Commissioner Tuminello complimented the Finance Committee, Forest Preserve Administration, and Finance Department for the financial position the Forest Preserve is in during this time.

No closed session occurred on May 6, 2020.

I. REPORTS

Chair Brooks introduced Anthony Cervini, Partner-in-Charge of Sikich LLP.

Presentation followed.

Financial Highlights included:

• The District’s total net position increased by $13,698,444 from $221,383,015 at December 31, 2018 to $235,081,459 at December 31, 2019.

• The District’s governmental funds reported combined ending fund balances of $46,268,774 an increase of $26,261,465 in comparison with the prior year.

• At the end of the current fiscal year, the unrestricted/unassigned fund balance for the General (Corporate) Fund was $10,773,574 an increase of $1,088,147.

• The total cost of all District programs decreased by $487,148 or 1.99% to $24,024,046 for fiscal year ended December 31, 2019.

Mr. Cervini stated that Sikich also performed an audit of the basic financial statements of the Retiree Health Insurance Trust Fund.

• Plan fiduciary net position as a percentage of the total liability in 2018 was 36.88% and in 2019 ended at 46.12%.

• Mr. Cervini stated that this retirement fund was one of the best funded in the State of Illinois.

Mr. Cervini stated that Sikich was pleased to present a clean, unmodified opinion of the financial statements for year-end December 31, 2019.

Mr. Cervini also presented a copy of the Auditor’s Management Letter.

Chief Financial Officer Pehle stated that the preparation of this report on a timely basis could not be accomplished without the efficient and dedicated services of the entire staff of the Finance Department.

4. Next Meeting Date - Wednesday, June 3, 2020 immediately following the Operations Committee meeting but no earlier than 8:45 AM at the Sugar Creek Administration
