The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 8:00 p.m., September 22, 2020, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

Mayor Mary Alexander-Basta requested long-time Bolingbrook Daniel Wiesbrook to lead the pledge to the Flag. Danny's relatives are one of the first farm families that settled in the Bolingbrook area.

FIRE PREVENTION WEEK, October 4th through October 10th, 2020: Mayor Basta proclaimed the week of October 4th through October 10th, 2020, as FIRE PREVENTION WEEK throughout the Village, and urged all the residents of Bolingbrook to be aware of their surroundings, look for available ways out in the event of a fire or other emergencies, respond when the smoke alarm sounds by exiting the building immediately, and to support the many public safety activities and efforts of Bolingbrook's Fire and Emergency Services during Fire Prevention Week 2020. Jeff LaJoie, Bolingbrook Fire Marshal accepted this proclamation. Jeff LaJoie shared that this year's theme "Serve Up Safety in the Kitchen". This year, because of COVID, they will not be having a poster contest. Instead, they will be having four different coloring pages. You can find those on the Fire Department's Facebook page along with the submittal instructions. The local schools are aware of this program and to date they have had good responses.

MOTION APPROVING LOW BID FROM SCHROEDER ASPHALT FOR THE 2020 PAVEMENT PATCHING PROGRAM (VARIOUS STREETS} IN THE AMOUNT OF $145,790.00
Motion Jaskiewicz, second Carpanzano to accept a motion approving a low bid from Schroeder Asphalt for the 2020 Pavement Patching Program (various streets) in the amount of $145, 790.00.
This motion accepts the low bid from Schroeder Asphalt Services Inc. for the 2020 Pavement Patching Program. Six (6) bid packets were sent out and three (3) bids returned. The low bid was $145,790.00. The budgeted amount was $225,000.00. The Public Services Committee has reviewed and recommends acceptance.

A RESOLUTION OF THE VILLAGE OF BOLINGBROOK AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT FOR CORONAVIRUS RELIEF FUNDS PROVIDED TO DUPAGE COUNTY UNDER THE CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY ACT ("CARES ACT")
Motion Watts, second Carpanzano to adopt a resolution of the Village of Bolingbrook authorizing an Intergovernmental Agreement for Coronavirus relief funds provided to DuPage County under the Coronavirus Aid, Relief and Economic Security Act ("Cares Act")
This resolution approves an Intergovernmental Agreement with DuPage County for the administration of CARES Act funding. The Village has submitted a request for $76,982.40 on COVID-19 related expenses. In order to process the request the County requires a participation agreement.

Motion Lawler, second Zarate to adopt a resolution of the Village of Bolingbrook authorizing an Intergovernmental Agreement for Coronavirus relief funds provided to Illinois Department of Transportation under the Coronavirus Aid, Relief and Economic Security Act ("Cares Act") for Bolingbrook Clow International Airport.
This resolution approves an Intergovernmental Agreement with the Illinois Department of Transportation (Division of Aeronautics) for the administration of CARES Act funding for Bolingbrook Clow International Airport. The grant of $30,000.00 is to offset expenses connected to COVID-19. The State requires the participation agreement before it will disburse
the funds.

APPROVING HOMER TREE CARE, INC. FOR RESIDENTIAL BLOCK TREE TRIM
Motion Jaskiewicz, second Carpanzano to adopt a resolution approving Homer Tree Care Inc. for residential block tree trim.
This resolution approves a contract with Homer Tree Care Inc. for fall tree maintenance. The contract includes tree pruning, removal, and limb thinning. The trimming includes removal of limbs affecting streetlight operations. The trimming covers approximately 4,000 trees located on Village properties and parkways throughout the Village. The cost is not to exceed $225,000.00. The Public Services Committee has reviewed and recommends approval.

