Z-5-21: RECLASSIFICATION OF 5.436 ACRES AT THE WEST SIDE OF CHICAGO STREET AT EMERALD DRIVE AND MARCELLA AVENUE FROM B-3 (GENERAL BUSINESS) TO I-1 (LIGHT INDUSTRIAL) ZONING. P-9-21: PRELIMINARY PLAT OF CADENCE CROSSINGS SUBDIVISION.
Mr. Torri gave the Planning Staff Report.
Mr. John Philipchuck, Attorney, 111 E. Jefferson Avenue, Naperville, IL, appeared on behalf of the petition.
Commissioner Moore inquired if the training facilities are in conjunction with any of the local schools. Mr. Philipchuck responded Lewis University.
Mr. Alejandro Gutierrez, West Sharp Road, appeared with concerns regarding traffic lights. He hopes they will be put up before they start construction. Mr. Torri responded the Emerald Drive intersection improvements will begin in the spring of 2022.
Ms. Donna Rosendale, South Sycamore, Elwood, appeared with questions about a bridge going over Route 53 and extending the road with turn lanes to get in and out of the Cadence facility. Mr. Regis responded to some of her concerns.
Mr. Dan McCarrin appeared in opposition to the petition due to the truck congestion.
A motion was made by Jason Cox, seconded by Fredrick "Rick" Moore, to recommend for approval Annexation of 61.45 Acres Located West of Chicago Street at Emerald Drive, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement, and the Reclassification of 5.436 Acres at the West Side of Chicago Street at Emerald Drive and Marcella Avenue from B-3 (General Business) to I-1 (Light Industrial) Zoning. The motion carried by the following vote:

Mr. Tom George gave background information about the Compass Business Park.
Mr. William Bohne, President, Jacob and Hefner Engineering, gave information about the water and wastewater, stormwater, sustainability etc.
Mr. Tim Sjogren, Kimley-Horn, Transportation Engineer, gave information about the studied intersections as well as the closed loop truck network.
Mr. Eric Bosman, Planner with Kimley-Horn Engineering, spoke about the planning perspective about the consistency and compatibility of this proposal with the city's comprehensive plan and existing uses in the area.
Mr. Mike Makofski, Edward J. Batis & Associates, Appraisers, spoke about the subject property and the 3 years of research and studies.
Ms. Stacy Meyers, Openlands, appeared in opposition to the petition. She read a detailed letter into the record.
Commissioner Kella inquired about Parcels 18 and 19 on the annexation map. Mr. Osterberger responded.
