City of Joliet Public Service Committee met March 2.

Here is the minutes provided by the committee:

1. ROLL CALL PRESENT: Councilman Larry E. Hug, Councilwoman Bettye Gavin, Councilman Terry Morris.

ABSENT: None.

ALSO PRESENT: Steve Jones - Interim City Manager, Allison Swisher - Director of Public Utilities, Jim Trizna - Director of Public Works, Greg Ruddy - Public Works Administrator, Amy Wagner - Deputy Director - Engineering, Mike Eulitz - Public Assets Supervisor, Michael Bates - Joliet Police Department, and Dave Braner, CIO - Information Technology.

2. APPROVAL OF MINUTES

Motion to approve the Minutes of the Public Service Committee Meeting from February 18, 2020 was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Terry Morris. 

Motion carried by the following vote: 

AYES: Councilman Larry E. Hug, Councilwoman Bettye Gavin, Councilman Terry Morris. 

NAYS: None.

3. CITIZENS TO BE HEARD ON AGENDA ITEMS

4. CONTRACTS

a. Request for Authorization to Award a Professional Services Agreement for the Phase II Engineering Services for the Essington Road (Jefferson – Black) Roadway Widening Improvements Project – MFT Section No. 16- 00500-00-WR Award - PSA - Essington Rd

James Trizna, Director of Public Works, discussed the one mile section of Essington Road between Jefferson Street and Black Road. This award is in the an amount not to exceed $378,089.33 to Civiltech Engineering Inc.

b. Request for Authorization to Approve a Professional Services Agreement for the 2020 Sanitary Sewer Investigation and Rehabilitation Program 2020 san swr inv n rehab prog

Amy Wagner, Deputy Director - Engineering, discussed the 2020 Sanitary Sewer Investigation and Rehabilitation Program, in the amount of $587,899.00, on behalf of RJN Group Inc.

Motion to recommend: a) Request for Authorization to Award a Professional Services Agreement for the Phase II Engineering Services for the Essington Road (Jefferson – Black) Roadway Widening Improvements Project – MFT Section No. 16-00500-00-WR; and b) Request for Authorization to Approve a Professional Services Agreement for the 2020 Sanitary Sewer Investigation and Rehabilitation Program to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Terry Morris. 

Motion carried by the following vote: 

AYES: Councilman Larry E. Hug, Councilwoman Bettye Gavin, Councilman Terry Morris.

5. CHANGE ORDERS / PAY ESTIMATES / AND FINAL PAYMENTS

a. Request for Authorization to Approve Change Order No. 1 and Payment Request No. 3 and Final for the 2019 Pavement Marking Program – MFT Sect. No. 19-00519-00-ST CO 1 and Final Pay - 2019 Pave Marking

Jim Trizna discussed Change Order No. 1, in the amount of ($8,011.53), to the 2019 Pavement Marking Program. Also included is Payment No. 3 and Final, in the amount of $66,989.79, on behalf of Precision Pavement Markings Inc.

b. Request for Authorization to Approve Change Order No. 1 for the Belmont Interceptor Replacement Project co 1 belmont interceptor

Amy Wagner discussed Change Order No. 1, in the amount of $50,883.59, on behalf of Austin Tyler Construction.

c. Request for Authorization to Approve Change Order No. 1 and Payment Estimate No. 4 and Final for the Juniper Street / Richmond Avenue Roadway Project – MFT Sect. No. 18-00510-00-FP CO 1 and Final - Juniper RW Project

Greg Ruddy, Public Works Administrator, discussed Change Order No. 1, in the amount of $12,273.72, to the Juniper Street / Richmond Street Roadway Project. Also discussed was Final Payment in the amount of $36,357.35, to P.T. Ferro Construction Co.

d. Request for Authorization to Approve Payment Estimate No. 2 and Final for the City of Joliet Vaulted Sidewalk Replacement Project Final Payment - Vaulted Sidewalk Proj

Greg Ruddy discussed Payment Estimate No. 2 and final, in the amount of $12,399.00, on behalf of Lindblad Construction Co.

Motion to recommend: a) Request for Authorization to Approve Change Order No. 1 and Payment Request No. 3 and Final for the 2019 Pavement Marking Program – MFT Sect. No. 19-00519-00-ST; b) Request for Authorization to Approve Change Order No. 1 for the Belmont Interceptor Replacement Project; c) Request for Authorization to Approve Change Order No. 1 and Payment Estimate No. 4 and Final for the Juniper Street / Richmond Avenue Roadway Project – MFT Sect. b. Public Hearing for and Request for Approval of an Ordinance Establishing the 2020 Joliet Special Service Area No. 2 – Salem Avenue (W. Jefferson Street – Marion Street) SSA 2 - Salem Avenue SSA Hearing

Jim Trizna discussed A, B, and C for establishing the Special Service Areas for each location.

d. Resolution Appropriating Motor Fuel Tax Funds for the Juniper Street / Richmond Avenue Roadway Project – MFT Sect. No. 18-00510-00-FP Res - Juniper Street Funds

Greg Ruddy discussed the MFT Resolution for the Juniper / Richmond Street project.

e. Resolution Appropriating Funds for the Phase II Engineering Services for the Essington Road (Jefferson – Black) Roadway Widening Improvements Project – MFT Section No. 16-00500-00-WR Res - Essington Rd Engineering Funds

Jim Trizna discussed the MFT Funds for the Essington Road Engineering Funds.

f. Five year Vehicle Replacement Program

Mike Eulitz, Public Assets Supervisor, discussed the Five Year Vehicle Replacement Program. Funding available in the 2020 budget year is $5,600,000.00.

Motion to recommend: a) Public Hearing for and Request for Approval of an Ordinance Establishing the 2020 Joliet Special Service Area No. 1 - Logan Avenue (2nd Avenue – 500’ south); b) Public Hearing for and Request for Approval of an Ordinance Establishing the 2020 Joliet Special Service Area No. 2 – Salem Avenue (W. a. Report on Hydrant Repairs, Valves, Utilities Contracted Services, and Water Main Breaks Valve Hydrant Break Report 2-21-2020 (003)

Allison Swisher, Director of Public Utilities, discussed hydrant repairs, valve repairs, and water main breaks through 2/21/20.

b. Alternative Water Source Program

Allison Swisher discussed updates to the Alternative Water Source Program. Two RFQ packages are being reviewed and interviews are scheduled for March. Meetings have been scheduled with possible regional partners as well.
