Village of Bolingbrook Mayor and Board of Trustees met Sept. 8.

Here is the minutes provided by the board:

CALL TO ORDER: The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 8:00 p.m., September 08, 2020, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE: Mayor Mary Alexander-Basta requested Bolingbrook Boy Scouts from Troop 263 to lead the pledge to the Flag. 

Mayor Basta met with Boy Scout Troop 263 prior to the Village Board Meeting. The troop is hosted by DuPage AME Church in Lisle. The scouts in attendance ranged in age from 12 to 16. They were working on requirements dealing with good citizenship. 

The requirements full-filled dealt with attending a meeting of their Village Board, listening and learning about how local government works and interviewing the Mayor.

These are the requirements that they completed:

● Eagle-required Citizenship in the Community badge requirements #3a and #3b

● Eagle-required Communication badge requirement #5

● First Class rank requirement #9a 

Boy Scouts in attendance were Ryan Beulah, Louis Gatling, Festus Johnson III, Linwood Johnson, Jr. and Malcolm Young

Parents in attendance were Leanora Moore, Assistant Scoutmaster, Charles Gatling, Festus Johnson Il and Linwood Johnson, Sr.

JOURNAL OF PROCEEDINGS: 

Motion Watts, second Carpanzano to approve the minutes of the regular meeting of August 25, 2020 as submitted by the Village Clerk.

APPROVAL OF AGENDA/ADDITIONS: 

Burt Odelson, Village Attorney indicated that he had no additions or deletions for the agenda.

PUBLIC COMMENTS REGARDING ITEMS BEFORE THE BOARD THIS EVENING: None

REPORTS OF OFFICERS: 

Mayor Basta shared that she was following the COVID guidelines as outlined by the Governor by staying six feet apart from everyone. Those in attendance, which only 25 were allowed, had their temperature checked on the way in and no one shared her microphone during the meeting. She added that an exterior microphone was in place, so her face covering was removed so this way residents could hear her speak clearly.

Motion Carpanzano, second Zarate to approve expenditures submitted as Bill Listing A Payables in the amount of $2,752,168.20, Bill Listing B - Pre-Paids in the amount of $1,710,462.93, totaling $4,462,631.13. (Copies were made available in the Finance Department and the Village Clerk's Office.)

MOTIONS:

MOTION TO RATIFY AND APPROVE A REAL ESTATE SALES CONTRACT FOR LOTS 114 AND 115 IN AMERICANA ESTATES: 

Motion Lawler, second Zarate to accept a motion to ratify and approve a real estate sales contract for lots 114 and 115 in Americana Estates.

This Motion ratifies a vacant land sales contract for lots 114 and 115 in Americana Estates. The buyer recently purchased lots 102, 103, 116 and 117, which are being consolidated into one lot for a single home. The purchase price is $55,000.00 per lot, which is the same price that was paid for lots 116 and 117. Lots 114, 115, 116 and 117 front on Lincoln Avenue. After this sale, the Village will own 39 of the 117 (33%) lots in Americana Estates. The closing date is November 1, 2020.

ORDINANCE 20-048 

RENAMING 115TH STREET AND THE PERFORMING ARTS CENTER 

Motion Carpanzano, second Lawler to pass an ordinance renaming 115th Street and the Performing Arts Center.

In honor of his years of dedication and service to Bolingbrook, this Ordinance renames 115th Street from Remington Boulevard to Kings Road to Claar Boulevard and names the Performing Arts Center, behind Village Hall, the "Roger C. Claar Performing Arts Center". This action by the Village Board recognizes the years of service and significant contributions that Mayor Emeritus Roger Claar has made to the community and the residents of Bolingbrook

ORDINANCE 20-049 AMENDING SECTION 7-210 FINES/PENALTIES PERTAINING TO ADMINISTRATIVE ADJUDICATION OF VEHICULAR STANDING, PARKING AND COMPLIANCE VIOLATIONS OF THE MUNICIPAL CODE 

Motion Jaskiewicz, second Zarate to pass an ordinance amending Section 7-210 fines/penalties pertaining to administrative adjudication of vehicular standing, parking and compliance violations of the Municipal Code.

Recently the Third District Appellate Court issued an opinion (336 ILL App 3d 436 784 NE 2nd that increasing the fine for a local ordinance violation before a hearing is unconstitutional. Midlothian's Ordinance increased the fine for infractions not paid within twenty-one (21) days of issuance. The Court further stated that paying a fine in advance of a hearing could be construed as an admission of guilt, so a ticket holder should also be given the right to pay the ticket and still be able to request a hearing. This Ordinance revises the Municipal Code and amends Section 7-210 pertaining to the Administrative Adjudication process to comply with the Court's ruling.

