City of Joliet Public Service Committee Met March 15.

ROLL CALL

Present Larry E. Hug and Bettye Gavin

Absent Terry Morris

ALSO PRESENT: Greg Ruddy- Director of Public Works, Allison Swisher - Director of Public Utilities, and Amy Ferris - Deputy Director, Engineering.

APPROVAL OF MINUTES

A motion was made by Councilwoman Gavin, seconded by Councilman Hug, to approve the Minutes of the March 1, 2021 Public Service Committee Meeting. The motion carried by the following vote:

Aye: Hug and Gavin

Absent: Morris

CONTRACTS

a. Award a Contract for the 2021 - 2023 City of Joliet Mosquito Abatement Program to Clarke Environmental in the amount of $34,383.00, $35,070.00, and $35,772.00

Greg Ruddy, Director of Public Works, discussed the 2021 - 2023 City of Joliet Mosquito Abatement Program, in the amount of $34,383.00, $35,070.00, and 35,772.00, to Clark Environmental Mosquito Management, Inc.

b. Approve Purchase for Sensus Advanced Metering Infrastructure (AMI) Base Station for Rock Run Water Tower to Core & Main in the amount of $34,500.00

Terry Morris joined the meeting at 4:37 pm.

Amy Ferris, Deputy Director - Engineering, discussed the purchase of an AMI base station for Rock Run Water Tower, in the amount of $34,500.00, on behalf of Core & Main.

c. Purchase Water Metering Equipment on behalf of Core & Main in the amount of $166,898.00

Amy Ferris discussed the purchase of Water Metering Equipment, in the amount of $166,898.00, on behalf of Core & Main.

d. Award a Contract for the 2021-2024 City of Joliet Landscape Maintenance Contract - East to Balanced Environments in the amount of $341,976.00

Greg Ruddy discussed the 2021-2024 City of Joliet Landscape Maintenance Contract - East, in the amount of $83,000.00 for 2021, on behalf of Balanced Environments.

Further conversation will be had with Public Works and Beary to see if they can handle both contracts. Greg Ruddy will report back to the council by the meeting on 3/16.

A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve with conditions Contract items No. ID-311-20.

e. Award a Contract for the 2021-2024 City of Joliet Landscape Maintenance Contract - West to Beary Landscaping in the amount of $362,400.00

Greg Ruddy discussed the 2021-2024 City of Joliet Landscape Maintenance Contract - West, in the amount of $89,280.00 for 2021, on behalf of Beary Landscaping.

f. Award a Contract for the Emergency Cleaning of the 8’x10’ Arched Concrete Utility Tunnel to Sheridan Plumbing and Sewer in the amount of $102,743.60

Allison Swisher, Director of Public Utilities, discussed the emergency cleaning contract of the 8' x 10' Arched Concrete Utility Tunnel, in the amount of $102,743.60, on behalf of Sheridan Plumbing.

g. Approve a Professional Services Agreement for the 2021 Annual Service Agreement for Sewer System Monitoring to Emnet, LLC in the amount of $57,734.00

Amy Ferris discussed the Professional Service Agreement for Sewer System Monitoring, in the amount of $57,734.00, on behalf of EmNet, LLC.

h. Approve Payment for Emergency Repairs to Waterline at the Des Plaines River Crossing to Airy’s Inc. in the amount of $43,129.24

Allison Swisher discussed the Emergency Repairs to Waterline at the Des Plaines River Crossing, in the amount of $43,129.24, on behalf of Airy's Inc.

i. Award a Contract for the Upgrade to the Eastside Wastewater Treatment Plant Aeration Controls System to APG Neuros in the amount of $176,980.00

Allison Swisher discussed the upgrade to the Eastside Wastewater Treatment Plant Aeration Controls System, in the amount of $176,980.00, on behalf of APG Neuros.

j. Award a Contract for the Well 22D Rehabilitation Project to Great Lakes Water Resources Group, Inc. in the amount of $662,280.00

k. Award a Contract for the Well 24D Rehabilitation Project to Water Well Solutions in the amount of $164,340.00

l. Award a Contract for the Well 25D Rehabilitation Project to Water Well Solutions, Inc. in the amount of $171,325.00

A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval to the full Council Contract Items No. ID-310-20, ID-312-20, ID-313-20, ID-314-20, ID-315-20, ID-316-20, ID-317-20, ID-318-20 and ID-319-20.

The motion carried by the following vote:

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS

a. Approve Change Order No. 1 for the Well 21D Rehabilitation Project to Layne Christensen in the amount of $114,915.00

Allison Swisher discussed Change Order No. 1 for Well 21D, in the amount of $114,915.00, on behalf of Layne Christensen Company.

A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval to the full Council Change Orders/Pay

Estimates/Final Payments Item No. ID-320-20.

ORDINANCES AND RESOLUTIONS

Amy Ferris discussed the annual Wyland Mayor's Challenge for Water Conservation.

b. Resolution Accepting a Public Utility Easement from Messiah Lutheran Church (40 Houbolt Road) for the Essington and Jefferson Interceptor Sewer Project

Amy Ferris discussed the Resolution accepting a Public Utility Easement for the Essington and Jefferson interceptor Sewer Project on behalf of Messiah Lutheran Church.

A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval to the full Council Ordinances and Resolutions Item No's ID-321-20 and ID-322-20.

The motion carried by the following vote:
