Village of Shorewood Village Board met June 23.

MAYOR RICHARD CHAPMAN CALLED TO ORDER THE REGULAR MEETING OF THE SHOREWOOD VILLAGE BOARD AT 7: 00 P.M.

THE MEETING WAS CONDUCTED BOTH ELECTRONICALLY THROUGH A CONFERENCE CALL WHICH WAS AUTHORIZED BY GOVERNOR PRITZER VIA THE OPEN MEETINGS ACT Per Attorney Dave Silverman AND THE FULL BOARD AND ADMINISTRATOR AT THE VILLAGE HALL.

ROLL CALL After the Pledge ofAllegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Daniel Anderson, Stevan Brockman, Daniel Warren, Barbara Kirkland and Village Administrator James Culotta Also present electronically were: Trustee Anthony Luciano, Finance Director Anne Burkholder, Police Chief Aaron Klima, Economic Development Director Kelley Chrisse, Chief building Official John Komorowski, Bryan Welch Christopher Burke Engineering, Attorney Dave Silverman and Noriel Noriega Public Works Superintendent. The number present constitutes a quorum.

CITIZENS- The pubic was invited to listen to the meeting and make comments, or email their comments to the Village Administrator all prior to the meeting. Carol Wagner, President ofthe Shorewood Area Chamber of Commerce made the announcement that Crossroads Fest 2020 was canceled.

Attorney Dave Silverman reminded Mayor Chapman that he needed to make an announcement regarding Public Act 101 — 0640, Public Health Concerns.

Mayor Chapman announced that he has determined that it is not practical or prudent to require Village Board members to physically attend Village Board meetings, in person, due to public health concerns, via Public Act 101 — 0640. Also included are members of various committees and commissions. They all may attend electronically. Additionally, as Mayor, he has determined that during the duration ofthe Governors Emergency Declaration and all extensions thereof, related to Covid 19 Pandemic, that this determination will be in force and effect, until further notice from the Mayor or expiration of Gov.

CONSENT AGENDA

1. Approval ofthe special meeting minutes ofMay 28, 2020 

2. Approval the regular meeting minutes June 9, 2020 

3. Approval of accounts payable in the amount of $$ 328, 776. 55

4. Approval of payment in the amount of$ 173, 198. 93 PT Ferro Construction Co. for the work completed on the 2020 MFT Street Improvements. 

5. Approval of a contract in the amount of$ 18,000 with Melrose Pyrotechnics Inc. for fireworks display.

Trustee Anderson made a motion to approve the Consent Agenda. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved as read.

Motion Carried.

REPORTS AND COMMUNICATIONS-

Proclamations, comments etc. Clerk Lambert read a thank you note from the family of Betts Barry. They would like to thank the Village Board and Staff for the outpouring of love, support and prayers during this difficult time.

ORDER OF BUSINESS

1. Consideration for approval of Ordinance 20— 1975 Creating and Additional Class " A" liquor license. First read.

Mayor Chapman, as Liquor Commissioner and Kelley Chrisse have been working with Javier Lomeli, the owner of a new restaurant Good Eats on the Go, located at 805 W. Jefferson St. unit H, the old Casa Maya restaurant space. Javier has requested a liquor license for a tavern permitting live entertainment which is a Class " A" license and a Class I license. The owner stated that the live entertainment would most likely be karaoke. Mayor noted that Mr.Lomeli can also apply for a gaming license ifhe wishes to do so.

Trustee DeBold made the motion to approve Ordinance 20 — 1975 Creating and Additional Class " A" liquor license, and waive the 2nd read. Seconded by Trustee Warren_Roll Call: Yeas: DeBold, Warren, Luciano, Kirkland, Anderson and Brockman. Nays: None. Approved. Waived the 2nd Read. Motion carried.

2. Consideration for waiving rent payments by the Shorewood Area Chamber of Commerce.

Jim Culotta noted that the staff at the Chamber of Commerce has not had access to their offices due to Covid 19 restrictions, and would like the rent waived for March through the end of June for a total of 2137. 12. The Shorewood Chamber and the businesses has been affected financially, by the economic downfall. Carol Wagner, the President ofthe Chamber, asked for this consideration, in order to continue to provide services to Shorewood businesses. Trustee Brockman noted that the Chamber has been a good fit for the Village and they have been good tenants.

