Village of Frankfort Village Board Met Nov. 2.

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order at 7:00 P.M.
Clerk Brian Feehery called the roll. In attendance were Mayor Jim Holland, Clerk Brian Feehery, Trustees Adam Borrelli, John Clavio, Margaret Farina, Keith Ogle, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Police Chief John Burica, Village Administrator Rob Piscia, and Asst. Village Administrator Jeff Cook. Trustee Jessica Petrow was absent.
APPROVAL OF SPECIAL ORDERS – UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

a. Special Use Permit for Planned Unit Development – Ordinance
(Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3270) GRANTING A SPECIAL USE PERMIT FOR A PLANNED UNIT DEVELOPMENT FOR THE HOMESTEAD COMMERCIAL DEVELOPMENT LOCATED AT THE SOUTHWEST CORNER OF LARAWAY AND WOLF ROAD, FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, to permit the construction of a 9,600 square foot multi-tenant commercial shopping center on the property located at the southwest corner of Laraway and Wolf Road, in accordance with the reviewed plans and public testimony.
b. Special Use Permit for Outdoor Seating – Ordinance

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3271) GRANTING A SPECIAL USE PERMIT FOR OUTDOOR SEATING TO CERTAIN PROPERTY LOCATED WITHIN THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (HOMESTEAD COMMERCIAL DEVELOPMENT – SOUTHWEST CORNER OF LARAWAY AND WOLF ROAD), in connection with a 9,600 square foot multi-tenant commercial shopping center on the property located at the southwest corner of Laraway and Wolf Road, in accordance with the reviewed plans and public testimony and conditioned upon no outdoor music.
c. Preliminary Plat Approval
Accept the Plan Commission recommendation and approve the Preliminary Plat for Southwest Corner Laraway & Wolf Retail, Frankfort, Illinois, prepared by DesignTek Engineering, Inc., dated 10.18.2019, last revised 10.29.2020, in accordance with the reviewed plans.
2. Plat of Dedication: One North White Street – Ordinance
(Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3272) AUTHORIZING ACCEPTANCE AND APPROVAL OF A PLAT OF DEDICATION TO THE VILLAGE OF FRANKFORT BY THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, for certain property located at One North White Street (affects PIN 19-09-100-040-0000), for public street and public utilities purposes.
Trustee Ogle made a motion (#1), seconded by Trustee Farina, to approve the Unanimous Consent Agenda.
Trustees Clavio and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken.
Resident Dave Sesterhenn voiced his appreciation for the removal of the drive-thru component of the proposed commercial development. He voiced concerns about the current site layout, traffic patterns, and its proximity to the adjacent residential properties in the Homestead Subdivision.
Clerk Feehery called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, and Savaria. Nays: None. Absent: Trustee Petrow. The motion carried.
MAYOR’S REPORT
∙ Mayor Holland announced the following upcoming events: virtual Veteran’s Day Ceremony (November 11); Small Business Saturday (November 28); and holiday beautification award nominations (due December 17).
∙ Mayor Holland announced the leaf collection program is underway and will continue through the week of November 23, noting one final branch and leaf collection is scheduled for Monday, November 30.
∙ Mayor Holland announced the Village Administration offices will be closed on Wednesday, November 11, in observance of the Veteran’s Day holiday.
POLICE DEPARTMENT REPORT
Chief Burica recognized Sgt. Leanne Bender, Detective Jay Sanders, Officer Ken Monreal, and Community Services Officers Luke Hohman, Lucas Michaels, and Anthony Lefko for participating in the Frankfort Police Department Spooky Squad Halloween parade. He alerted residents to a spike in fraudulent unemployment insurance claims and advised residents to file a report with the police department if you suspect identity theft. Chief Burica encouraged the public to report any suspicious activity and to lock residences and vehicles and put garage doors down at night.
VILLAGE ADMINISTRATOR’S REPORT
Administrator Piscia reported One North White Street is available for inspection on November 2, November 4, and November 6, for those who have registered with the Village to acquire the Due Diligence Packet and submitted the Site Access Agreement form. He stressed the importance of placing leaves in the parkway for collection by the Village and not on the streets to avoid potential flooding during rain events. He noted one final branch collection will be conducted on Monday, November 30.
VILLAGE ATTORNEY’S REPORT
Village Attorney Lamore had no report.
OTHER BUSINESS
The Village Board commented on the various Halloween activities that took place over the weekend, including the Police Department’s Spooky Squad Parade, Halloween Window Walk event, and the creativity with trick or treating in light of the COVID-19 pandemic. Members also commented on Veteran’s Day and recognized all the men and women who have served our country, including Mayor Holland, Trustee Savaria, and Trustee Clavio’s father. Residents were encouraged to perform a safety check and replace all batteries in carbon monoxide alarms and smoke detectors. A happy birthday was extended to Trustee Ogle and Harper Petrow, who had the honor of a 25-hour birthday yesterday with the ending of Daylight Savings Time.
The public was encouraged to vote tomorrow, November 3, for the Presidential Election, noting residents can locate their polling place at www.thewillcountyclerk.com. It was reported 4,121 voters participated in Early Voting at the Village Administration Building during the ten-day period. Members acknowledged staff members Theresa Cork, Sue Lynchey, and Heather Smith for their efforts with Early Voting. A shout out was also given to the Public Works Department for their efforts with various municipal services.
Administrator Piscia reported the Village submitted its request and received approval for funding under the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act. He also reported waiver of license renewal fees for local businesses will be discussed at a Village committee meeting scheduled for Tuesday, November 10.
PUBLIC COMMENT
No public comments were received by the Village Board.
ADJOURNMENT
Hearing no further business, Trustee Ogle made a motion (#2), seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, November 2, 2020. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:30 P.M.
