Village of Channahon Planning & Zoning Commission met Sept. 13.

Here are the minutes provided by the commission:

1. Call to Order

Meeting called to order at 6:01 p.m.

2. Pledge of Allegiance

3. Roll Call

Commissioners Gray, Madding, Warren and Chairman Ciarlette present. Commissioners Pershey and Sullivan absent.

4. Approval of Minutes – August 9, 2021

Motion to approve the minutes of August 9, 2021 meeting of the Planning and Zoning Commission made by Commissioner Madding. Seconded by Commissioner Gray. All Ayes, Motion Carried.

5. Public Hearing – Continued from August 9, 2021 Application for an Amendment to a Special Use Permit for an Automobile Laundry (Car Wash) in the C-3 Zoning District: Casey’s General Store Relocation generally located west of S. Center St. and south of W. Eames St. (U.S. Route 6) filed by Casey’s Retail Company

Motion to open the public hearing made by Commissioner Warren. Seconded by Commissioner Madding. All Ayes, Motion Carried.

Karen James presented the staff report.

Commissioner Warren asked what are the plans for the current Casey’s?

Mike Petrick stated once the new Casey’s is opened the old Casey’s will be shut down. The canopies and gas tanks will be removed from the current property. Petrick said Casey’s most likely will not be selling their current property for someone to use as a gas station. They would not want another gas station there for competition.

Warren expressed concerns regarding ground contamination and it hindering future redevelopment of the site. He asked if we can require Casey’s to have the land remediated to assure it will not be contaminated.

James said the State will be sure the land is not contaminated.

Lauren Downing of ARC Design Resources, Inc, the project engineer, stated that it is unlikely another station would locate next to the new Casey’s. She mentioned that the design tried to position the new site to best develop the remainder of the lot and the old site.

Warren inquired if it was appropriate to ask for Casey’s to come up with a plan for the old station. Tom Durkin said it could be in the Special Use Permit to have the ground confirmed safe after removal of the tanks and remove the canopy as done with a previous project.

James and Petrick both stated it was not included in the Casey’s Special Use Permit ordinance.

Chairman Ciarlette asked for clarification about the locations of the stone and brick for the new Casey’s.

Downing explained the colors of the store look different from the prints so she brought in samples for comparison. The samples were presented to the Commission.

Chairman Ciarlette called for any public comment. No public present chose to speak.

Motion to close the public hearing made by Commissioner Gray. Seconded by Commissioner Madding. All Ayes, Motion Carried.

6. Review and Recommendation – Amendment to a Special Use Permit for Automobile Laundry (Car Wash): Casey’s General Store Relocation, generally located west of S. Center St. and south of W. Eames St. (U.S. Route 6) filed by Casey’s Retail Company

Motion to recommend the Amendment to the Special Use Permit for Automobile Laundry (Car Wash) for Casey’s General Store Relocation subject to the following 6 conditions listed in the staff report and the addition of a 7th regarding removal of the fuel tanks and canopy within a year:

1 – All building, structures and all other improvements shall be developed, maintained and operated in conformance with all applicable laws, statutes, regulations and ordinances.

2 – The special use permit is only valid for the property currently reference by PIN 10-17-115-002- 0000.

3 – The Subject Property shall be developed, maintained and operated in conformance with the Site Plan attached as Exhibit B.

4 – The special use is only permitted in conjunction with the operation of an automotive service station.

5 – The hours of operation of the car wash shall be no earlier than 6:00 a.m. and not later than midnight.

6 – The fueling canopy and underground tanks located at 25258 W Eames Street (the existing Casey’s location) shall be removed and ground properly restored within twelve (12) months of issuance of the certificate of occupancy for 25235 W Eames Street.

7 – Staff review and approval of final engineering.

Motion made by Commissioner Gray. Seconded by Commissioner Madding. All Ayes, Motion Carried.

7. Review and Recommendation – Amendment to the Site Plan: Casey’s General Store Relocation, generally located west of S. Center St. and south of W. Eames St. (U.S. Route 6) filed by Casey’s Retail Company; to allow for the construction of a new convenience store with automobile fuel sales and 1-bay car wash facility on approximately 5.087 acres

Motion to recommend the Amendment to the Site Plan for Casey’s General Store Relocation made by Commissioner Gray. Seconded by Commissioner Warren. All Ayes, Motion Carried.

9. Other Business

Chairman Ciarlette inquired about what business might be going in the end unit of the building with River Hawk. Petrick answered that staff was not aware of any tenant at this time and that a new bar would be opening in the other multi-tenant building further east.

Petrick announced that new commissioner Larry Blackburn will be attending the October 13, 2021 meeting.
