Village of Shorewood Village Board met Sept. 22.

Here is the minutes provided by the board:

Due to the outbreak of Covid 19, the Village of Shorewood is permitting, but discouraging, in person attendance at the Village meetings. Those attending the meeting will be required to comply with social distancing and other requirements. The Village will enforce the Governor's executive order prohibiting the gathering of 50 or more people so some may not be permitted to physically attend.

However, attendance will also be allowed by phone or videoconference. The meeting may also be viewed on SCCTV Comcast channel 6 or AT&T U-verse channel 99. The meeting can also be streamed live on the Village website at http://vil.Shorewood.IL.US/government/video.aspx.

AGENDA

Mayor Richard Chapman Called To Order The Regular Meeting Of The Shorewood Village Board At 7:00 P.M.

The Meeting Was Conducted Both Electronically Through A Conference Call Which Was Authorized By Governor Pritzer Via The Open Meetings Act Per Attorney Dave Silverman And The Board And Administrator At The Village Hall.

ROLL CALL 

After the Pledge of Allegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Stevan Brockman, Dan Warren, Daniel Anderson, Anthont M, Luciano. Also present, Village Administrator James Culotta, Police Chief Aaron Klima, Noriel Noriega Public Works Superintendent, Economic Development Director Kelley Chrisse, Anne Burkholder Finance Dir and Attorney Dave Silverman. Also present electronically were: Chief building Official John Komorowski, Absent: Trustee Kirkland The number present constitutes a quorum.

CITIZENS 

The pubic was invited to listen to the meeting and make comments, or email their comments to the Village Administrator all prior to the meeting. Max Cedano requested a variance regarding the keeping of backyard hens after receiving a citation from the Village. He had over 1000 signatures on a petition from Shorewood residents in favor of the backyard hens. Tonya Garcia called in and spoke up in support of Mr. Cedano.

CONSENT AGENDA

1. Approval of the regular meeting minutes on September 8, 2020 2. Approval of the accounts payable in the amount of $886,393.42

Trustee Anderson made the motion to approve the Consent Agenda as corrected. Seconded by Trustee Luciano. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, and Brockman. Nays: None. Absent: Kirkland. Approved. Motion Carried

REPORTS AND COMMUNICATIONS 

Proclamations, comments etc.

Clerk Diane Lambert relayed the press release regarding the consolidated election coming up.

The Consolidated Election will be held April 6, 2021 for local elected officials. Petitions and election materials are available at the Shorewood Village Hall located at One Towne Center Boulevard, beginning on Tuesday, September 22, 2020 between the hours of 8:00 AM to 4:30 PM. There are five positions up for election; three members of the Board of Trustees, Village President, and Village Clerk. These positions are four year terms. The first day to file petitions is December 14, 2020 at 8:00 AM and the last day to file is December 21, 2020 at 5:00 PM. Mayor Chapman announced that every year the Federal Government comes out with the proclamation regarding Constitution week. They have designated September 17 through the 23rd, 2020 as Constitution Week to commemorate the 233rd anniversary of the drafting drafting of the Constitution of the United States of America with ceremonies and activities. Mayor Chapman urges all citizens to study the Constitution and the privileges it provides each and every one of us.

Trustee Warren made the motion to accept the Proclamation. Trustee Anderson Seconded. All in favor.

Pauline Herpey, Constitution Week chairperson, of the Daughters of the American Revolution are from Lewis Joliet Chapter. The group is from Plainfield, Shorewood and surrounding towns. They attended the Village meeting to accept the Proclamation and to promote Constitution Week. Other members of the DAR in attendance, were Cyndi Valencia, Mary Erhardt Lyn Freebus, and Lona Jakaitis.

ORDER OF BUSINESS

1. Presentation of the March 31, 2020 Comprehensive Annual Financial Report

Anne Burkholder, Finance Dir., presented to the Village Board, for their acceptance, the Village of Shorewood's financial statements and independent auditors report for the year ending March 31, 2020 prepared by Sikich LLP.

Anthony Cervini, reported that the Village of Shorewood was awarded a certificate of achievement for excellence in financial reporting from the Government Finance Officers Association for comprehensive annual financial reports each year from 2007 through 2019. Mr. Cervini reported that the accounting records for the audit are in good order. The staff recommends that the Village Board officially accept the 2020 Comprehensive Annual Financial Report. No action was taken.

2. Consideration for approval of an Ordinance 20-1988 Amending Titles 3 and 10 of the Shorewood

Village Code, regarding Definitions; Agricultural uses; Fences; Visibility on Corner Lots; Screening of Mechanical Equipment; Educational Facilities; Health and Fitness; Instructional; Massage; Personal Care and Tatoo Uses; and Commercial Kitchens. 2nd Read

Kelley Chrisse noted that the revision is relative to the clarification regarding mechanical equipment. She stated that the screening requirement is exempt for single-family and attached and detached dwellings.

Trustee Brockman stated that he was against gambling, marijuana, and tattoos, and preferred it be taken out of the Ordinance. Trustee Luciano noted that the CAC meeting most of the committee members were against backyard chickens.

3. Consideration for approval of an Ordinance 20 – 1989 Granting an Amendment to the Conditional Use for the Shorewood Crossings Plan Unit Development in the Village of Shorewood, Will County, Illinois (Summit Creek townhomes) first read.

