman Pat Mudron, seconded by Councilman Cesar Guerrero, to adopt COUNCIL MEMO #589-21: Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2021, and Ending December 31, 2021 in and for the City of Joliet (ORDINANCE NO. 18298); including the Joliet Public Library. (ORDINANCE NO.18299)
The motion carried by the following vote:

Ordinance Abating the Taxes Heretofore Levied for the Year 2021 to Pay Debt Service on $3,665,000 General Obligation Bonds, Series 2020A, and $6,535,000 General Obligation Bonds, Series 2020B, of the City of Joliet, Will and Kendall Counties, Illinois
Councilman Hug asked the Finance Director Jim Ghedotte to verify if grant money can be used to pay interest and give a report at the January 4, 2022 Council meeting.
A motion was made by Councilman Larry E. Hug, seconded by Councilman Cesar Guerrero, to adopt COUNCIL MEMO #590-21: Ordinance Abating the Taxes Heretofore Levied for the Year 2021 to Pay Debt Service on $3,665,000 General Obligation Bonds, Series 2020A, and $6,535,000 General Obligation Bonds, Series 2020B, of the City of Joliet, Will and Kendall Counties, Illinois. (ORDINANCE NO. 18300)
The motion carried by the following vote:
