Village of Manhattan Planning and Zoning Commission Met Dec. 8.

CALL TO ORDER:
Acting Chairman Steven Krol called the meeting to order at 6:00 p.m.
ROLL CALL:
Present were: William Borgo – absent, Steven Krol – aye, Kyle Robbins – aye, Guy Jendras – aye, Michael Kramerich - aye. Also present were Community Development Director, Marc Nelson, and Building and Zoning Clerk, Chloe Dillow.
APPROVAL OF MINUTES FROM SEPTEMBER 22, 2020 MEETING:
Acting Chairman Krol asked if all board members had reviewed the minutes and if there were any changes. They were none. A motion was made by Robbins to approve the minutes of the September 22, 2020 meeting and seconded by Jendras. Roll call: Krol - aye, Robbins – aye, Jendras – aye, Kramerich – aye, Borgo – absent. (4 ayes, 0 nays, 0 abstain, 1 absent). Motion carried.
PUBLIC HEARING FOR A VARIANCE OF THE FRONT YARD SETBACK REQUIREMENTS TO ALLOW AN ACCESSORY STRUCTURE WITHIN 8 FEET OF A FRONT YARD LINE AND A VARIANCE OF GENERAL LOT COVERAGE REQUIREMENTS FOR AN ACCESSORY STRUCTURE AT 375 SOUTH THELMA AVENUE
A motion was made to open the Public Hearing regarding a variance of the front yard setback requirements to allow an accessory structure within 8 feet of a front yard line and a variance of general lot coverage requirements for an accessory structure at 375 South Thelma Avenue. Motioned by Kramerich and seconded by Robbins. Roll call: Robbins – aye, Jendras – aye, Kramerich – aye, Borgo - absent, Krol - aye. (4 ayes, 0 nays, 1 absent). Motion carried.
Community Development Director Marc Nelson confirms Notice of the Public Hearing was placed in the newspaper.
Community Development Director Nelson presents the staff report. Nelson reported that John Medvid of 375 South Thelma Avenue is requesting a Variance of the front yard setback requirements to allow an accessory structure within 8 feet of a front yard line and a Variance of general lot coverage requirements for an accessory structure. The applicant is proposing to remove the existing garage on the site and replace it with a 30x40 garage.
The garage will utilize the same siding and shingles as the primary structure.
Several nearby residences have similar garage sizes and property locations which would not alter the essential character of the neighborhood.
Acting Chairman Krol inquired to other interested parties or any further questions.
Resident John Medvid discussed his plans for the garage.
A motion was made to close the Public Hearing regarding a variance of the front yard setback requirements to allow an accessory structure within 8 feet of a front yard line and a variance of general lot coverage requirements for an accessory structure at 375 South Thelma Avenue by Robbins and seconded by Krol. Roll call: Jendras – aye, Kramerich - aye, Borgo – absent, Krol – aye, Robbins - aye. (4 ayes, 0 nays, 1 absent). Motion carried.
