MAYOR’S REPORT

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT  REGULARLY SCHEDULED CITY COUNCIL MEETING 

FN-1. 2021 Property Tax Levy  

Finance Director, Lisa Heglund presented the property tax levy details. CPI is determined by the  Federal Government. The City determines any proposed tax levy; Public Hearing is required if  the levy is over 5%. The City is proposing a levy that is less than 5% and will be presented at the  December 1 City Council meeting. The City requests property tax levy to the County from which  the tax rate is defined. The City of Lockport Total Direct Tax Rate is expected to be lower for the  next year. The City tax rate has decreased each of the past 7 years. For next year, the EAV is  expected to increase, and the City taxes is expected to decrease.

FN-2. 2021 Real Estate Tax Abatement for Julco LLC per the Redevelopment Agreement 

Finance Director, Lisa Heglund presented a summary of the 5th and final year of the tax  abatement for Julco LLC. Julco LLC is a light manufacturing company. When they were looking  for a location for their business, the City offered a tax abatement program. Julco is one of 2  businesses that the City had negotiated such a program with. The other company that has  similar incentive, was abated last year.

CA-1. Intergovernmental Agreement Between Will County and City of Lockport for Traffic  Signal Preemption Devices  

City Administrator, Ben Benson, presented the Staff report of the traffic signal preemption  agreement.  

DIRECTION: Add to the Consent Agenda for the December 1 City Council Meeting CED-1. Maker Space Support Grant for 207 W. 6th Street 2  

Director of Community & Economic Development, Lance Thies, presented the update on the  Maker Space Support Grant for Second City Greens. The request is for $2,800 grant.

CED-2. Amendment to Chapter 151 of the City Code Requiring Inspections of Rental  Properties That Have Failed to Register 

Director of Community & Economic Development, Lance Thies, presented an updated on the  status of the Rental Property program, and specifically those Owners that have failed to register.  Staff recommendation to modify Chapter 151 of the City Code to require mandatory safety  inspections to start after January 1, 2022 for unregistered accounts. The change to the code  was reviewed and approved by the landlord committee. The goal of this change is to enforce  compliance of the Rental Property registration program. Once an unregistered property  becomes compliant, then the inspections will not be mandated. The goal of the inspections is to  ensure safety for residence such as ensuring that there is no gas leak, no exposed wires, proper  smoke alarms, proper carbon dioxide alarms, and other similar safety concerns. Any inspections  will be done by City Building Inspectors.

PZ-1. Final Plat of Subdivision of Lockport Square Third Resubdivision (Lots 9A & 10A) / PZC  Case# 2021-012  

Director of Community & Economic Development, Lance Thies, presented the Staff Report on  the Final Plat of Subdivision. The adjustment is a simple resubdivision. Planning & Zoning did  review the plan and recommended approval.  

DIRECTION: Add to the Consent Agenda for the December 1 City Council Meeting 

PW-1. Award and Approve Contract with New Era Spreading Inc. for the Land Application of  Sludge from January 1, 2022 to December 31, 2023 

Director of Public Works, Brent Cann, presented the Staff Report for the sludge removal. In the  past the City sought 3 bids; New Era was the lowest overall cost. Seeking approval for the  contract that would cover 2022 and 2023, for an amount at or under $15,000.
