LIAISON’S REPORT

1. Bartelsen

a. Fall Beautification taking nomination thru Nov 10

b. Winter Beautification taking nominations starting Nov 11

2. Kostecki

a. Nov 10, Public Engagement Meeting for the future of the Chevron Star Business Park. This event has also been shared on social media

b. Prologis – buildings 6 and 7 – lime stabilization of the site and building pad started Oct 22

c. Redwood – road completed; expect exterior walls and roof by winter on 4 buildings

d. Silo Bend – phase 2 relative to sewer, road, and curbs should be completed by the end of November

e. Oak Creek – 1st occupancy this past week

3. Bergbower – this Saturday, 11/6, Will County Green will be at the W parking lot from 9 am to noon. They will be collecting pumpkins, document shredding and electronic recycling.

4. Lobes

a. Friday, 11/5 – Office of the Year Banquet will be held at Embers

b. Saturday, 11/6 – Trivia Night – American Legion, fundraiser for Special Olympics

MAYOR’S REPORT

1. Mayor received a letter from a resident extending appreciation and thanks about the successful completion of the infrastructure work on Madison, and the landscaping.

2. Efforts are underway to create and coordinate a community calendar of all the events in the City, across Chamber of Commerce, Main Street, the City, Park District, Rotary and other groups.

3. Mayor spoke to the Mayor of Homer Glen, to add an item to an upcoming agenda to cover the topic of the monies owed by Village of Homer Glen, Homer Township to residents of Lockport.

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

FN-1. 2022 Budget Presentation

Finance Director, Lisa Heglund, presented the 2022 Budget details. Following this presentation a notice will be published in the paper regarding a Budget Hearing on November 17th. At that time, the public will have a chance to raise any questions or make any comments they have in regards to the Fiscal Year 2022 Budget. Finally, on December 1st the finalized budget will be brought for a vote and filed with the County. No public hearing is required for the tax levy. For 2022, the City is looking at projects that total $20,341,400 which will cover water main and street reconstruction, sewer treatment projects, ongoing maintenance projects, equipment/building capital expenses.

DIRECTION: This item will be Public Hearing on the December 1 City Council Meeting

CED-1. Amendment to Chapter 156 of City of Lockport Code of Ordinances Re-Adding Appendices A (Exterior Building Materials) and B (Design Guidelines)

Director of Community and Economic, Lance Thies, presented the summary of the proposed amendments to the Lockport Code of Ordinances.

DIRECTION: Add to the Consent Agenda for the November 17 City Council Meeting

PW-1. Authorize RJN Group to Perform a Condition Assessment of the Briggs Street Force Main in the Amount of $41,500

Director of Public Works, Brent Cann, informed the Council about the need for an evaluation of the Briggs Street Force Main. The main is over 20 years old; based on the flow and air gaps, the City needs to evaluate the pipe and determine if there is any fluctuation in pressure or anomalies that need to be addressed. Additionally, the evaluation will also confirm that the main can support the Briggs Street lift station. Seeking Council’s consideration to consent and approve RJG Group to perform the condition assessment.

DIRECTION: Add to the Consent Agenda for the November 17 City Council Meeting