The Summit Creek HOA is requesting an amendment to the approved landscape plan that dates back to 2002. Staff is presenting an ordinance approving an amendment to the Shorewood Crossings Planned Unit Development to revise the landscape plan for Summit Creek Townhomes and recommends waiving of the 2nd read and approval of the same.

Trustee Anderson made a motion to approve Ordinance 20 - 1989 Granting an Amendment to the Conditional Use for the Shorewood Crossings Plan Unit Development in the Village of Shorewood, Will County, Illinois (Summit Creek townhomes) and waive the 2nd Read. Seconded by Trustee Luciano. Roll Call: Yeas: DeBold, Luciano, Warren, and Anderson. Nays: None. Absent: Kirkand. Approved. Waived the 2nd read. Motion Carried,

4. Consideration for approval of resolution 20 R-991 Instituting a Moratorium on the Enforcement of Certain Provisions of the Village of Shorewood Temporary Sign Regulations.

Kelley Chrissereported that the Board approved a temporary moratorium on sign enforcement at the May 8, 2020 Board meeting as a way to provide greater exposure for struggling small businesses and allow them to better communicate their available services and hours. Staff recommends that the Village Board approve temporary sign relief for small businesses until the Gubernatorial Disaster Proclamation expires as presented.

Trustee DeBold made a motion to approve Resolution 20 R-991 Instituting a Moratorium on the ons of the Village of Shorewood Temporary Sign Regulations. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Luciano, Warren, Brockman and Anderson. Nays: None. Absent: Kirkand. Approved. Motion Carried,

5. Consideration for approval of Amendment 1 with Hitchcock Design Group for Design Services for Cene's Four Seasons Park Pickleball/Tennis/Basketball Courts Refurbishment.

Noriel Noriega, Public Works Dir. stated that the project started in late 2019 when the Village's plan was to resurface the basketball courts and change the N. Tennis Ct. to a Pickelball court. Since a specialty contractor is necessary for the work, Noriel suggests to move forward with Hitchcock design group and make an amendment to the contract for approximately $1500 additional design work.

Trustee Anderson made the motion to Approve Amendment 1 with Hitchcock Design Group for Design Services for Cene's Four Seasons Park Pickleball/Tennis/Basketball Courts Refurbishment Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Luciano, Warren, Brockman and Anderson. Nays: None. Absent: Kirkand. Approved. Motion Carried,

6. Consideration for storm damage removal.

Noriel Noriega reported that due to all the storms of late, there was about 80 Parkway trees and lots of other branches and limbs on the Village's Mound Road property. He presented the Board with some figures to get rid of all the trees and debris. Staff recommends the Village Board waive the bid process and award the contract to Best Budget Tree and Landscaping Service in the amount not to exceed $15,000 for the storm damage disposal located at the future Public Works facility along mound Road.

7. Consideration for approval of Ordinance 20 – 1991 creating an additional class D-1 license

Trustee Anderson made the motion to approve Ordinance 20 – 1991 creating an additional class D-1 license, contingent upon ALDI's successful FBI background check. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Luciano, Warren, Brockman and Anderson. Nays: None. Absent: Kirkand. Approved. Motion Carried.

Mayor Chapman wanted the board to consider waiving fees for bars and restaurants such as the business, license and gaming fees, to help them out during the pandemic. Administrator Culotta noted that the Village was fiscally sound and the amount of approximately $116,000 in waived fees would not be a detriment to the Village's budget.

Trustee Anderson- Updates for September 22, 2020 Road Patchwork Completed at Shorewood and Ridge Rd. Public Works is working on stump removal. 68 Storm sewer outflows are to be inspected.

There some root infiltration in the storm sewers. Sept. 28th flushing. Rust packets are available at the Village hall. Leaf pickup is October 12th

Trustee Brockman-The next P & Z meeting will be October 7th at 7:00 PM at the Village hall. There are 3 agenda items. An amendment to the Brook Forest Plaza PUD to approve a therapeutic day school use. A building addition and additional signage at 247 Brookforest Ave. Rezoning from R1 to B1 to allow operation of an office at 102 Summer St..Amendment to Shorewood Crossings PUD to approve signage at 910 Brook Forest Ave.

Trustee DeBold Parks and Recreation Update for September 22, 2020 The Village splash pads are closed for the season. September 18th and 19th were the Community Wide Garage Sales. They were quite successful. The Shorewood scavenger hunt is October 9 to October 16. Please check the village website for details. Check social media, constant contact and the Village website for futurer updates.

Trustee Luciano The next meeting is September 24th, at 7:00 p.m. in the Board room, Streaming and calling in remotely. For those attending in person the board room will be set up for social distancing and attendees must wear protective face coverings.

The CAC will be looking for input regarding Halloween trick-or-treating, and discussing Covid 19 and Pandemic updates and food trucks in Shorewood. All residents are invited to attend. There will be information for calls and streaming on the CAC website. Trustee Luciano will report back to the Board regarding the discussions. If anyone is interested in joining the Ctizens Advisory Committee, they can contact him or any members of the committee through their emails found on the Village website.

Mayor Chapman requested that the residents of Shorewood to please follow the science regarding Covid 19 and the Pandemic.

EXECUTIVE SESSION

Personnel, to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees. There was no executive session.

Trustee Anderson made a motion to adjourn from the regular meeting. Seconded by Trustee Luciano. Roll Call: Yeas: DeBold, Luciano, Anderson, Warren, and Brockman. Nays: None. Absent; Trustee Kirkland Approved. Motion Carried. 8:08 P.M
