City of Joliet City Council met March 17.

Here is the minutes provided by the council:

I. ROLL CALL:

PRESENT: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, Councilman Michael F. Turk, Corporation Counsel Martin J. Shanahan, Jr.

ABSENT: None.

ALSO PRESENT: Interim City Manager Steve Jones.

Mike Hennessy, President & CEO, United Way of Will County, discussed services and resources provided by United Way and their partners. He also discussed necessary fundraising to meet the needs of the community.

A brief discussion was held regarding calls received by the Crisis Line and caring for those that are severely impaired.

Brianne Hetman, Chief Operating Officer - Senior Service of Will County, clarified long- term care services are still being provided for individuals in Will County. She also discussed services being provided by Senior Services of Will County.

Interim City Manager Steve Jones recapped precautions being exercised, such as social distancing, to prevent the spread of COVID-19.

A brief discussion was held concerning the canceling of non-essential meetings.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

II. MAYOR:

A. Proclamation Honoring the South Suburban Region Chamber of Commerce and Industry

The City Clerk stated the Proclamation was removed from the Agenda.

B. Mayor O’Dekirk – Appointments

1. Firemen’s Pension Fund Board of Trustees

Motion to appoint Eric Mattson to service for another term on Firemen’s Pension Fund Board of Trustees was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Michael F. Turk.

 Motion carried by the following vote: 

AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, Councilman Michael F. Turk.

2. Tree Advisory Board

Motion to appoint Jeanne Phelan and Betsy Satcher and reappoint Karen Fonte, Willamena Jaeger, Rita Renwick, Mary Schoenheider, and Ralph Schultz to service on the Tree Advisory Board was made by Councilwoman Bettye Gavin.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

Motion seconded by Councilman Larry E. Hug.

3. Comprehensive Plan Advisory Board

Motion to appoint Megan Millen and Gabriella Shanahan to the Comprehensive Plan Advisory Board was made by Councilman Larry E. Hug.

Motion seconded by Councilwoman Jan Hallums Quillman. Motion carried by the following vote: AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, Councilman Michael F. Turk. NAYS: None.

III. APPROVAL OF AGENDA:

Motion to Approve the Agenda as written with the following change: 1) Remove COUNCIL MEMO #159-20: Resolution Entering into a Lease Agreement with Hudson Hollister, an Illinois Sole Proprietorship (Office Space at 50 East Jefferson Street, Joliet Union Station) was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Sherri Reardon.

Motion to appoint Councilman Terry Morris as Mayor Pro-Tem for the period of April 1 through June 30, 2020 was made by Councilwoman Jan Hallums Quillman.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

Councilman Turk gave an overview and explanation of the items discussed at the Tuesday, March 17, 2020 Finance Committee Meeting.

C. Public Safety

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Police Lieutenant position - due to retirement, 2) Fill one Police Sergeant position - due to retirement, and 3) Fill one Police Patrol Officer position - due to a resignation and any subsequent vacancies which may occur.

Motion to concur in the recommendations of the City Manager was made by Councilwoman Bettye Gavin.

After the vote, a lengthy discussion was held regarding the retention of Steve Jones as Interim City Manager.

The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.

Mayor O'Dekirk entertained a motion to suspend the Public Hearing and continue to the April 7, 2020 Council Meeting.

Mayor O'Dekirk entertained a motion to suspend the Public Hearing and continue to the April 7, 2020 Council Meeting.

Motion to approve Council Memos #183-20 through #187-20 was made by Councilwoman Bettye Gavin.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

Motion seconded by Councilwoman Jan Hallums Quillman. 

Motion carried by the following vote: 

AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, Councilman Michael F. Turk.

XIII. CITY MANAGER:

The City Manager briefly discussed the City's efforts to respond in accordance with continuous changes due to the coronavirus and commitment to providing uninterrupted services to the community.

XIV. NEW BUSINESS (Not for Final Action or Recommendation):

At the request of Councilwoman Gavin, Mr. Jackson gave a brief update on the suggested soil testing at 10 S. Richard Street.

Councilman Hug discussed the lack of substantive economic development in the city.

XV. PUBLIC COMMENTS:

Mayor O'Dekirk and Mr. Jackson discussed briefly discussed the offer made to Mr. Dixon for the purchase of 10 S. Richards Street and future soil testing at said property.

Councilman Turk brief discussed his visit to 10 S. Richards Street and asked Mr. Jackson to bring a quick resolution for said property.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

Councilwoman Gavin concurred with Councilman Turk and shared her concerns for the sinking of the driveway at 10 S. Richards Street and also for the property next door to Mr. Dixon's property.

A brief discussion was held regarding the City honoring the offer made to Mr. Dixon in 2017. Mr. Dixon was referred to the City attorneys.

XVI. MAYOR AND COUNCIL COMMENTS:

Councilman Dickinson asked everyone to take care of their health.

Councilwoman Gavin elderly care and sick and shut-in thanked United Way for coming before Council. She also discussed the homeless population

Councilman Mudron highlighted St. Patrick's Day.

Councilwoman Quillman wished everyone a happy St. Patrick’s Day. She asked everyone to check on neighbors and take precautions with the pets during the COVID-19 and advised people not to go out unless necessary.

Mayor O'Dekirk highlighted his Press Conference and discussed his constant contact with the Governor's Office. He also discussed continued City services during COVID-19. He highlighted the City implementation of services to senior citizens during this time. He thanked all city employees, first responders, and staff for their work during COVID-19.