ORDINANCE 20-050 AMENDING CHAPTER 13 OF THE MUNICIPAL CODE DECREASING CLASS "C" FROM NINE (9) TO EIGHT (8) - MARISCOS MI ESTILO LA PERLA, LLC 

Motion Watts, second Zarate to pass an ordinance amending Chapter 13 of the Municipal Code decreasing class "C" from nine (9) to eight (8) - Mariscos Mi Estilo La Perla, LLC.

Due to ongoing restrictions regarding COVID-19, Mariscos Mi Estilo La Perla has put their plans to open a restaurant at 222 N. Bolingbrook Drive "on indefinite hold". A Class "C" liquor license was previously approved for the business. This Ordinance reduces the number of Class "C" (beer and wine) licenses from nine (9) to eight (8) to reflect the decision not to pursue the project.

ORDINANCE 20-051 AMENDING CHAPTERS 3, 5 AND 6 OF THE MUNICIPAL CODE REGARDING ADMINISTRATION OF THE POLICE AND FIRE DEPARTMENT 

Motion Lawler, second Carpanzano to pass an ordinance amending Chapters 3, 5 and 6 of the Municipal Code regarding administration of the Police and Fire Department.

With the creation of the Co-Administrator positions and the elimination of the Public Safety Director, the Municipal Code needs to be amended to reflect these changes. In addition, the Office of Police Chief and Fire Chief need to be created. This Ordinance amends Chapters 3, 5 and 6 to reflect these changes.

Trustee Jaskiewicz requested clarification regarding the amendments to assist the residents with a better understanding. We went from a Police Chief and a Fire Chief to a Public Safety Director years ago. Now we recommend going back to the way it was of having a Police Chief and a Fire Chief. What are the advantages of going back to the way it was versus having a Public Safety Director? Lastly, how would that affect our budget in the future?

Co-Administrator Ken Teppel responded that back in 2013, the Village changed to a Public Safety Director when the Fire Chief left. It was a trend that was going on in the industry, to oversee both departments with a Public Safety Director and have the staff run the day-to-day operations. Now with the change to the Co-Administrators, having a Public Safety Director is now an unnecessary level. They will be retitled from Deputy Chiefs to Chiefs. The Police Chief and Fire Chief will be responsible for the day-to-day operations, the staffing, the work force and their department budgets.

This change will have a minimal impact on the Village's budget. The savings will still be there as projected. We are constantly looking at options to better serve our residents.

APPROVAL OF APPOINTMENTS:

MOTION TO APPOINT DEPUTY POLICE CHIEF MICHAEL ROMPA TO POSITION OF CHIEF OF POLICE: 

Motion Carpanzano, second Jaskiewicz to appoint Deputy Police Chief Michael Rompa to position of Chief of Police.

Due to the guidelines of COVID-19, Police Chief Michael Rompa and his family will attend a Village Board meeting later for his promotional ceremony.

TRUSTEE COMMENTS AND REPORTS:

TRUSTEE ZARATE 

Shared information on an important resource available for Bolingbrook residents. The Community Service Council located at 440 Quadrangle Drive, Suite C here in Bolingbrook will host time with Catholic Charities on Friday from 9:00 a.m. to 1:00 p.m. Catholic Charities Emergency Service is for individuals who may need assistance. Available resources may include food vouchers, travel vouchers, clothing vouchers, furniture vouchers, financial assistance, rent and mortgage assistance and pharmacy assistance for medicine. Please call to make an appointment and/or for more information at (815) 744-4663.

TRUSTEE LAWLER 

Shared that the Village has several resident commissions and one of them is the Information Technology Commission. They will be having community outreach programs in partnership with the Fountaindale Public Library. They will be having interactive presentations in the month of September, which will be delivered through Zoom. You will need to register at the fountaindale.org site. The first topic is Chromebook for Valley View parents on Thursday, September 10th, from 7:00 p.m. to 9:00 p.m. Valley View School District is the largest school district of the six that we have in Bolingbrook, but if you have children in other school districts, it might be worth just learning some tips and tricks about Chromebook. The next presentation will be on September 24th from 7:00 pm, to 9:00 p.m. the topic is Customizing the Chrome Browser.

