Wilmington Community Unit School District 209U Board of Education met July 7.

Here is the minutes provided by the board:

The Board of Education of Wilmington Community Unit School District No. 209-U met in special session at 6:00 P.M. in the Wilmington High School Board Room. President Cragg called the meeting to order with the following members answering roll call: Anderson, Dziuban, Kunz, Moran, Southall, and Cragg. Stickel–aye.

At 6:03 p.m., a motion was made by Stickel and seconded by Southall to discuss in closed session and to take action in open session the appointment, employment, compensation, discipline, performance or dismissal of specific employees, Collective negotiating matters between the Board of Education and its employees or their representatives, and Litigation that is probable or imminent. Anderson-aye, Dziuban- aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Dzuiban to leave closed session. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, Cragg- aye. Motion carried.

A motion was made by Stickel and seconded by Southall to approve the agenda for the Thursday, July 7, 2020 special meeting of the Wilmington Community Unit School District No. 209-U Board of Education as presented. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the consent agenda as presented. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, Cragg-aye. Motion carried.

A motion was made by Stickel and seconded by Moran to approve the resignation of Christi Benson, as a Wilmington Middle School Science teacher, effective immediately. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Dzuiban to approve the First Reading and Adoption of Board Policy as presented a. 5:45 Required Face Coverings for Staff. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the First Reading and Adoption of Board Policy as presented a. 7:295 Required Face Coverings for Students. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel- aye, Cragg-aye. Motion carried.

The Board engaged in a Strategic Planning session to discuss the return back to school plans for August. Dr. Swick passed out a handout of ISBE’s Part 3 Transition

Guidance: Starting the 2020-21 School Year. There are 5 cornerstones to starting the school year. The 1st cornerstone is requiring face coverings for all staff and students. #2 is the maximum # of students in any space is 50. 3rd the requirement of social distancing whenever possible. 4th are the temperature and symptom checks are required. Any person that enters our buildings must either self-certify that they have taken their temperature and they are symptom free. The 5th cornerstone is the requirement of increased school wide cleaning and disinfection. The heavy cleaning of highly touched surfaces like desks, light switches etc. The district is going to provide face masks for all students and staff. They will also have disposable ones on hand for visitors and anyone that needs one. Even with the masks the district will have a plan in place to make sure students and staff are social distancing as much as possible. The committee ls still meeting to decide how to handle the self-certifying. The dlstrict is ordering lots of antibacterial and cleaning supplies to be able to clean. There was discussion regarding IHSA being less strict with sports It was stated that ISBE and IHSA are not communicating very well. The district will be educating the staff on how to handle all situations. The district will be Investing in several thermometers. Students that have symptoms will be sent to a holding room that will be supervised until they are picked up by their parents. Dr.Swick handed out another handout on Covid specifics and how many days’ staff or students will be off. The dlstrict will always make decisions based on keeping the staff and students safe at all times. The district is trying to set up something with Riverside so that staff can get tested immediately. Anyone with true symptoms should get tested. If students are out due to Covid the teachers will still reach out to connect with students. Discussions on the need for heavy cleaning during the class day. The goal is to bring back every child every day. Communication to parents for students that are medically fragile. Dr. Swick handed out an IHSA handout regarding Covid 19 Athlete/Coach Monitoring Form. IHSA phase 4 Return to Play Plan is less stringent than what has been received from ISBE. There is a disconnect between ISBE and IHSA. Can students be face to face in athletics when you can't be in the classroom. Coaches are still asked to keep social distancing and no face to face contact. Cleaning of equipment after each practice.

Public comments:

A parent asked about having a student with an IEP and speech directive. The student will need to read the speech teachers lips. SOWIC will handle special education services and they may use the clear plastic face shields. The question was asked what will school lunch look like. That is still being decided. The district will make sure that they stay under the maximum of 50 students in any space. A parent asked what happens when there is an identified case. If there is a known infection then that part of the school has to be deep cleaned, emptied and if possible will be empty for 24 hours. The identified student will be required to be out for a minimum # of days based on the diagnosis. A parent asked what the sick policy will be for a family that has a child with symptoms. Will all her children have to go home? A student with symptoms will have to be fever free for 72 hours before they may return to school. The district will be working closely with the Will County Health Dept. for every situation. If a student is out due to Covid teachers will be engaging with students. A parent asked about student/teacher lists being posted. This has been delayed due to the unknowns of Covid. They will be working on those soon. A parent asked about busing and if siblings will be sitting together. The bus will have the same maximum requirement of under 50 students. The bus company will be requiring face masks and will social distance as much as possible. They will also be assigning seats so that if there is a student with Covid contract tracing will be possible.

A motion was made by Anderson and seconded by Dziuban to adjourn until the regular meeting on August 10, 2020 at 6:30 p.m. Closed Session will be at 6:00 PM. Budget Workshop will begin at 5:30 PM. All aye. Motion carried
