V. APPROVAL OF MINUTES

VI. NEW BUSINESS CORRESPONDENCE

1. USACE DUPAGE RIVER FLOOD MITIGATION PROJECT

Scott Killinger said the Army Corps and I are going to start working on one of the neighborhoods in unincorporated Will County, which is in Plainfield Township. We're trying to set up a meeting with those residents. There's some buy-outs, some elevations and some dry flood-proofing. The synopsis is that we're moving forward with that project. I didn't think it was worth Imad coming this month, but he will probably be here maybe in September with an update. Any questions on that?

2. 2021 Project Program Discussion Itemized Budget for Will County Storm Water Management Committee 2021

Scott Killinger said to date we have five projects going, which accounts for $85,000 of the $150,000 that's in the budget.

I have two additional projects that I'm aware of. One is with New Lenox Township. I talked with him on the phone and I think we'll have that one for September. There's also the City of Joliet, which is why Mike's here. I'm going to talk to him about that one some more afterwards.

The Village of Plainfield has a project and I haven't heard back from him.

Randall Jessen said I'll check with him and see.

Scott Killinger said check with him and let me know. We have the money to do it. I’ve emailed him a couple times and I haven’t heard back from him.

If we have those 3, we’d be up to $123,000. If you’re aware of more projects, there is a little bit more room for a couple more projects this year.

3. Consent Agenda

1. Support of the Rock Creek Watershed Based Plan and partial funding of the local match required for IEPA Section 319(h) Grant

CONSENT AGENDA: Support of the Rock Creek Watershed Based Plan and Partial Funding of the Local Match Required for IEPA Section 319(h) Grant

Scott Killinger said we discussed this at the last meeting. Everyone was pretty much in favor of supporting it, however, we didn’t have a quorum. We had a quorum when we started the meeting then people had to drop out. So, we didn’t pass the Resolution.

We’re not going to be able to do it this month either.

I’ll let them know that unless something changes, it’s still our intention to support that. I think the EPA understands.

Jonathan Dykstra said I’m sure they said there wasn’t really a timeline.

Scott Killinger said the EPA understands that it’s difficult right now. It’s difficult sometimes to get a Resolution under the best of circumstances and clearly it’s not the best of circumstances.

Jonathan Dykstra said we can look at it in September.

Scott Killinger said I suspect there will be a meeting in September. I will probably have a project from Joliet and New Lenox Township. We’ll also have the Rock Creek Watershed and possibly a project from Plainfield.

VII. REPORT OF OFFICERS, SUBCOMMITTEES, STATE'S ATTORNEY AND/OR STAFF None.

VIII. ANNOUNCEMENTS/COMMITTEE COMMENTS

Randall Jessen said I do have a question. With the vacancies that we have currently, are the County Board Members from those districts trying to get those filled?

Dawn Tomczak said they have been informed of all the vacancies. There's a procedure that should be in place in selecting those candidates. A lot of times you have to reach out to the mayors from that district. Then, the mayors will give recommendations. The County Executive has been informed of the vacancies, but I don't know where they're at with it. They do know that they are vacant and I'm sure they're in the process of trying to come up with some candidates. Again, if anybody knows people that are interested, it would probably speed up that process.

Randall Jessen asked, is there anything that would prohibit the Committee Member in reaching out to people?

Dawn Tomczak said you have to be within that district, living in that district. Randall Jessen said there's a fair amount that are vacant.

Scott Killinger said we know Gapsevich is vacant, but one of those two gentleman there is probably going to take his place. We know Wheatland Township is vacant and we're working with someone that has already applied. He is the new Township Highway Commissioner.

Randall Jessen said I know when things got re-districted, because of them we had more spots to fill. Even before then, it was sometimes a challenge to get a quorum.

Dawn Tomczak said again, within your district, if there is a vacancy and you want to reach out to people who are interested, give them my name and number and I'll get them the application to fill out. Then the application goes to the County Executive and then approved by the County Board.

Scott Killinger said the whole process takes a little time.

Dawn Tomczak said they were working on it and then COVID happened.

Ken Carroll asked, has the new districts been set?

Dawn Tomczak said I have not been informed, but I will find out.

Ken Carroll said some of us are in certain districts now and if we want to continue on we have to know where to go.