APPROVING THE QUOTATION FROM PARKSON CORPORATION FOR REPLACEMENT OF THE MECHANICAL BAR SCREEN AT THE ROYCE ROAD TREATMENT FACILITY (SUBJECT TO ATTORNEY APPROVAL)
Motion Lawler, second Zarate to adopt a resolution approving the quotation Parkson Corporation for replacement of The Mechanical Bar Screen at the Royce Road treatment facility (subject to attorney approval).
This resolution approves the purchase of a replacement piece of equipment at the Royce
Road Sewage Treatment Facility. The existing raw sewage "bar screen" is over thirty (30) years old. The equipment is old and worn out. The purchase is from Parkson Corporation in the amount of $301,000.00. The budgeted amount was $330,000.00. The Village staff will perform the installation. The Public Services Committee has reviewed and recommends approval.
Mayor Basta shared the life expectancy of the new equipment is 25 to 30 years which is the age of the unit that is currently in place.

ORDINANCE 20-052
APPROVING AN AMENDMENT TO A SPECIAL USE PERMIT FOR A PLANNED DEVELOPMENT WITH VARIANCES AND FINAL DEVELOPMENT PLAN FOR DREW ENTERPRISES DEVELOPMENT (650 E. 107TH STREET)
Motion Watts, second Zarate to pass an ordinance approving an amendment to a Special Use Permit for a Planned Development with Variances and Final Development Plan for Drew Enterprises Development (650 E. 107th Street.)
This ordinance amends a Special Use Permit and Variances for Drew 6, LLC. The overall site at the northeast corner of 107th Street and Beaudin Boulevard is 21.46 acres. The amendment concerns Lot 1 (3.06 acres). The original Special Use Permit was approved in 2013. The modification is to an existing stormwater facility. The reconfiguration will allow for expansion of a parking lot and a future building by providing a combination of underground storage of stormwater and a partial "fee in lieu" of detention. The petitioner is requesting six (6) associated development code variances, including allowance of truck/trailer storage. The Plan Commission has reviewed and recommends approval.
Note: An adjacent parcel, which is in Woodridge (. 76 acres}, also contains some of the sites' stormwater requirements.

AMENDING CHAPTER 11 (FOOD AND FOOD ESTABLISHMENTS) OF THE MUNICIPAL CODE OF THE VILLAGE OF BOLINGBROOK (FOOD TRUCKS)
Motion Watts, second Jaskiewicz to pass an ordinance amending Chapter 11 (food and food establishments) of the Municipal Code of the Village of Bolingbrook (food trucks).
This ordinance amends Chapter 11 of the Municipal Code. It deletes the current Article 7 "Food Vehicles" and replaces it with a comprehensive approach to the application and permitting process of food trucks. This ordinance is a staff initiative and is a result of the increased popularity of food trucks. The Public Services Committee has reviewed and recommends approval.

APPROVING THE GRANT OF EASEMENT AGREEMENT BETWEEN THE VILLAGE OF BOLINGBROOK AND DREW 61 LLC REGARDING LOT 1 AND LOT 2 IN THE MARMON KEYSTONE SUBDIVISION
Motion Watts, second Zarate to pass an ordinance approving the Grant of Easement agreement between the Village of Bolingbrook and Drew 6, LLC regarding lot 1 and lot 2 in the Marmon Keystone subdivision.
This ordinance accepts a stormwater easement from Drew 6, LLC. The easement is needed to preserve the overland flood route for conveyance of upstream drainage across lots 1 and 2 in the Marmon Keystone subdivision. The property is located at the northeast corner of 107th Street and Beaudin Boulevard (South of Joliet Road - Route 66).

