Here is the minutes provided by the board:

The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session at 6:00 P.M. in the Wilmington School District Board Room. President Cragg called the meeting to order with the following members answering roll call: Anderson, Kunz, Moran, Southall, Stickel and Cragg. Dziuban-Absent.

Dzuiban arrived at 6:02 P.M.

A motion was made by Stickel and seconded by Southall at 6:03 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches; Collective negotiating matters between the Board of Education and its employees or their representatives. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Moran and seconded by Anderson to leave closed session at 6:25 P.M. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the agenda and consent agenda for the Monday, May 11, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education as presented. All Aye. Motion carried.

Administrator Reports:

Mrs. Beth Norman, Bruning Principal reported:

The week of May 4th was Teacher Appreciation Week. April 27th students picked up belongings and May 1st was curbside pickup. We had a great turnout, only 20 that need picked up. Early registration for new kindergarten students took place 4/27-28 and so far we have 57 Kindergarteners registered. Teachers have been working hard to stay connected with families. Electronic report cards available 5/27. We have received 125 registration packets and only need 33 more. Collection of books will be 5/21-22.

Mrs. Venita Dennis, Stevens Intermediate School Principal reported:

Remote learning ends 5/22. May 1st parents picked up student’s personal items. There were only 50 left. Registration packets were due 5/1, 70% of registrations were complete.

Collection of books and Chromebooks will be 5/21-5/22. 5th grade teacher interviews at the end of the week. Teacher check out is 5/26-5/27.

Mr. Adam Spicer, Wilmington Middle School Principal reported (in writing):

Two 8th grade students would have been recognized at the IPA’s Annual Student recognition but the event was cancelled (McKenzie Shields and Reid Juster). Thank you to Jay Kinkin and Kristy Salazar for locker clean outs. Pick up of items were 5/6-5/8. Last day of e-learning is 5/22, report cards will be emailed home 5/27. Teachers check out 5/26-27. Textbook and Chromebook return will be 5/21-5/22. WMS promotion ceremony will be 6/23 at 6pm. If canceled due to COVID we will have a virtual celebration.

Mr. Scott Maupin, Wilmington High School Principal reported:

AP Exams were administered on 5/7 for Chemistry, 5/8 for U.S. History and 5/11 for Biology. Schedules are done for next year. Our teachers are doing a phenomenal job with E-Learning. Drivers Ed classroom is going on remotely. Behind the Wheel Driver Ed continues to be suspended. Jostens delivered caps and gowns. Lockers emptied last week. Scholarship Awards Night is 5/12 on WHS website and on YouTube at 7:00 pm. Seniors last day 5/14 and all others 5/22. Textbook returns 5/21-5/22. Prom is 6/25. Graduation to be held 6/27 or 7/25. IHSA has suspended all summer camps until further notice. Summer Driver Ed hires approval tonight.

Mr. Mike McCormick, Technology Director reported:

Summer projects start. Updating chromebooks and projectors. Summer hires approval tonight. Skyward starts May 19th and will finish middle of June.

Ms. Ellen Wandless, Business Manager reported:

State of Illinois owes the District $260,535.11. Last May they owed us $266,035.50. We had a public bid opening for diesel fuel on 5/5, and we are recommending that the Board accept the bid from Avalon Oil. We had a public bid opening for milk on 5/4, and we are recommending that the Board accept the bid from Cloverleaf Farms. Ms. Wandless informed the Board that a recommendation is being made to keep meal prices the same as 2019/2020 for the 2020/2021 school term. Ms. Wandless informed the board of a Forecast 5 Analytics webinar informing us regarding the potential future of Illinois school finances due to the COVID emergency. There may be loss of all categorical payments until December. We may only get 1 categorical payment in FY 2021. To date the state still owes the district $847,225.05. Also Forecast 5 warned that 100% of pension liabilities may be shifted to school districts.

Mr Kevin Feeney, Curriculum Director reported:

Mr. Feeney gave an overview of end of the year dates. Starting to plan next school year with COVID restrictions. Finalizing Grant dollars for FY20. ISBE is requiring all school districts to complete a Consolidated District Plan for all federal grants. Constitution test is suspended.

Matt Swick, Superintendent Reported:

 FOIA requests: None

 Dr. Swick provided Fund Balances as of April 30, 2020.

Approve Summer Athletic and Cheer Camps; Approve the Networking Agreement with Guardian Angel Community Services; Approve the Consolidated District Plan.

Act on the Consent Agenda as presented: A motion was made by Anderson and seconded by Stickel to approve the Consent agenda items as presented for the Monday, May 11, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Stickel to accept the Letter of Resignation submitted by Robin Tkach from the position of L.J. Stevens Intermediate School 5th grade teacher, effective at the end of the 2019-2020 school year. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Stickel and seconded by Moran to approve Mr. Maupin’s recommendation to compensate the following Wilmington School District Coaches to supervise the 28-day Summer Weight Training Program. Instructors will work on a rotation basis: 1 instructor per day – to be paid at the hourly rate, per the Collective Bargaining Policy, pending further notification regarding COVID-19 Order. Barry Southall, Mark Langusch, Mike Bushnell, Tom Fritz, Drew Tyler, Russ Allred, Bob Bolser, Chad Farrell, Robert Murphy, Larry Readman, Andy Peterson. A motion was made by Southall and seconded by Stickel to approve Mr. McCormick’s recommendation hire two part-time workers, Kelly Lamaster and Conner Dempsay, in the Technology Department for the summer of 2020. Each part-time employee may work up to 25 hours per week. Employment is pending compliance with all federal, state, and local guidelines. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Anderson to approve our continued participation in the Regional Safe Schools Program. The rate will be the same this year as it was last year: $10/day for RSSP. Anderson-aye, Dziuban-aye, Kunz-aye, Moran- aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Moran to approve Ms. Wandless and Mrs. Brownlee’s recommendation for Meal Prices for the 2020-2021 School Year:

A motion was made by Moran and seconded by Anderson to approve Dr. Swick’s recommendation to allow the participation and expenses for Tim Cragg and Peggy Kunz to attend NAFIS and FLISA (7002) Meetings and Conferences, whether in-state or out- of-state, July 1, 2020 to June 30, 2021, as per Board Policy 2:125-E3. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the bid for diesel fuel from Avalon in the amount of $35,773.00, submitted on May 5, 2020, for the 2020- 2021 school year. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Stickel and seconded by Southall to approve ratifying the recommendation to work with Brieser Construction to assist with securing the 2019-2020 Building Trades home site with donated labor and payment of $5,000 to help offset costs for material and other incidental expenses. Anderson-aye, Dziuban-aye, Kunz- aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Anderson to approve ratifying the recommendation to work with Brieser Construction to utilize Raby Roofing to install roofing materials to the 2019-2020 Building Trade project, at a cost of $8,600. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Anderson and seconded by Southall to approve moving from the current partially self-funded Medical and Dental arrangements to fully-insured plans. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.