He mentioned that if you have not participated in the census yet, you will be receiving a knock on the door from a certified census taker. The way to recognize them is that they will have a valid ID badge with their photograph, the US Department of Commerce watermark and an expiration date. You can call the village if you need to verify the census taker at (630) 226 8460. We are ahead of the state with responses and ahead of the County, but we want to be at 100%. We are doing great so far, thanks to Matt Eastman and all the volunteers associated with this important program. Lastly, refuse collection this week will be one day later than your normal day due to the Labor Day holiday.

TRUSTEE WATTS 

Congratulated Chief Michael Rompa on the title, position and upgrade. He added that Michael works very hard on behalf of the residents of Bolingbrook and will continue to do an amazing job as our Police Chief. Shared information on DuPage Township's Document Shred Day on Saturday, September 12th from 11:00 a.m. to 1:00 p.m. The location is the Levy Center, 251 Canterbury Lane here in Bolingbrook. He welcomed the Boy Scouts that visited Village Hall and attended the meeting. One of the parents is a long-time colleague of his and his son is LJ. He remembers LJ as being a little guy and now he is one of the taller people in attendance at the meeting.

TRUSTEE CARPANZANO 

Will County wants you to know that they are facilitating funds from the federal government. It is the CARES Act. It is $24.1 million in grants. Applicants can apply for up to $15,000 in assistance through their Small Business Assistance Grant program through the end of September. The website is willcountyillinois.com\cares/act. Shared that the Pathways Parade and Path Fest are canceled for this year due to COVID-19 restrictions. The parade was originally supposed to be held on September 13th. The commission would like to keep the same theme for next year. Please visit: the bolingbrookparade.org for more information and that is on behalf of the Civic and Cultural Affairs and Parade Commission, as well as the Office of the Mayor. Chair Joe Gross put this communication together. Residents will be receiving an informational postcard in the mail and it has a whole list of updates with regards to the census, COVID-19, as well as introducing Co-Administrators Teppel and Rickelman as well as Mayor Basta. He added one final item and wished a very happy birthday to his son, Luca, who turned three years old over the weekend.

TRUSTEE JASKIEWICZ 

Reminded everyone that it is flu season and encouraged everybody to get a flu shot. He added that with the concerns of COVID and the flu going around at the same time, it is important that you protect yourself. Last meeting, he talked about a blood drive that was being held for blood donations. There is another one to be held on Sunday, September 20th at New Life Lutheran Church. It is a community blood drive from 8:00 a.m. to noon. They would like you to make a reservation, but they will take walk-ins. If you want to make a reservation go to newlifebolingbrook.org. There is a shortage of blood and it is desperately needed.

Lastly, the Village is going to sponsor a holiday contest to get the neighborhoods together and have some friendly competition against each other. We will be asking the HOA's, the apartment complexes and different neighborhoods who have informal groups to compete against each other to see who can do the best decorating for their neighborhood be it at the monument, the entranceway of the neighborhood or whatever.

We will designate a winner through the Beautification Commission by mid-December, but there will be some information going out. If you have an HOA, your president will be provided with information. If you are an apartment complex, the management will be notified, but if your neighborhood is informal and you do not have an HOA but you want to compete, please let us know. You can reach out to the Village and they will put you in touch with me.

MAYOR BASTA 

Mayor Basta reiterated that the census will be knocking at your door, and as far as the Village is concerned, they are the only people that should be knocking on your door because due to COVID, we are not issuing permits for solicitation. A knock on your door should only be from the census; otherwise, it is a non-authorized knock on your door.

The Governor came out with the with the COVID mitigation status and Mayor Basta requested Co-Administrator Teppel to provide an update. Ken Teppel indicated that he wished it were good news. Unfortunately, our mitigation protocol is staying in place. The governor did not lift it. We are still under the mitigation that we were for the last 14 days. We have to be at 6.5 percent for three or more days in a 14-day period and we have not been at that level. We are at 7.4 percent right now, and we are grouped in with Will and Kankakee County, and are considered Region 7. He shared that he talked with Chief Information Officer James Farrell and we are going to have a link on the Village's website to the lilinois Department of Public Health Website. Residents will then be able to go to the regions and look up zip codes to see the status of the zip codes for 60440 and 60490 in Bolingbrook. He added that there are also specific mitigation factors. In essence, 25% of capacity, or no more than 25 people at social gatherings that are sponsored through organizations. Keep a distance of six feet, wear face coverings and most locations must close at 11:00 p.m. and those mitigation factors are going to stay in place for the next 14 days.
