Will County Forest Preserve District Board of Commissioners met Nov. 10.

Here are the minutes provided by the board:

I. CALL TO ORDER 

II. EXPLANATION OF PUBLIC HEARING - VANDUYNE 

1. Explanation of Public Hearing 

President VanDuyne gave a brief explanation of the Public Hearing. 

"Pursuant to Chapter 50, Act 330 paragraph 3 of the Illinois Compiled Statues, the tentative  Appropriation and Budget Ordinance for the Forest Preserve District of Will County for fiscal  year beginning January 1, 2022 was available for inspection beginning October 8, 2021 at the Forest Preserve's Sugar Creek Administration Center, 17540 W. Laraway Road, Joliet,  Illinois. Notice of such availability was duly published October 8, 2021. Notice was also  published October 8, 2021 of a public hearing on the Appropriation and Budget Ordinance  to be held 9:30 AM, November 10, 2021, prior to the adoption of said Ordinance." 

III. EXPLANATION OF PROPOSED APPROPRIATION AND BUDGET ORDINANCE NO. 591 Executive Director Schultz reviewed some highlights of the 2022 Appropriation and Budget  Ordinance No. 591: 

• The District's 2022 Appropriation and Budget Ordinance No. 591 currently totals  $60,155,041, which includes two funds for annual operations (Corporate and Construction  and Development Funds); one bond fund for capital improvements and replacement; debt  service and four funds for the capital and replacement reserve programs. 

• The District’s 2022 debt service payments are estimated at $16,070,200, which is included  in the current year’s debt service levy.  

• The current 2022 operating budget is $19,104,646, which includes approximately  $1,000,000 of a planned fund balance draw down.  

• The 2022 budget includes full funding of the Vehicle Replacement Fund, Computer  Equipment Replacement Fund and Infrastructure Maintenance and Replacement Fund.  

• Staff has currently allocated $400,000 to its Annual Required Contribution (“ARC”) to fund  the OPEB Trust in full accordance with actuarial recommendations.