Trustee DeBold made the motion to waive the rent payments for the Shorewood area Chamber of Commerce in the amount of$2137. 12, for March through the end of June. Seconded by Trustee Kirkland. Roll Call: Yeas: DeBold, Warren, Luciano, Kirkland, Anderson and Brockman. Nays: None. Approved. Motion carried.

3. Consideration of Changes to the Utility Relief Program and Utility Billing

Jim Culotta noted that the utility relief relief program that the Village Board created on April 14 and expanded it on April 28, was in response to the Covid 19 pandemic. Since that time, approximately 135 residents have been approved for utility bill credits totaling nearly$ 25, 000. This program has fulfilled its purpose ofproviding immediate relief to residents most significantly impacted by the pandemic.

In order to end the utility relief program, Village Board action is required for Resolution 20 R— 982. Staff recommends no longer accepting new applications after June 30, 2020. All applications received and approved prior to July 1 would continue to be eligible for up to 2 months of waived utility bills. All 2nd month utility eligibility affirmation must be received by August 31st

Trustee Anderson made the motion to set an application deadline of June 30, 2020 and a 2 month eligibility affirmation deadline ofAugust 31st for the utilit repro ram.am. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Warren, Luciano, Kirkland, Anderson and Brockman. Nays: None. Approved.

Motion carried.

Administrator Jim Culotta noted that in March, the Village suspended all utility late fees and shut offs in order to assist Shorewood residents and businesses. Since March, the total amount of past- due accounts has more than doubled. Staff recommends transitioning back to our normal billing practices specifically staff recommends the following: resume the imposition of the 10% late fee for all past due accounts as of July 21 st and resume shut off for the past due accounts as of August 18th unless a payment plan is established.

Trustee DeBold made the motion to resume late fees for past-due accounts as of July 21 and to resume shut off for past-due accounts as of August 18 unless of paMent plan is established by that date. Seconded by Trustee Anderson. Roll Call: Yeas: DeBold, Warren, Luciano, Kirkland, Anderson and Brockman. Nays:

None. Approved. Motion carried.

REPORTS

Trustee Anderson-

PW update 7/23/2020

Public Works department returned to full crews as of June 1 The crews of what are still working on tree removal from the storm damage. Completed 31 tree removals from the May storm damaged.

25% complete with the stump removal. Staff will continue as time permits.

40% complete placing Larvicide tablets for Mosquito Control in many of our catch basins throughout the Village. Only" in-town" remains.

Staff completed the Annual Crack Control Treatment Program

The 2020 MFT resurfacing project has began by PT Ferro Construction Company

The Forest Preserve has started construction of the bike path over 155 and the DuPage River.

Noriel Noriega reported that the repair to the sinkholes in front of the Village hall will be handled by Public Works in the next week or 2.

Trustee Brockman The next P & Z meeting is July 1, 2020, at 7:00 in the Village Board Room There are 3 agenda items. The committee members and residents can attend in person or virtual conference call.

LA conditional use at 301 Amendodge for truck and trailer repair by Onsite Truck and Trailer Repair. This will be the final continuation ofthe public hearing. 2.Conditional use for a garage for storage at 400 Earl Rd. for elite ambulance. 3. Planned unit development for a building additions at 1006 Geneva Rd. for United engineering. 4. Route 52 and County Line Road project Go Pro ball and Four Seasons Storage. The final plat of the subdivision and recommendation and County rezoning for 3 lots of subdivision was submitted late last month. The item may possibly be added to the July meeting.

Trustee Brockman wanted to thank Jim Culotta and John Komorowski for working with Shoot Point-Blank who installed$ 37,000 of additional soundproofing. Trustee Brockman stopped by and noted there was no noise coming from the building.

Trustee Luciano The Citizens Advisory Committee has asked for a summer meeting since March through May was canceled. They would like the meeting on July 23 or August 27. Trustee Luciano stated that if anyone was interested in joining the Ctizens Advisory Committee they can contact him or any members ofthe committee through their emails found on the Village website.

EXECUTIVE SESSION- Personnel, to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees. There was no executive session.

Mayor Chapman strongly encourages the residents of Shorewood, to wear masks and socially distance at least 6 feet apart.

ADJOURNMENT Trustee Kirkland made a motion to adjourn from the regular meeting. Seconded by TrusteeWarren_ Roll Call: Yeas: DeBold, Luciano, Warren Anderson, Kirkland, and Brockman. Nays: None. Approved.