Provided information on Heart Haven Outreach Barbecue Celebration Golf Awards. It will be on Wednesday, October 7th at 6:00 p.m. at the Bolingbrook Golf Club. Please help support this event, which assists Bolingbrook's young adults.
Shared details on the Catholic Charities, hosted by Community Service Council, every Friday from 9:00 a.m. to 1 :00 p.m. Emergency services and homeless prevention specialists will be available to help individuals who may need assistance. Resources includes food vouchers, clothing vouchers, financial assistance for prescriptions, rent mortgages assistance, utility assistance and referrals to other community services.
TRUSTEE LAWLER
Announced that the Bolingbrook IT Commission will be hosting an educational event this Thursday, September 24th at 7:00 p.m. in partnership with the Fountaindale Public Library. It is a Zoom session. They will be covering how to navigate the Google Chrome application. He thanked the IT Commission for doing the outreach program and providing some education for the community.
Shared information on two golf outings, which he is involved with both organizations as a volunteer. The Knights of Columbus, Council 6521 of St. Dominic is hosting their nine-hole golf outing next Sunday. This event's goal is to raise funds for the intellectually disabled community. The other event is hosted by the Bolingbrook Lion's Club on October 1st. The Lions Foundation supports visually and hearing disabled members of our community.
Provided information regarding the final "Concerts on the Hill". Shared that if residents feel safer at home or at a watch party with family members, you can also watch it on Facebook Live, Bolingbrook Community Television or the bolingbrook.com website and click on BCT live. He added that staff has done a great job and Dave Tomsky has the best stage crew on
the planet.

Shared a community alert from the Bolingbrook Police Department. There has been an increase of residential and motor vehicle burglaries. Please take the necessary steps to prevent this happening to you. Lock your doors, your vehicle and your home, keep valuables out of sight and use exterior house lighting. In the event you see something, say something.
The Bolingbrook police non-emergency number is (630) 226-8670. Remain vigilant and report any suspicious activity.
Provided information on the Spirited Pearls Foundation. The sorority Alpha Kappa along with Arnita Health, Shai Sigma Omega Chapter and the Top Ladies of Distinction are presenting the "Pink is the New Hope". It is a breast cancer awareness event to be held on Monday, October 5th at 7:00 p.m. Free mammograms will be offered. For more information go to www.spiritedpearlsfoundation.org. He shared that the Will County Health Department will be providing free COVID testing at the Quadrangle site from 9:00 a.m. to 1 :00 p.m. on Friday, September 25th • For more information, call (815) 727-8670. TRUSTEE CARPANZANO
Shared a note from the Illinois Restaurant Association as follows: pre-pandemic, the food service industry was the largest private sector employer in the State of Illinois. Today, 55% of the 25,000 plus Illinois restaurant operators say it is unlikely their restaurant will be in business six months from now. That is a pretty daunting number. This has been probably the most trying year that they have ever had in their industry. He encouraged residents to continue to shop local, eat local, support your local businesses and buy gift certificates if you can.
The Community Blood Drive is Friday, October 2nd at the Community Service Council from 10:00 a.m. to 3:00 p.m. courtesy of the American Red Cross. You can get an appointment online at redcrossblood.org.
Lastly, he shared that the third annual Fall Festival at the Promenade Bolingbrook will be hosting its big vendor fair on October 23rd through the 25th.
TRUSTEE JASKIEWICZ
Encouraged participation at the Bolingbrook Rotary Club second annual golf tournament this Thursday at Wilderness Falls. Shared that the new Fairfield hotel is having a Job Fair for all available positions on Thursday, October 1st from 8:00 a.m. to 6:00 p.m. They are located at 165 Fernwood Drive.
Provided information on two fundraisers hosted by the Exchange Club of Northern Will. The first one on Friday, October 9th is from 11 :00 a.m. to 9:00 p.m. at That Burger Joint and Woodgrain Neapolitan Pizzeria. A percentage of the proceeds will go to the Exchange Club.
They will be doing the same thing on Saturday, October 10th from 4:00 p.m. to 8:00 p.m.
Shared that the Village Board and the Mayor's office is putting together a Festival Lights contest for the neighborhoods. If you belong to a HOA. an apartment complex or just your neighborhood as an informal group of people that always get together, we are having a contest on who can decorate their entranceway to that neighborhood or that subdivision the best. The Beautification Commission is going to be judging mid-December.
MAYOR BASTA
Mayor Basta wished Bolingbrook residents a Happy Fall as today is the first day of the season. She shared that the CDC did release their guidelines for Halloween. She recommended that you go to their website and they will inform you on what their guidelines are with regards to Halloween. The Mayor stated that Bolingbrook will have Halloween trick or treating this year.
