Village of Manhattan Village Board met Nov. 2.

Here are the minutes provided by the board:

Mayor Adrieansen called the meeting to order at 6:00 P.M. Roll Call: Beemsterboer aye, Young aye, McDonough absent, Naughton aye, Adamski aye, Dilling aye (5 ayes, 0 nays, 0 abstain, 1 absent). Also present is Lewis, Sing, Gehrke, Wold, Nelson and Powell.

Mayor Adrieansen informs the Board of Trustees that there is a special item on the agenda. The presentation of awards for the Scarecrows on Parade Contest winners. Mayor Adrieansen thanks the judges of the contest and presents the 1st place award, $250 VISA Gift Card, to the Yates Family. The 2nd place award, $150 VISA Gift Card, went to Lowen’s Flower Farm but they were unable to attend the meeting.

Village Clerk Lewis informs the Mayor and Board of Trustees that there are two spelling errors in the Village Board Meeting Minutes for October 19, 2021 and asks the board to approve them with the corrections.

Dilling Motion to Approve the Consent Agenda: October 19, 2021, Village Board Meeting Minutes, with corrections, and Approval of November 2, 2021, Bills List. Adamski Second. Roll Call: Beemsterboer aye, Young aye, McDonough absent, Naughton aye, Adamski aye, Dilling aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Mayor Adrieansen informs the Board of Trustees that they have before them A Resolution Authorizing the Execution of a Contract Between the Village of Manhattan and Waste Management for Refuse, Recycling, and Yard Waste. This is a renewal contract with Waste Management for five years and service will remain on Mondays.

Village Administrator adds that the only change to the contract is there will be three street sweeps per year instead of one and yard waste is being extended to December 15th instead of November 30th.

Mayor Adrieansen informs the Board of Trustees that they have before them an Ordinance Amending Section 1-9-6 of the Village of Manhattan Code, Will County, Illinois (Collection Charge). This ordinance will allow the Village to engage collection agents to collect debts on behalf of the Village and pass along the agent’s fees to the debtors.

Mayor Adrieansen informs the Board of Trustees that they have before them a Resolution Demanding Payment on a Certain Irrevocable Letter of Credit for Fox Prairie Development, LLC (Commonly Known as the Ivanhoe Estates Subdivision) in the Village of Manhattan, Illinois.

Mayor Adrieansen informs the Board of Trustees that they have before them the 2022/2023 Fiscal Year Budget Assumptions and Tax Levy.

Finance Director Gehrke presents the assumptions and tax levy information.

The Mayor and Board of Trustees discuss the 2022/2023 Fiscal Year Budget Assumptions and Tax Levy. No action for this agenda item.

Mayor Adrieansen informs the Board of Trustees that they have before them an Authorization to Request for Qualifications for Well #7 Water Treatment Plant Engineering. The Village would like to send out RFQ’s to civil engineering firms with experience designing the Water Treatment Plant at Well #7.

Mayor Adrieansen informs the Board of Trustees that they have before them an Ordinance Increasing the Village’s Liability for Damage to Mailboxes in the Village of Manhattan, Illinois. The ordinance would increase the cash settlement from $50 to $100.

Dilling asks if AT&T received their permits yet for the Baker and Cedar Road Project. Administrator Sing informs him yes, they did and will be subcontracting the work.

Dilling would like an update on the pedestrian railroad crossing on North Street. The mechanism has been installed but the arms are not there. Administrator Sing will follow up.

Adamski Would like to acknowledge the Manhattan Police Department and Emergency Management Services for getting out there on Halloween and interacting with residents and kids that were trick-or treating. They did a great job. He would also like to remind the Mayor and Board of Trustees of the Manhattan American Legion Post 935 Open House coming up on Veteran’s Day, November 11th at the Manhattan Township Building from 4:30 P.M. – 8:00 P.M.

Naughton would like to congratulate the Lincoln-Way Marching Band for taking 1st Place at the State Competition.

Beemsterboer would like to thank Village Clerk Shelly Lewis for putting together the scarecrow contest and the placement of them downtown. They were in a great spot this year.

Village Administrator Sing informs the Mayor and Board of Trustees that the closing on the property at 195 S. State Street (Former Firehouse Restaurant building) is Thursday, November 4th.

Community Development Director Nelson informs the Mayor and Board of Trustees that there is interest from a developer in the Ivanhoe subdivision. Nelson will be bringing some concepts to the board soon.

Police Chief Wold asks the Mayor and Village Board of Trustees if they had any questions or concerns about the email, he sent out to them regarding towing services.

Trustee Beemsterboer has concerns that he would like to see if a person is found not guilty if the tow fees could be waived. The Board of Trustees have discussion about that topic. Police Chief Wold states that he would investigate it, and they can discuss it later.
